COLD CHAIN COMPANY / STORAGE APPROVAL / HANDLING CONTROLS

Cold Chain Company Registration in Singapore: Storage and Handling Checks

Match the entity, the goods and the facility before accepting temperature-sensitive cargo.

Registering a Singapore cold-chain company does not approve every refrigerated storage or transport service. The route depends on the goods, activities, operator and site: meat and seafood coldstores, other food warehouses and medicinal-product distribution have different requirements.

For a proposed operator, classify the goods and custody responsibilities first, then assess the site and applicable approvals. The largest avoidable risk is committing to a facility whose permitted scope, layout or quality controls do not support the promised service.

Key takeaways

  • Separate storage, processing, importing and logistics roles before choosing applications.
  • SFA distinguishes meat/seafood coldstores from non-meat/non-fish warehouses.
  • Breaking primary food packaging can change the activity classification.
  • HSA GDP and dealer obligations follow the medicinal-product role, not the word “cold”.
  • Opening evidence includes traceability, monitoring and a functioning deviation decision.

Define the cargo and the custody you will accept

A cold-chain business should be described by its goods and handling steps, not only by its warehouse temperature. List product categories, condition on receipt, packaging, storage duration, movements and any activity that opens packaging or changes the product. Also state whether the company owns the goods, stores them for a customer, imports them or arranges transport. These roles create different applications, contracts and evidence.

Cold-chain capability is not a single permission that follows incorporation. Forming the entity establishes the company and UEN. The requirements for registering a Singapore company apply to that entity work; they do not certify the cold room, authorise food processing or qualify a medicine distributor. Choose business activities that describe the actual service and keep the customer contract consistent with the registered explanation.

Proposed service Critical boundary Planning consequence
Meat or seafood cold storage Storage versus processing and retail Check SFA’s specific coldstore scope and any processing activity.
Other food warehouse Non-meat/non-fish products and activities Check SFA warehouse registration guidance and whether another activity triggers licensing.
Therapeutic products Importer/wholesaler versus contracted logistics Review HSA dealer requirements and relevant GDP obligations.
Temperature-controlled non-food goods Product hazard and contractual specification Do not apply food or medicine rules indiscriminately; assess the actual goods.

Do not accept a customer’s description of the goods as a regulatory classification. Ask for product particulars and the intended supply chain before quoting storage. When a mixed consignment includes regulated goods, separate the uncertain category rather than assuming that the least regulated product determines the whole load.

Define your cold-chain scope

Identify the products and handling steps before the premises and company applications are fixed.

Select the food-storage route without hiding handling activities

SFA’s activity classification identifies coldstores for wholesale storage of meat and seafood as requiring a licence. Its warehouse route for non-meat/non-fish products encourages registration for traceability, including cold rooms for fruit, vegetables and dairy. A processing activity, including repacking that breaks primary packaging, can trigger the food-processing establishment route. Confirm the precise classification with SFA where the service combines activities.

The distinction is material when designing the unit. A business promising only sealed-carton storage has a different workflow from one thawing, portioning, repacking or preparing products. Do not label a handling step “value-added logistics” and leave it out of the application. Provide the actual process flow, including any returns, rejected goods and movement between raw and finished products.

Where the company imports food itself, the food importer and consignment approval checks run alongside storage permissions. A customer’s importer approval does not automatically make the warehouse company the authorised importer. Identify the importer of record, the storage operator and the declaration party in the contract and shipment instructions.

Prove that the site can support the intended controls

SFA’s premises requirements require a registered business and an appropriate site for the application; coldstores and processing facilities should be in food zones or areas with compatible industrial uses, with assessment for other sites. Before committing to construction, reconcile the unit’s permitted use, landlord consent, licensing suitability and proposed layout. Ask for the applicable requirements in writing where the suitability is uncertain.

Design the receiving, quarantine, released stock, dispatch and rejected-stock flows before buying equipment. Define how people, pallets, cleaning equipment and waste move through the facility. A floor plan that only shows the cold rooms can miss the place where products spend time during unloading and checking. The quality risk often moves with the handoff rather than staying inside a freezer.

Have competent specialists assess refrigeration capacity, monitoring locations, alarms, backup arrangements, loading exposure and maintenance access against the specified products and the relevant rules. Do not adopt a universal set point from another business. The acceptable conditions should come from product requirements, applicable licensing conditions and the agreed quality specification, with documented tolerances and escalation.

Can you trace a deviation?

Review the custody handoffs, quarantine route and responsible quality contact before taking stock.

Create a custody record that survives a temperature excursion

A temperature log is useful only if somebody can connect it to the affected goods and decide what happens next. Link each consignment to receipt time, product and batch identifiers, required conditions, storage location, movement history and the person accepting custody. Where sensors record a location rather than individual pallets, document how you establish which stock occupied that location during the incident.

Handoff Control question Record and response
Receipt Are identity, condition and required storage instructions known? Receipt record; hold goods when acceptance conditions cannot be confirmed.
Storage Are monitoring, alarms and access controls working? Location and temperature records; investigate deviations against the product specification.
Picking and dispatch Does the next party have the right conditions and instructions? Dispatch record, carrier acceptance and agreed transfer-of-custody point.
Deviation Who may release, reject or return the affected goods? Quarantine decision, evidence, quality review and customer/regulator communication where needed.

Use an excursion drill before commercial acceptance: assume the logger reports a deviation while several customers’ products share the room. The team should identify affected stock, prevent release, preserve the evidence and reach the authorised quality decision maker. Record the elapsed time and the gaps in contact or traceability. This is an internal readiness exercise, not a substitute for a regulator’s inspection or a product-specific stability assessment.

Keep calibration, equipment maintenance, cleaning, pest-control and training evidence accessible to the responsible staff. Define who monitors outside normal office hours and what happens if a supplier’s cloud service is unavailable. A contract should say who owns the monitoring records and how the customer obtains them if the logistics relationship ends.

Keep medicinal-product obligations separate from food storage

For therapeutic products, HSA’s importer and wholesaler application guidance requires relevant premises and GDP documentation, including layout, procedures and records, and outsourcing agreements where applicable. Good Distribution Practice (GDP) compliance is mandatory for the covered dealers. The application and audit route is not an SFA coldstore application, and a food licence is not evidence of HSA approval.

A third-party warehouse should determine its own regulatory role rather than assume it needs every dealer licence held by a customer. HSA describes voluntary GDP certification as a route that may interest third-party logistics companies. That distinction does not remove contractual or applicable regulatory obligations. Confirm responsibilities with the dealer and HSA for the actual outsourced activity.

For outsourced storage, turn the agreement into a responsibility schedule: list receipt checks, storage conditions, monitoring, deviations, returns, recall assistance and records access. Give each task a named owner on both sides. Check that the customer’s commercial service description and the quality agreement use the same product scope and facility address, so an operational team is not following broader sales promises.

Separate product release authority from physical custody. The warehouse may be able to identify and isolate a deviation but may not have the scientific or contractual authority to decide that a medicinal product remains suitable for supply. Agree the responsible quality contact, evidence format, notification timing and disposition process before stock arrives.

Build the opening budget around the licence and qualification path

For the SFA meat and seafood coldstore route, the published fee page lists S$147.20 application fee and S$260 for the annual licence. The two listed charges total S$407.20. Non-meat/non-fish warehouse registration is listed as free. These are the agency’s category-specific figures checked on 29 October 2026; they are not a full cold-chain startup budget or an HSJGlobal quotation.

Add the entity’s government and professional costs, address and secretary arrangements, the premises lease and deposit, fit-out, refrigeration, monitoring, qualification work, insurance and staffing. Budget recurring energy, maintenance, calibration, pest control, quality-system work and licence renewal separately. Determine import/GST cash flow where the company is the importer. There is no supportable universal total without the goods, throughput, site and responsibility model.

SFA describes a plan-assessment stage and in-principle approval before fit-out, followed by final inspection and licence issuance when conditions are met. Its stated processing period excludes time lost to incomplete information and inspection scheduling. Therefore plan backwards from the approvals and evidence, not from the refrigeration supplier’s delivery date. A realistic project includes cargo classification, entity setup, site confirmation, design, submission, fit-out, qualification, inspection and release.

SFA’s renewal and change guidance requires attention to changes in UEN, location, activities and layout. Keep renewal ownership with the operator and check the applicable transaction before relocating a cold room or adding a service. A customer renewal cannot repair an expired licence held by the storage company.

Accept the first consignment only after the custody test works

Open for the approved goods and activities only when the site, permissions and handling evidence agree. Require a named owner to sign off the applicable licences, site readiness, equipment records, receiving checks, deviation process and customer responsibility agreement. Test a complete receipt-to-dispatch trail rather than checking each form in isolation.

Pause acceptance if the product category is unclear, the requested handling exceeds the approval, temperature conditions have no authoritative basis or nobody can release quarantined goods. Resolve those questions before charging for storage. Commercial urgency is not a replacement for a workable custody and quality decision process.

Prepare the first-stock release

Coordinate the entity, premises and specialist approval work around the actual cargo.

Frequently asked questions

Is coldstore licensing the same as incorporation?

No. Incorporation creates the entity; the relevant storage or distribution approvals are separate.

Must every chilled-food warehouse obtain the meat coldstore licence?

No. SFA distinguishes categories; assess the food and actual activities rather than temperature alone.

Can storage include repacking?

Do not assume it can. Repacking that breaks primary packaging can trigger the food-processing route.

Is a GDP certificate a food licence?

No. The HSA quality framework and SFA food permissions serve different regulatory roles.

What temperature should every cold-chain company use?

There is no universal number for all cargo. Use the applicable product, regulatory and agreed quality requirements.
