Company tax evidence

Company Tax Clearance in Indonesia: Evidence Needed to Resolve the Tax Position

Match the requested tax result to the right certificate, transaction records and remaining issues.

When an Indonesian company is asked for “tax clearance”, the evidence depends on what the recipient needs to establish. A Surat Keterangan Fiskal (SKF) provides tax-compliance information for a particular service or activity; resolving a company’s tax position may also require filing receipts, matched payments, case decisions or tax-registration deletion evidence. The certificate does not establish that every liability has been audited or extinguished. Identify the requested document, company, periods and purpose before describing the position as cleared. DGT’s SKF service guidance explains the certificate’s limited purpose.

Key takeaways

  • A tender requirement, a transaction review and a company exit need different completion evidence; confirm the recipient’s actual request first.
  • A payment must be connected to the relevant obligation and period, rather than left as an unexplained bank debit.
  • Approved instalment or deferral arrangements can satisfy the SKF debt condition, but they still leave an outstanding obligation.
  • A refund claim, objection or audit remains a separate item even when another part of the evidence pack is complete.
  • Keep a dated record of what the evidence supports and what remains unresolved, with an owner for each gap.

Identify who needs clearance and for what purpose

Ask the requesting ministry, contracting party, buyer or liquidator to name the result they need. “Clearance” in an English checklist is not enough to identify an Indonesian tax document. Obtain the document name, issuing authority, legal entity and Taxpayer Identification Number (NPWP), relevant periods, intended use and any recipient-specific freshness requirement.

  • For a service or activity requiring an SKF, prepare for the certificate’s own eligibility and verification tests.
  • For a buyer or finance team reviewing exposure, agree which tax types, periods and identified issues the review covers. An SKF may form part of that pack without answering the entire request.
  • For tax-registration exit following liquidation or dissolution, identify the deletion process and required official output; do not substitute a compliance certificate.

Separate the entity’s formation record from its later tax record. The establishment documents used for company formation in Indonesia help establish which legal person is being reviewed; they do not show that its subsequent returns, payments or cases have been resolved. Match those records to the company named in the tax evidence, especially after a name or management change.

Define “cleared” as a specific evidenced result, not an unrestricted statement about the company. If the recipient cannot yet define that result, keep the request open while its scope is agreed.

Which clearance result has actually been requested?

Bring the recipient’s wording and company identifiers so the evidence request can be scoped before documents are collected.

Test each tax position against its completion evidence

Use the following decision ledger as an internal review tool, not as a DGT form or a substitute for a tax opinion. Create a separate line for each material item within the agreed scope. Record the tax type, period, source reference, amount if relevant, current evidence, remaining gap and person responsible for resolving it.

The ledger follows two official distinctions: DGT’s account-management explanation separates profile information from detailed debit and credit transactions, while the SKF and deletion rules establish different document outcomes. The completion and recovery tests below are a practical way to apply those distinctions.

Item being tested Evidence to connect Completion criterion If the test fails
Required fiscal certificate Recipient’s requirement, company NPWP and issued SKF. The authentic certificate matches the company, is within its validity and meets the specified document request. Identify the failed condition or identity error; resolve it and obtain the correct output.
Return for an identified period Applicable return, final submitted version and official filing receipt. The receipt and return refer to the same company, tax type and period; any later correction is identified. Locate the receipt or submit the required return through the applicable channel; retain the resulting evidence.
Payment of an identified liability Return or assessment, payment confirmation and corresponding ledger entries. The amount is traced to the intended obligation, with any remaining debit explained. Trace identifiers and allocation; raise a documented discrepancy before assuming another payment is needed.
Dispute or refund item Case reference, submissions, latest official communication and financial movement where applicable. The claimed outcome is supported by the relevant decision and its recorded financial effect; pending stages remain listed. Retain the unresolved amount, case status, next action and responsible reviewer.
Tax-registration exit Applicable dissolution evidence, application receipt and official deletion outcome. The official deletion letter confirms the requested registration exit, with any separate VAT registration outcome identified. Follow the stated deficiency or pending case; an application receipt alone is insufficient.

Mark each line “evidenced”, “conditional” or “open”. Use “evidenced” only when the stated test is met; “conditional” when a defined dependency remains, such as an approved payment schedule; and “open” when the evidence or outcome is missing. Do not release an item with a blank period, unexplained amount or missing document reference. These are review labels, not official DGT statuses.

For a posting mismatch, keep the bank payment reference alongside the intended tax obligation and the disputed ledger entry. This is the point at which reconciling tax and bank record mismatches becomes more useful than collecting another general certificate. A bank debit proves money left the account; the reconciliation must still explain where that payment was recorded.

A single request can therefore produce several valid outputs and a remaining issue list. Keep each route’s evidence together so completion of one route does not conceal an unfinished item on another.

Route the evidence by the requested tax result The defined request splits into certificate, balance or transaction, and registration exit routes. Each route requires its own output. Unresolved items remain in a common register. Define the requested result SKF service requirement Balance or transaction review Tax registration exit Verify the issued SKF Reconcile entries; retain case evidence Retain the deletion outcome Carry every unresolved item forward
Different requests lead to different evidence outputs. The common issue register prevents a completed certificate from hiding an unresolved balance or case.

Obtain and check an SKF when the request requires it

An SKF application is appropriate when the identified service or activity requires it. Check eligibility before creating a submission. Under PER-8/PJ/2025, Articles 4–7 , the filing condition covers the last two annual income-tax returns and last three periodic VAT returns that have already become obligatory. The debt condition permits no tax debt, or approved deferral or instalments covering all such debt. A taxpayer must also not be undergoing handling of a tax criminal matter.

That qualification matters for a newly registered company or a company without the relevant VAT filing obligation: identify what was actually due rather than fabricating missing historical returns. Conversely, meeting a limited filing test should not be presented as a review of every company tax duty. Keep the evidence collection focused on the requested result.

For the electronic route, DGT’s current portal instructions describe the following sequence. Menu wording should be checked in the live portal before submission:

  1. Access the taxpayer portal through the authorised individual account and select the represented company using the impersonation function.
  2. Open taxpayer services, administrative services and the creation of an administrative service request; select the appointment reference where required.
  3. Choose fulfilment of tax obligations and the SKF subservice, then complete the case-flow information.
  4. Save the request, create its PDF, sign through the authorised signatory and submit. Preserve the electronic receipt (BPE) and the issued SKF as separate records.

If the application cannot be processed, preserve the notification and reconcile it with the relevant filing, debt or authority record. Correct the underlying gap before resubmitting. A saved request or receipt is not the certificate. For electronic-access failure, Article 3 provides a written route; the representative or attorney must satisfy its signing and supporting-document requirements.

Once issued, check the company identity, issue date and authenticity. DGT’s SKF explanation specifies one-month validity from issuance and preserves DGT’s powers to assess tax, collect debt and impose criminal sanctions. Article 7 of PER-8/PJ/2025 provides authenticity checks, including the document’s QR route. An approved payment arrangement is not proof that the debt has been paid. Keep the schedule visible in the ledger even when the certificate is available.

The certificate request stopped at a compliance check

Use the notification, filing receipts and debt records to identify the condition that needs attention before another submission.

Keep disputes and refunds visible until their outcome is evidenced

Track a disputed assessment, pending correction or refund by its own case reference. A submission receipt shows that a document was submitted; the claimed outcome needs the relevant official decision and an explanation of any resulting balance movement. Do not label a case finished because a different certificate was issued.

For each live case, retain the challenged document, submitted application, evidence attachments, official correspondence, latest outcome and next action. Record any payment separately from the legal disagreement. Have the responsible tax professional check the applicable procedure, deadline and collection treatment against the actual case; none can be inferred from the word “clearance”.

Refund evidence needs particular care. The DGT taxpayer-account manual explains that credits can represent payments, overpaid returns or overpayment assessments. A credit entry alone therefore does not establish cash received. If the company says a refund has been realised, match the relevant official output to the bank receipt or documented allocation and reconcile the ledger effect. Otherwise describe the amount as pending, with its supporting reference.

Keep both the reviewer’s position and the official status where they differ. An internal conclusion may explain the company’s accounting treatment, but it cannot replace an authority’s decision or silently remove a case from the unresolved register.

Use deletion evidence for a company tax registration exit

For a company leaving the tax register, assemble the exit evidence separately. PER-7/PJ/2025, Articles 44–46 addresses deletion for a corporate taxpayer liquidated or dissolved because of cessation or merger, with a dissolution deed or comparable document endorsed by the competent authority. The deletion process includes examination of the relevant subjective and/or objective requirements. A company’s inactivity alone is not the same evidence as its dissolution.

The deletion conditions include no tax debt and no ongoing tax-compliance examination, preliminary-evidence examination, criminal investigation or prosecution, mutual agreement procedure, advance pricing agreement, or listed administrative and legal remedies. This is a different test from the SKF condition that allows approved instalments. A valid SKF does not establish eligibility for NPWP deletion . Identify any separate revocation of VAT-taxable-entrepreneur registration (PKP) in the exit file as applicable.

Retain the application receipt and eventual deletion or rejection letter. Article 46 permits a new application after rejection; it also provides a specific exception when rejection is solely for tax debt and that debt is paid within one month after the rejection decision. Check that exception against the actual letter before deciding whether to reapply.

Even after deletion, DGT’s deletion guidance states that the administrative action does not remove tax rights or obligations that must still be fulfilled. Preserve the underlying records and unresolved-item history. The exit evidence should state the registration result achieved, rather than imply that the company has obtained a release from every possible tax exposure.

Release only the tax position your evidence supports

Release a narrowly described result: the required SKF has been verified, an identified liability has been reconciled, a particular case has reached its evidenced outcome, or tax-registration deletion has been documented. Attach the evidence references and date of review. The scope of the statement must stay within the scope of the evidence. Keep conditional and open lines visible beside it.

If identity, period, allocation or case status remains unexplained, assign the gap and pause that part of the release. Where the recipient expects a broader assurance than the available documents support, obtain a defined professional review before changing the statement. A complete evidence pack makes the remaining uncertainty explicit.

Prepare a tax-position handover that can be checked

Bring the scoped request, completed evidence ledger and unresolved items for review of the proposed handover and its limits.

Frequently asked questions

Can a group company’s certificate support another subsidiary?

Match the evidence to the legal entity and NPWP under review. Do not treat a common shareholder or group brand as a substitute for the correct company’s records.

What if the transaction documents use only an English certificate name?

Ask the drafter for the Indonesian document name, issuer and intended evidential effect. Retain any translation alongside the official original so the scope can be checked.

Should an adviser receive the director’s portal password?

Arrange the appropriate authorised representation and access instead of treating a document-preparation engagement as permission to share personal credentials. Confirm who may sign and submit before the application is prepared.

How should old records be handed over after the finance team changes?

Transfer the evidence index, official originals, correspondence and unresolved-item owners together. Include the review date and document versions so a successor can distinguish a historic conclusion from a current status.
