How to Start Composite Materials Factory in Indonesia: PT PMA, Permits, and Cost

Control changes to the material system, process and end use before they change the licence and investment case.

A composite-materials factory in Indonesia should be established from a defined material system and finished output, not from the generic word composite. Foreign-owned production normally uses a PT PMA, with the precise activity and location assessed before industrial operation. An AHU establishment filing for authorized capital above IDR 1 billion and up to IDR 5 billion carries an IDR 1,500,000 registration tariff under PP 30/2026 . This legal-entity amount is separate from the composite process, premises, approval services and product qualification.

The larger investment risk is committing to a plant whose resin, reinforcement, curing process or target application keeps changing. Freeze a project baseline, cost each approval and production stage against it, and reopen the affected decisions when a material change occurs. A company registration fee cannot represent a complete composites-factory budget.

Key takeaways

  • The factory’s sold output determines the activity assessment; not all composite products belong to the same chemical or mineral category.
  • An in-house material-production stage and a purchased-input fabrication stage can require different project evidence.
  • Changes in formulation, process, throughput or end use can invalidate assumptions behind cost, site controls and product qualification.
  • Testing, customer approval and applicable mandatory product controls should be placed on the programme before commercial stock is promised.
  • Assign a documented owner to each scope change and financial commitment so one team cannot silently change another team’s application basis.

Control the Composite Baseline Before Committing Investment

A composites investment often changes while procurement and licensing are already under way. The technical team refines a resin system, the commercial team changes the application and the supplier proposes a different production method. Each revision may be reasonable by itself, yet the combined project no longer matches the site design, activity description or qualification programme originally priced.

Create a baseline containing the matrix material, reinforcement or filler, finished output, process stages, capacity, intended use, proposed site and outsourced operations. Approve a version for quotations and applications. Give every revision a reason, a responsible reviewer and a record of its effect on approvals, technical design, cash and timing. A formulation change is a project decision when it alters the approval or qualification basis. It is not merely a purchasing substitution.

Proposed change Evidence that may change Commitment to review Owner to involve
Resin, filler or reinforcement Material identity, hazards, processing and performance basis Raw-material contracts and qualification spend Technical and product-quality owners
Cure, moulding or finishing route Equipment, ventilation, heat, emissions and process controls Line purchase and site alteration Engineering and environmental owners
Output or capacity Activity scope, throughput, utilities and licence assumptions Expansion order and commercial launch Licensing and operations owners
End-use claim Applicable product rule, test scope and customer acceptance Packaging, contract and shipment Product-compliance and commercial owners

This register is a management tool, not an invented government filing. It lets the board see which commitments can proceed while an affected workstream is held. An unchanged purchase can continue when its assumptions remain valid; a changed licence or qualification basis must be resolved before the linked milestone is approved.

Do the same comparison when moving from a pilot line to commercial scale . Record what remains equivalent and what changes. New mixing equipment, thermal treatment, automation or a longer operating schedule can change the facility and control assumptions even when the final material name is unchanged.

Stabilize the composites investment brief

Describe the material system, production stages, annual output and intended applications before the entity and equipment scopes are fixed.

Classify the Material System and the Output Sold

Begin classification with the output transferred to the customer and the operations that create it. Are you making primary resin, preparing a reinforcement material, fabricating a finished composite article or processing a mineral-based composite? The corporate purpose and project record should describe that activity, including any additional revenue-generating stages.

The official nonmetallic-mineral classification includes composites principally based on glass and nonmetallic minerals. The 23999 description identifies carbon and carbon-fibre products with stated exclusions. These are specific activity descriptions, not permission to group every reinforced polymer, electrical item or textile product into a mineral category.

Primary-resin manufacturing has its own official synthetic-resin description . Using a purchased resin in a fabricated article does not establish that you make the resin itself. Where the finished part has a specific product activity, compare that description and exclusions before choosing a generic materials code.

Prepare a classification record that explains the selected five-digit activity , the alternatives rejected and the effect of outsourced production stages. Then check foreign-investment admission for that activity under the relevant investment and sector rules. A classification result is the start of that legal analysis; the presence of a selectable OSS code is not an unrestricted-shareholding certificate.

Use the product scope to establish the evidence needed for later changes. If the business begins with industrial components but proposes construction, medical, electrical or transport applications, assess the new output and claims independently. Do not write an unlimited corporate scope to avoid a future approval review.

Composite scope changes need a controlled return path Compare the project baseline with a proposed change. A material change holds the affected commitment for an impact review; no material change or completed review permits the next stage. Material + process + end use Material change? No Yes Hold the affected commitment Review licence + design + cash Resume after impact closure
This is an investor change-control tool: a revision should show its licence, technical and cash impact before the next stage is released.

Cost Each Investment Stage and Its Release Condition

Build the budget by commitment stage rather than one headline setup price. Separate entity registration, premises and design, permits, equipment, qualification, initial production and recurring compliance. For each amount, record currency, tax treatment, quote date, billing period, deliverable and payment trigger. That makes a price change traceable to a scope change rather than an unexplained increase in the factory total.

HSJGlobal’s approved standard PT PMA Essential reference is IDR 29,500,000 for a one-time entity engagement, excluding VAT, dated September 7, 2026. It applies only to the defined standard low-risk or medium-low-risk scope and includes an AHU PNBP allowance up to IDR 5,000,000. It excludes the industrial plant, industry verification, premises, environment and building approvals, product qualification and other independent services. Treat this entity benchmark as a scope comparison, not as a composites-factory offer. Eligibility and any industrial engagement fee require a written assessment.

The government example in the opening is assessed from authorized capital. Other official filing items, if payable, must be itemized from the actual assessment. Never attach a consultant’s charge to the NIB and label it a government tariff without its legal basis. For excluded third-party disbursements, show the actual cost and treatment of any advance or unused balance.

  • Before the lease: price the site investigation and identify refundable deposits, alteration obligations and exit conditions.
  • Before the equipment deposit: agree the production envelope, supplier scope, acceptance tests and the approval dependencies.
  • Before qualification spend: define the finished-product range, evidence owner, test method and intended claims.
  • Before launch: fund initial materials, rejects, utilities and the customer collection cycle as operating cash.

Paid-up capital and the investment-plan calculation should sit in the financing analysis under the current investment-procedure rules . They do not predict whether the available cash is sufficient for tooling, imported inputs, curing assets or qualification. Reconcile financing to expenditure and deposits without adding capital as another consumed project cost.

When several composite products share a production line, obtain the appropriate regulatory calculation and a technical explanation of what is shared. Do not divide one budget into arbitrary codes to appear below a threshold, or assume each new commercial variant is necessarily a new regulatory project. Use the actual production and location facts.

Identify the next irreversible payment

Compare the project’s approval dependencies with equipment deposits, site works and qualification commitments.

Connect the PT PMA, Site and Permit File to One Baseline

Establish the PT PMA from genuine investor and control information. Confirm shareholder authority, beneficial-owner evidence, management appointments and the activity wording before notarial signing. The underlying company setup requirements in Indonesia support the corporate workstream; the composite process must also be supported by its project-specific operating evidence.

Company records and project registration

Reconcile the legal-entity output, tax identity and OSS company data. Register the actual manufacturing site, activities, capacity and other relevant project fields using the approved baseline. Keep submitted documents, receipts and returned comments accessible to the company. Do not let a changed site or new output appear in the commercial contract while the project record still describes the old plant.

Premises, environment and production readiness

Design the site from the actual chemicals and process. Examine material storage, mixing, forming, cure equipment, trimming, extraction, ventilation, waste and the equipment maintenance envelope. Industrial-location eligibility, spatial matters, environment and building use must be assessed separately. Supplier drawings are an engineering input; they do not themselves authorize the location or the installed operation.

Where the process uses heat, pressure, reactive materials or other specialized systems, have the relevant technical team identify its controls and applicable requirements. Do not generalize a requirement from one composites technology to every factory. The environmental application should account for the real material and discharge profile, including outsourced waste arrangements and planned expansion.

Industrial and product release

Follow the activity and scale-specific risk pathway under Permenperin 37/2025 , including the applicable OSS and SIINas evidence. Completion means the relevant status and operating conditions are evidenced, rather than merely that a registration number exists. The operating-evidence checks before factory commissioning can help separate legal release from equipment delivery.

For the finished product, identify any mandatory market control and the buyer’s qualification separately. Keep material identity, specimens, process parameters, test conditions, production source and authorized claims linked. Outsourced stages must remain visible in that chain. A report on one material coupon should not be represented as unlimited evidence for every finished application.

Set the programme from accepted baseline through company formation, site and approval work, installation and product release. The general company-registration reference of roughly two to four weeks after acceptable documents is only one planning input; composites qualification and factory readiness have their own dependencies. Obtain their dates from the responsible providers instead of presenting a universal operating lead time.

Escalate Material Composite Changes Before Launch

Release the next stage when the company, site, installed process and qualified product range match the controlled baseline, and financing supports the linked commitments. A passed commercial test does not close an unresolved industrial operating condition. Keep the technical, legal and financial acceptance records distinct so a future reviewer can identify their scope.

Escalate a change in matrix material, reinforcement, process, throughput, site or application when it can affect the filed activity, environmental assumptions, building configuration or product evidence. Hold only the commitments affected by that change, document the impact and resume after the relevant owner confirms closure. This preserves a workable project programme without pretending that an earlier approval covers an unassessed factory.

Approve a controlled factory programme

Align corporate records, operating conditions, technical acceptance and product release around one supported project scope.

Frequently asked questions

Does a composite product automatically belong to chemical manufacturing?

No. The official descriptions distinguish activities by actual output and process. A mineral-based composite, primary resin and a finished polymer-composite article should not be assigned to one category solely because chemicals are used.

Can a pilot recipe be used unchanged in a commercial dossier?

Only when the actual commercial process and evidence still match it. Scaling can change equipment, emissions, cure conditions, capacity and qualification assumptions; document the comparison.

Does a customer qualification prove an Indonesian compulsory approval?

No. A customer acceptance route and any mandatory regulatory route must be identified separately. One may use evidence from the other without replacing it.

Can an outsourced curing or finishing stage be left out of the scope?

It should be described because it affects production responsibility and evidence. Specify the provider, acceptance conditions, traceability and change notification relevant to the product.

Is new tooling always a licence change?

Not automatically. Assess whether it changes the approved activity, process, capacity, site or product scope. The change review should record its material effect rather than assuming every tool is either exempt or a new factory.
