How to Start Construction Materials Factory in Indonesia: PT PMA, Permits, and Cost
A batching plant, cement works and precast operation need different investment and approval plans.
To start a construction materials factory in Indonesia, first define the product family and process, then align the PT PMA structure, industrial location, environmental scope and OSS permissions. The AHU legal-entity registration tariff ranges from IDR 300,000 to IDR 5,000,000 by authorized capital under PP 30/2026; this is one official charge, not the cost of opening a factory.
A ready-mix operation cannot inherit a cement plant’s licence assumptions. Cost the actual line, land or lease, utilities, treatment, product compliance and operating cash separately. Approve the investment only when each cost line is tied to a scope and a responsible supplier.
Key takeaways
- Ready-mix and mortar moved from KBLI 2020 code 23957 to KBLI 2025 code 23955; copying the old number can misdirect a new project.
- Cement has a mandatory SNI regulatory route. Do not extend that requirement automatically to every construction material.
- The official incorporation tariff is unrelated to the machinery price, capital contribution and environmental engineering budget.
- Truck circulation, dust controls, water management and permitted industrial use should be tested before a plant layout is frozen.
Select a production family before fixing the investment
“Construction materials” is a market category, not a single Indonesian industrial activity. Cement production, ready-mix concrete, dry mortar, precast components, bricks, glass, steel products and polymer systems can sit in different classifications. They also place different demands on the site. Decide which product the first commercial line will make and which related products will only be distributed.
| First production line | Scope question | Cost driver to request |
|---|---|---|
| Ready-mix concrete | Batching and delivery, or also aggregate processing? | Silos, batching equipment, washout controls and delivery fleet. |
| Dry mortar | Blending purchased binders, or manufacturing the binder? | Drying needs, powder handling, packing and dust extraction. |
| Precast components | Casting only, or additional material manufacture? | Moulds, curing, lifting, yard load capacity and storage. |
| Cement | Grinding purchased clinker, or integrated clinker production? | Energy, emissions controls, raw-material handling and product certification. |
The official OSS conversion for ready-mix and mortar maps old code 23957 to 23955 in KBLI 2025. Use the current description and scope, not an old code copied from a supplier’s brochure. Check each additional activity separately, including aggregate processing or an independent sale of imported products. Do not add unrelated codes merely to create a broad business description.
Build the first investment decision around one defined capacity, product specification and raw-material route. Where a second line depends on different utilities or emissions, place it in a later phase with its own approval assumptions. A phased plan is useful only if its first phase is independently operable; splitting one integrated process on paper does not remove its actual impacts.
Narrow the construction-materials scope
Identify the first saleable product, production process and intended capacity before comparing locations or setup quotes.
Build a cost ledger that separates charges from assets
The PP 30/2026 tariff annex, legal-entity services section sets PT establishment registration at IDR 300,000 for authorized capital up to IDR 25 million; IDR 600,000 above IDR 25 million up to IDR 1 billion; IDR 1,500,000 above IDR 1 billion up to IDR 5 billion; and IDR 5,000,000 above IDR 5 billion. The test is authorized capital. It is not the same as machinery value, project investment or the amount of cash currently in the bank.
For example, authorized capital of IDR 6 billion puts this application charge in the IDR 5,000,000 band. That arithmetic does not calculate the whole official invoice or the notary’s bill. Other applicable services and payment instructions need their own line. Do not add the same government charge twice when a professional quote already includes it.
| Budget account | Amount or pricing basis | Period and exclusions |
|---|---|---|
| AHU PT establishment registration | IDR 300,000–5,000,000 by authorized-capital band | Per application; one official tariff item, checked 15 October 2026. |
| HSJGlobal professional work | Approved standard entity benchmark: IDR 29,500,000, only where its low/medium-low-risk eligibility and stated scope match | One-off; includes specified entity work and AHU PNBP up to IDR 5,000,000; excludes factory and higher-risk permissions. |
| Factory and third-party work | Written notary, site, engineering, laboratory and contractor scopes | Separate capital expenditure, one-off fees and recurring operating charges. |
| Shareholder funding | Capital, project investment and operating cash reconciliation | Company financing, not a professional service fee. |
The supplied HSJGlobal benchmark was approved on 7 September 2026 and is stated excluding VAT, with tax treatment determined by the billing entity and transaction. It assumes one project location, no more than two eligible low or medium-low-risk activities and a qualifying address already provided by the client. It does not price a construction-materials plant, environmental or building approvals, certificate verification, sector licences, overseas documents, bank work, tax filing or LKPM. A factory outside that eligibility needs a separately authorized scope and quote; no factory total is represented by the benchmark.
Collect supplier quotations in IDR using the same capacity, delivery point, installation scope and tax basis. For the first-year cash plan, add non-overlapping establishment expenses, site payments, installed assets, compliance costs and operating outflows, then subtract expected operating receipts. Reconcile shareholder capital and loans as funding sources rather than counting them again as expenses. A low equipment price can still produce a high launch requirement when civil works and power upgrades are omitted.
Create the PT PMA around the real operating model
Foreign ownership should be screened against the selected activity before the share register is finalized. Use a PT PMA for an operating company with foreign investment; do not ask a nominee to present foreign-controlled ownership as domestic. Decide which entity will lease the yard, import equipment, employ the team and sell the finished material. Splitting those roles between group companies introduces contracts and licensing boundaries that must be explicit.
Prepare the shareholder and beneficial-owner information, directors and commissioner, signing powers, domicile and capital plan for the notary. Foreign company shareholders should provide their formation and authority evidence with the execution formalities needed for the Indonesian file. The company registration process in Indonesia covers the base entity steps; the manufacturing project then needs its own site and licence evidence.
Keep statutory capital and project investment tests separate from the procurement budget. Where multiple activities or locations are proposed, the capital calculation across activities and factory locations helps identify which calculations need individual treatment. Do not infer the required share capital from the cost of one imported batching unit.
Test the yard, environmental controls and product route
Use the industrial-estate rule and exceptions in PP 20/2024 to screen the location. Obtain the legal basis for any exception before relying on cheap land outside an estate. Check that heavy vehicles can enter and turn, stockpiles can be contained, foundations carry the equipment loads and material deliveries do not conflict with site restrictions. These are engineering due-diligence questions, not guarantees supplied by a registered address.
For batching or precast, provide the reviewer with water demand, washwater handling, curing arrangements, dust sources, cement transfer points, waste and traffic assumptions. An integrated cement project adds a substantially different process and impact assessment. The applicable environmental route under PP 22/2021 follows the project rather than the company’s broad trading description. Establish separate tenant and estate responsibilities for wastewater and other shared infrastructure.
Check PBG and SLF coverage for the building and proposed use, including any new structure, silo foundation or modification. Verify the scope of any existing documents against the current layout. A previous tenant’s approvals do not prove that your machinery, capacity or use is already covered.
Product conformity is another workstream. Minister of Industry Regulation 26/2024 establishes mandatory SNI treatment for cement within its scope. Identify the exact cement type and certification obligations before budgeting product release. Other materials require their own rule and contract review; neither a customer’s acceptance certificate nor an NIB answers every product-conformity question.
Review the site and cost exclusions
Bring the lease, utilities, installation scope and approval assumptions so missing cost accounts can be identified.
Use evidence milestones to schedule the factory launch
Treat the programme as a dependency schedule. Do not set a commercial delivery date from an incorporation estimate. Design, environmental assessment, building work, utility upgrades and product tests may govern the launch even when the company has already been formed. Existing approved premises and a new integrated site will have different critical paths.
- Approve the product, process and capacity brief with ownership and location assumptions.
- Complete the notarial deed and AHU legal-entity filing; retain the decision, deed and itemized payment record.
- Establish tax identification and authorized OSS access; reconcile the imported company data.
- Register the correct current activity and project information; download the NIB and list of outstanding requirements.
- Close the applicable spatial, environmental, building and risk-based licensing conditions before the affected stage of activity.
- Commission the installed line and complete applicable product conformity and buyer testing before commercial release.
Under PP 28/2025 , the activity’s actual requirements determine the operating permission. Save the verified Standard Certificate or Business Licence where required, rather than treating a pending application as an issued approval. If the wrong activity version was used, correct the classification and assess the dependent requirements before ordering documents against an obsolete scope.
Name an owner for each completion record: legal for the corporate file, the project engineer for installed design, the environmental lead for control obligations, and operations for approved product release. Include future tax, applicable investment reporting and licence-condition monitoring in the handover. Without a handover, the launch team’s documents can become inaccessible just when the operating company must prove compliance.
Approve the construction-materials budget in stages
Release the entity budget once ownership and activity are supportable; release site and equipment commitments once location and process assumptions are evidenced; release commercial production only after the required operating and product gates are closed. A registration-price comparison cannot substitute for an installed-factory budget.
Stop and redesign if the proposed yard cannot handle the truck or wastewater plan, the activity changed during procurement, or the financial model depends on a professional benchmark that excludes the actual permissions. A smaller but fully scoped first line is easier to evaluate than an open-ended catalogue of materials with one undifferentiated launch price.
Stage the investment decision
Match each major payment to an entity, site, approval or product-release milestone.
Frequently asked questions
Does buying a complete production line include permission to use it?
Only if the contract expressly allocates relevant work, and even then the competent authorities decide the approvals. Equipment supply alone is not operating permission.
Can a ready-mix plant use an old 23957 registration checklist?
Use it only as historical background. The official conversion maps 23957 to 23955 in KBLI 2025; verify the current project scope and requirements.
Should capital be added to every setup-expense total?
Show capital as a financing and legal requirement separately. Cash spent on eligible assets or operations must be reconciled so the same money is not counted twice.
Can one SNI certificate cover all building materials?
No. Scope follows the specific product, applicable mandatory rule and certification scheme. A cement requirement should not be generalized to unrelated materials.
