How to Start Food Packaging Factory in Indonesia: PT PMA, Permits, and Cost

Material, contact use and factory process decide the route before the company price does.

An Indonesian food-packaging factory has no single universal KBLI or permit. A foreign investor should first define the pack’s material and saleable output, then test PT PMA eligibility, the industrial site and the OSS activity. Direct food contact adds material and conformity evidence. Start with the material and finished article

“Food packaging” is a buyer market, not a single industrial KBLI. A flexible plastic pouch, printed paper carton, empty metal can and glass jar have different manufacturing activities. The current OSS description of KBLI 22202 explicitly includes plastic and bioplastic food packaging; it notes a conversion from 22220. KBLI 17022 covers paper and cardboard boxes; 25940 covers metal food and beverage cans. OSS maps former glass-packaging code 23123 toward the 2025 classification, but its new scope still needs checking for a particular glass vessel.

The plant file should state who makes the material, who converts it into a container, and who fills food into it . A converter buying pre-made film is different from a producer making resin or film; a paper box wrapped around a sealed product is different from a tray touching ready-to-eat food. Selecting a code from the customer’s sector may cause the deed and OSS project to describe food processing even though the company sells only empty packs.

The matrix is a route-finding tool, not a legal opinion about a mixed-material production line. List each SKU and its material layers and check all saleable outputs. A second coating or lamination process may affect environmental and product evidence even if the base container category stays the same.

Direct contact changes the evidence file

For a direct-contact pack, record food type, contact surface, temperature, fill process, shelf life and whether the pack is single-use. Obtain supplier composition declarations and independent test evidence appropriate to the intended use. A customer asking for microwave heating or retort processing presents a different test task from a dry cereal box. Avoid a universal “food-grade” certificate with no named material and test conditions.

The Ministry of Industry’s Regulation 6/2025 makes certain SNI standards mandatory for paper and cardboard used as raw material for primary food packaging. Its scope is not a blanket rule for every outer shipping carton. Check whether the material and supply chain are actually within that regulation; if so, identify who holds the conformity evidence and how finished-pack production will preserve it. A current BPOM regulation on food packaging from 2026 is another official source to check against the specific material and contact use. The pack manufacturer and the food product’s marketer may have different obligations. An empty pack does not inherit the food brand’s registration, and the brand’s approval does not cure an unsuitable contact material. Contractually allocate material testing, artwork review, change control and batch traceability before trial supply.

The supplier file should travel with a versioned product drawing. Record the layer structure, thickness, coatings or adhesives, manufacturing site and declared contact side. A test report on one resin or ink set is not automatically evidence for a later substituted material. If an imported film arrives with a foreign certificate, compare the exact material, use conditions and Indonesian requirements before treating it as sufficient. The immediate commercial decision is whether the first buyer will accept a defined test protocol and change-notice clause. Without that agreement, a legally permitted converter may still have no releasable product.

Connect the PT PMA to a qualified industrial site

A foreign investor generally evaluates a PT PMA, but equity eligibility should be checked against each proposed five-digit activity in current OSS and the investment rules. Establishing the PT through a notarial deed and AHU approval is separate from tax registration and from operating at a named parcel. The foundation is outlined in Indonesia company setup requirements ; the packaging-specific work is the material and site dossier that supports the activity selection.

Run a site screen using the process, not just the products. Extrusion, printing, coating, cutting and sterilizing have different power, air, water, waste and fire implications. For each step show equipment capacity, operating hours, chemicals, emissions and waste streams to the environmental and building specialists. If the work is limited to dry cutting and folding, document that narrower scope honestly; do not copy an environmental questionnaire from a chemical-coating operation.

The factory address must support the actual permitted activity and zoning. Test industrial-estate status or a justified exception, spatial suitability, building PBG/SLF where relevant, environmental screening, utilities and landlord consent. Conditional lease terms should specify who bears the cost if a planned coating room or sterilization step cannot be approved at the property.

Read the OSS state before producing commercially

Government Regulation 28/2025 separates basic requirements, risk-based business licensing and permits supporting business activities. Enter the real KBLI, scale and location, then save the resulting OSS requirement list and outputs. Whether the NIB suffices or a verified standard certificate or business licence is required is a project-specific determination. A live NIB and an approved sample are both necessary evidence in some projects, but neither is a substitute for the other.

A practical project sequence starts with SKU and code decisions, then ownership and deed documents; site and environmental feasibility should be in hand before a binding plant commitment. Complete AHU and tax steps, enter the correct location and activities into OSS, satisfy required standards and supporting approvals, and only then move through line qualification to commercial shipments. Product tests can sometimes be prepared alongside formation, but final conformity depends on the actual material, equipment and contact claim.

If a licence application is held because the production description differs across documents, reconcile the same SKU list, equipment capacity and parcel number in the deed narrative, OSS entry and environmental file. If the direct-contact claim changes, reopen material and test evidence rather than silently using a prior customer certificate. Keep a version number for the project specification so a change in film resin, recycled content or coating triggers the right review.

For a plant selling both direct-contact pouches and secondary cartons, separate the manufacturing areas and supplier evidence in the dossier. The carton code cannot be used as a shortcut for the plastic pouch. Ask the site reviewer whether the combined equipment and waste streams change the spatial, environmental or fire case. Ask the product reviewer whether recycled content, printing on the contact side or a new hot-fill process alters material testing. Record both answers against the named SKU; otherwise the company’s licence status and the buyer’s release file will drift apart as the catalogue grows.

Budget the formation fee and material tests separately

A credible first-year estimate has at least two operational scenarios: a converter of purchased qualified material in an existing suitable facility, and a plant adding extrusion or coating with new utilities and environmental work. The corporate fee may be the same only if the actual PT PMA eligibility and service scope match; the factory and testing rows will not be. Request dated lab, machinery and lease quotes rather than inventing a universal IDR total. The second-year model removes one-time deed and installation costs but keeps rent, tests for changed SKUs and any applicable reporting.

The scenario comparison should also state who owns the first set of test data. A converter purchasing qualified material may have a supplier dossier but still need its own finished-pack evidence after lamination, printing or sealing. An integrated producer can control more of the material chain, yet it bears the greater burden of documenting changes and qualifying its line. A cheaper-looking raw material can therefore increase the test or rejection budget. The board should compare accepted packs per month, not just the machine’s quoted throughput.

The correct decision is often to release money in stages: a small material and site assessment budget; conditional land and corporate formation spending; then machinery deposits only after the licence and product evidence paths have been accepted. Record refundable property deposits separately from non-refundable application and engineering expenses. A proposal labelled “all permits included” should specify the precise codes, product tests, location, official disbursements and expiry of the service scope.

Choose the food-packaging factory route by SKU

Approve the project when the SKU-to-material matrix identifies the current manufacturing activity, foreign ownership and the named parcel are eligible, the OSS outputs show the required operating state, and the buyer’s contact and testing criteria have an owner and evidence. A flexible pouch operation and a corrugated outer-box converter may both sell to food companies, but they should not share an undifferentiated permit or cost model.

First create a signed SKU sheet for one flagship product, including its contact surface, filling conditions, process and site. Pause procurement if a mandatory standard, food-contact suitability or site permission has not been scoped for that actual product. Expand to additional materials only after the first route is demonstrably workable.
