How to Start Industrial Coatings Factory in Indonesia: PT PMA, Permits, and Cost

Build the business around a qualified coating system and a clearly defined manufacturing role.

Start an industrial coatings factory in Indonesia by defining the coating product, substrate, intended performance and the work the company will actually perform. Manufacturing coatings and applying them to a customer’s metal products are distinct activity questions. The PT PMA, factory permissions and qualification budget must follow that boundary.

For company establishment registration, PP 30/2026 specifies IDR 1,500,000 in the authorized-capital band above IDR 1 billion to IDR 5 billion and IDR 5,000,000 above IDR 5 billion. These are official application charges. The coating line, environmental controls, test programme and customer approval require separate scopes and prices.

Key takeaways

  • Current paint-manufacturing code 20221 includes several industrial paint types; metal coating work has a separate activity description under 25920.
  • A coating certificate must be read for product, system, test conditions and certification scope; it does not automatically approve a new manufacturing site.
  • Budget qualification through the first accepted commercial system rather than stopping at equipment installation.
  • Customer specifications, voluntary certification and mandatory requirements are different sources of obligation and should be labelled accordingly.

Separate coating manufacture from application services

Decide whether revenue comes from supplying packaged coating, applying a coating, or both. A manufacturer sells a formulation produced at its factory. An applicator performs work on a substrate, sometimes using a third party’s material. A combined business needs to describe both operations, including which company owns the goods and which premises support the application work.

The current OSS paint-manufacturing entry covers types including metal, marine and epoxy paints. Separately, KBLI 2025 code 25920 for metal working and coating describes metal-treatment and coating activities. The existence of these distinct descriptions means that “industrial coatings business” is too broad a filing instruction. Selling coating material and coating a customer’s component are different operating roles.

List the initial products and applications before equipment selection. Record liquid or powder form, purchased versus internally produced ingredients, packing, any upstream resin production, and whether sample application or commercial coating services occur on site. A demonstration booth used for product development should be described accurately rather than silently becoming an independent application business.

For the product boundary, distinguish a coating formulation from manufacture of its base chemicals. If the company also makes resins, pigments or other inputs, select the corresponding activities from their actual production descriptions. Do not assume that every upstream operation is included in the final-product code.

Clarify the coatings business role

Identify whether the company will manufacture material, apply coatings or operate both activities.

Design the qualification evidence before the production line

An industrial customer often buys a defined coating system for a substrate and service environment. Translate that requirement into a controlled product specification, sample-preparation method, test plan and acceptance criteria. Identify who approves changes to ingredients, manufacturing site, packaging or the recommended application system. Avoid a performance promise supported only by a generic supplier brochure.

Evidence layer Question it answers Boundary to preserve
Formulation specification What is the product and which version is being supplied? A formulation approval does not establish a licence.
System qualification What substrate, preparation, film and service conditions were tested? A test result is limited to its evaluated conditions.
Production consistency Can the factory identify and reproduce the approved batch? One successful sample does not prove routine output.
Customer release Has the contracted acceptance process been completed? Commercial approval is separate from legal operation.

The Ministry of Industry laboratory’s product-certification information illustrates that certification has defined product and scheme scope. Do not infer universal mandatory certification merely because an SNI or a laboratory service exists. Determine which requirements arise from a binding rule, a certification scheme, an export market or the customer contract.

Build qualification expenditure into the business case early. Sample material, analytical work, application trials and customer testing can consume time and cash before an accepted commercial order. A change in formulation or production location can reopen qualification. Obtain the customer’s actual change-control terms rather than assuming the existing overseas product approval automatically covers the Indonesian plant.

Match the PT PMA and premises to the selected roles

Where foreign investment is proposed, screen the ownership conditions for every selected activity and any specialized product scope. Establish the PT PMA using the real shareholders and beneficial owners, with appropriate directors, commissioner and signing arrangements. A local nominee cannot cure a mismatch between the disclosed ownership and the commercial arrangement.

Prepare the notarial file and foreign corporate documents with a clear authority chain. The steps for Indonesia company registration cover the entity foundation, including the corporate records that later applications and counterparties will need. Keep the plant applicant, site tenant, employer and seller consistent or document the contractual division between them.

Check industrial siting against PP 20/2024 and review the proposed facility for the chosen manufacture and any application services. The building must accommodate materials, production, packing, tests, cleaning and waste. Obtain the estate’s written conditions, utility capacity and relevant PBG/SLF evidence. A consent to manufacture paint does not necessarily address a separate metal-finishing operation.

The manufacturing assumptions register and evidence ownership can support the investment file when the manufacturer and application business are being developed together. Record which assumptions belong to each activity so one workstream does not inherit another’s unsupported permission or budget.

Industrial coating legal and customer gates The defined manufacturing role feeds parallel operating-permission and customer-qualification paths. Both must support commercial release. Defined manufacturing role Site and operating permission evidence Product and application qualification evidence Legal operation gate Customer acceptance gate Commercial system launch
Permission to operate and evidence that the coating system meets the customer’s acceptance conditions close different gates.

Close the operating permission path and control changes

After the company’s deed and AHU steps, establish its tax identity and authorized OSS access. Enter the current activities, location, capacity and investment information accurately and retain the NIB plus the project’s generated requirement list. Under PP 28/2025 , the relevant Standard Certificate, verification or Business Licence and supporting conditions depend on the actual scope. Do not replace that project review with a universal risk label for industrial coatings.

Use the process and materials to assess the environmental work under PP 22/2021 . Include production losses, equipment cleaning, exhaust, wastewater and waste. Where sample application or surface treatment is included, assess its additional streams and controls rather than assuming they are incidental to manufacture. Allocate shared treatment and tenant responsibilities explicitly.

Maintain a permission-and-change register. Each item should link the applicant, activity, location, conditions and official output to an owner. Changes in chemistry, capacity, site, application activity or discharge can affect this register independently of the customer’s technical approval. The commercial team and regulatory team therefore need separate acceptance decisions before a changed product or service is released.

Set the programme from these dependencies: fixed role and product brief; ownership and site evidence; corporate outputs; complete permission inputs; applicable issued or verified outputs; installed-line checks; system qualification; commercial release. Preparation, authority decisions and customer testing are different timing risks. State them separately in the schedule rather than promising one end-to-end interval for an unscoped factory.

Price the line and the qualification bridge separately

Calculate the AHU PT establishment-registration item using authorized capital and the PP 30/2026 official tariff . For an IDR 4 billion authorized-capital example, that item is IDR 1,500,000; for IDR 6 billion, it becomes IDR 5,000,000. Additional official services, notarial and professional work must be identified separately.

The supplied HSJGlobal starting benchmark for an eligible standard entity is IDR 29,500,000 once, approved on 7 September 2026 and stated before any applicable VAT. Its one-location, maximum-two-activity low/medium-low-risk eligibility and suitable existing address must be satisfied. Standard notarial/AHU coordination, tax and basic OSS support include AHU PNBP within IDR 5,000,000. It excludes higher-risk licensing, verification, site/environment/building work, product approvals, overseas-document charges, banking and ongoing compliance; it is not a coatings-factory package.

Budget block Pricing input Release evidence
Entity and permission services Official charges and an authorized scope for each professional Correct entity records and specified deliverables.
Installed production facility Supplier and contractor quotations at stated capacity Installed and accepted assets and controls.
Qualification bridge Laboratory, sampling and customer test programme Accepted specification and qualification record.
Operating cash and continuing duties Materials, payroll, reporting, monitoring and customer payment terms Funding sufficient for the defined operating cycle.

Keep capital contributions and loans in the financing section, not disguised as service charges. Identify VAT and pass-through expenses by supplier and transaction. Supplier quotes should state equipment boundaries, installation, commissioning, tests, consumables and exclusions. An installed machine price does not include the cost of earning a customer’s approval.

Use the first accepted commercial system as the cash-plan endpoint. Show the sensitivity to an additional test cycle or delayed customer acceptance with amounts from actual quotations and payment terms. Do not manufacture a national cost range where the substrate, coating system, capacity and qualification requirements have not been defined.

Check the qualification budget

Bring the first customer’s specification and acceptance plan alongside the plant and professional quotations.

Launch the coating system when legal and customer gates agree

Proceed when the company is permitted for its actual manufacture and any services, the facility matches the approved scope, and the first customer’s acceptance conditions are evidenced. Retain batch traceability and a change-control route that keeps legal, technical and contractual decisions aligned.

Hold commercial promises where an application-service boundary is unresolved, the Indonesian production site is absent from the qualification basis or the cost model stops before acceptance. Closing those specific gaps protects the launch plan more effectively than obtaining a broad company certificate and assuming the remaining steps are routine.

Align the two release decisions

Close the operating and customer conditions before promising routine commercial supply.

Frequently asked questions

Can a material manufacturer also offer surface-treatment services?

Assess and register the actual additional activity and premises requirements. The product-manufacturing description alone does not establish coverage.

Does an overseas approval automatically cover the new site?

Check the certification or customer approval scope and change terms. A new plant can require a separate assessment or qualification.

Is every published coating standard mandatory?

No. Identify its legal or contractual basis and the exact product scope before describing compliance as compulsory.

Should failed qualification samples be omitted from the budget?

No. Where repeat work is a realistic project variable, model it transparently using actual testing prices and commercial assumptions.
