How to Start Sealants Factory in Indonesia: PT PMA, Permits, and Cost

Classify the product by its real function and claims before selecting the factory and approval path.

A sealants factory in Indonesia needs an intended-use and formulation brief before its PT PMA, activity code and permits can be settled. Joint sealants, mastics, surface fillers and bonding adhesives overlap in commercial language, but the current OSS descriptions are not interchangeable. Start with what the product does, how it is made and the claims it will carry.

The official entity-establishment registration item is IDR 1,500,000 for authorized capital above IDR 1 billion through IDR 5 billion, and IDR 5,000,000 above IDR 5 billion, under PP 30/2026. Those amounts exclude the production line, site controls, testing and other professional or official work. They should not be advertised as the factory opening price.

Key takeaways

  • Current OSS descriptions separately address mastics, putties/surface fillers and adhesives. A cartridge format does not determine the activity code.
  • Movement, structural, fire-related or other special claims require evidence specific to the claimed use; do not treat a generic test as universal approval.
  • Packaging compatibility and storage-life evidence belong in commercial readiness, even where they are not government licensing requirements.
  • Calculate the factory budget from a defined product range and scope, keeping capital and service charges separate.

Define the sealant by function rather than package format

Write a product brief before naming the business activity. Identify whether the material primarily seals a joint, fills a surface, bonds components or performs another defined function. Include composition information, manufacturing steps, packaging, intended substrate and the claims made to customers. A product sold in a cartridge can perform different functions and cannot be classified from its package alone.

Use current official descriptions as candidate boundaries: KBLI 2025 code 20222 includes mastics within its description ; 20223 describes putties and similar surface fillers ; and 20291 describes adhesive/glue manufacture . Select the description that matches the actual operation and product, with separate activities where the business genuinely performs them. Do not choose a code solely because a supplier translates all three products as sealant.

Commercial description Evidence needed to resolve it Decision boundary
Joint-sealing product Intended joint, substrate, function and formulation Test the relevant mastic/sealant description against the actual product.
Surface filler or putty Surface-filling purpose and production specification Compare the current filler/putty scope.
Bonding or adhesive product Primary bonding function and intended use Assess the adhesive description rather than package shape.
Combined or specialized claims Full claims, use conditions and technical evidence Determine whether additional product or activity rules are triggered.

Record the chosen scope and why alternatives do not fit. Where a formulation is bought in bulk and only filled locally, describe that operation accurately. Where the company synthesizes its binder, add the upstream activity to the review rather than treating every process as simple packaging. A sealant label does not establish the legal production boundary.

Resolve the sealant classification boundary

Share the intended function, composition information and production steps so candidate activity descriptions can be compared.

Separate product claims from manufacturing permission

Decide which applications the initial range will support and which it will expressly exclude. A general joint product should not inherit structural, fire-related, food-contact or other specialized claims from a raw-material brochure. Verify the applicable rule, standard, certification or customer protocol for the exact claim and market before it is used commercially.

Create a claims file with the specification, test method, sample identity, test conditions, result, issuer and limits. Link it to the formulation and manufacturing-site versions. This is a quality and commercial-control method; it does not imply that every listed test is mandatory or that a successful test replaces legal permission to produce.

Packaging is another evidence interface. Establish that the chosen cartridge, pouch or bulk container protects the specified product through its stated storage and delivery conditions. The release criteria should cover traceability and the manufacturer’s supported shelf-life basis. A packaging change can affect the commercial release decision even when the activity code is unchanged.

Budget qualification around the actual initial claims. A narrow, evidenced first range is more credible than a broad catalogue of unsupported performance categories. If a distributor wants a new claim, require a review of the evidence and legal consequences before printing revised labels.

Assess the process, storage and environmental controls

The site brief should identify materials, maximum inventories, production equipment, filling, cleaning, utilities, wastewater, emissions and waste. Differences between purchased-binder formulation and upstream chemical production need to reach the engineering and environmental teams. Avoid selecting a property using only the apparent size of the filling machine.

Apply the industrial-location framework in PP 20/2024 to the proposed premises. Check the supported basis for any out-of-estate location, then verify property rights, permitted use, PBG/SLF coverage and modifications. Ask the estate to confirm the actual material and waste interfaces rather than simply accepting the business name.

Screen environmental requirements using PP 22/2021 and the current project facts. Establish how cleaning residues, rejected product, containers and any process streams will be managed. The activity and site facts used in environmental route selection can structure the initial file. Shared infrastructure does not remove the need to identify the tenant’s own duties.

Have competent personnel assess relevant workplace chemical and equipment controls. Keep material safety information, storage requirements and emergency arrangements consistent with the site plan. Do not generalize a low-hazard conclusion from one formulation to all products the factory may later sell.

Sealant scope and claim evidence route Product function and process establish the activity scope. Operating permissions and claim/packaging evidence are separate downstream gates that combine at range release. Product function and process Supported activity scope Factory and site permission file Claims and packaging evidence file Both release gates closed Initial range launch
The activity classification starts with product function; commercial claims require their own supported release decision.

Make the sealant launch costs explicit

For official charges, the PP 30/2026 tariff annex supplies the establishment-registration bands. An authorized-capital example of IDR 4 billion yields IDR 1,500,000 for that item; an example of IDR 6 billion yields IDR 5,000,000. Neither calculation determines the required capital for all sealant businesses, and neither is a complete government or notarial invoice.

HSJGlobal’s supplied standard entity-service benchmark starts at IDR 29,500,000 for a one-off engagement, approved on 7 September 2026 and excluding VAT where applicable. It requires the stated one-location, up-to-two low/medium-low-risk activity eligibility and a suitable existing address. Specified standard entity coordination, tax and basic OSS support include AHU PNBP within IDR 5,000,000. Higher-risk licences, certificate verification, site/environment/building approvals, product registration, overseas documents and continuing compliance are excluded. Do not apply the benchmark to an ineligible sealant project or call it a factory package.

Cost block Amount basis Main exclusion to resolve
Entity formation Applicable official tariff and authorized professional scope Extra foreign documents, additional notarial work and project permissions.
Installed site and line Capacity-based equipment, filling, utilities and contractor quotations Undocumented site upgrades and controls.
Product and packaging qualification Laboratory, sample, container and customer acceptance plan Unsupported specialized claims and repeat testing.
Operating cycle Materials, labour, inventory, reporting and customer payment terms Capital contributions presented as consumed service fees.

Request amounts by currency, tax basis, period, deliverable and supplier, and label firm quotes versus planning allowances. A first-year cash model should reconcile operating receipts and payments with financing; it should not count the same capital contribution once as a service cost and again as money spent on machinery. Use actual quotes for the defined range rather than inventing a universal sealant-plant total.

Check the launch-cost exclusions

Align the intended claims and packaging with the plant, professional and testing quotations.

Form the PT PMA for the activities actually proposed

Check foreign-investment eligibility for the selected activity and special-product scope before finalizing ownership. Give the notary the real shareholder and beneficial-owner information, management appointments, signing authority, domicile and capital arrangements. Corporate investors should resolve their document and execution requirements early enough for a consistent Indonesian file.

The company establishment requirements in Indonesia provide the base corporate sequence. Retain the deed and AHU output, establish the company’s tax identity and authorized OSS access, and verify that the applicant and site arrangements match the intended operating entity. A brand owner, contract manufacturer and site tenant can be different parties, but the division must be explicit.

Keep commercial agreements aligned with these roles. State who owns the formulation, obtains technical information, approves packaging and claims, employs production staff and releases finished goods. The contract should support the real operation instead of relying on another company’s certificate without checking its scope.

Close the permission and product-release records separately

Register the current activities and project information in OSS, preserving the NIB and generated requirements. Apply PP 28/2025 to fulfil the relevant Standard Certificate, verification or Business Licence conditions and supporting permissions. Distinguish formal issued or verified outputs from a draft, undertaking or submission receipt.

Build the programme from scope confirmation, site evidence, corporate records, complete permission inputs, required outputs, installed-line checks and the first range’s qualification records. Applicant preparation, authority review, physical installation and customer acceptance have different dependencies. Do not promise one universal launch period before those inputs are fixed.

Before commercial release, reconcile the installed process and intended products with the permission file, then close the separate claims and packaging file. Assign responsibility for ongoing environmental, tax, corporate and applicable investment obligations. A new formulation, capacity, site or specialized use should trigger a documented change review rather than being treated as an automatic extension.

Fund the sealant range whose scope and claims are supported

Proceed with the initial range when its function and process fit a supportable activity classification, the premises can accommodate the complete operation, and the manufacturing and product-evidence gates are clear. Price that range and its actual launch endpoint rather than an undefined family of cartridges and claims.

Pause a commitment where classification depends only on a translation, a specialized claim has no suitable evidence or the building and waste arrangements do not match the process. Resolve the specific gap before production capacity or customer promises make the decision harder to revise.

Prepare an evidenced first range

Close the product, property and permission gaps before releasing capacity and customer commitments.

Frequently asked questions

Does cartridge filling alone mean full sealant manufacture?

Describe the actual conversion, blending and filling operations. Determine the activity from the process, not from the packaging format.

Can one test substantiate structural or fire-related claims?

Only rely on evidence within its evaluated scope and applicable scheme or contract. A general test is not universal support for specialized claims.

Must adhesives and sealants always use different codes?

No universal rule follows from the English labels. Compare the actual function, process and current official descriptions and document the result.

Does a new container require a new company registration?

A container change does not automatically change the entity. Assess its product-release consequences and whether any permission or registered scope is actually affected.
