India Trade License: Requirements, Fees and Online Application

Choose the city and premises first; the authority, category, evidence, fee and portal follow from that location.

India does not issue one universal national trade license. The relevant municipal corporation, council or other urban local body determines whether the activity and premises need a local license, which online portal applies, what evidence is required and how the fee is calculated. Company incorporation, GST registration and a sector license do not replace that local permission.

Current Delhi figures show why a city and category must be named. For MCD Health Trade License fees in FY 2025–28, an eating house with up to 20 seats carries ₹10,000 one-time registration plus ₹11,500 annual license fee; a takeaway carries ₹15,000 plus ₹6,900; and a barber shop or beauty salon with up to five chairs carries ₹2,000 plus ₹5,750. Those are Delhi category examples, not India-wide prices.

Which authority should issue the India trade license?

Begin with the complete operating address, not the registered office shown on a company certificate. Identify the state, city, urban local body, ward or zone and property identifier. A metropolitan area can contain more than one local authority, and the correct portal may change across a municipal, council, cantonment or special-area boundary.

Next describe the real activity: food preparation, retail food storage, office services, salon, lodging, workshop, warehouse, manufacturing, clinic or another use. Then locate that authority's current trade list and match the operation to a named category. Delhi, for example, uses Health Trade License classifications for eating, lodging, manufacturing, storage and sale, recreation and specified miscellaneous activities.

The central National Single Window System can help identify central and participating-state approvals, but its own national-service description warns that other approvals may be required. Treat it as a routing aid, then confirm the municipal obligation directly with the urban local body that controls the premises.

Does the business need a trade license?

Run a five-question local test. What activity occurs at the premises? Does the municipal schedule list that activity? Is the site inside the authority's boundary? Does the property use permit the activity? Do scale, seating, machinery, food handling, storage, visitors or hazardous materials trigger a different class? Keep a dated copy of the rule, trade list or portal result supporting the conclusion.

The negative-conclusion record

If the result is “not required,” record the address, authority, activity, premises use, date, source and reviewer. Reopen the test when the site, activity, floor area, equipment, staffing, products or public access changes.

A home office, virtual address or company registered office does not automatically settle the operating-site question. Conversely, holding a municipal license for one unit does not automatically cover another branch, a larger capacity, a new line of business or a changed occupier.

Which trade license documents should be prepared?

The local checklist controls. Most applications draw from four evidence folders: applicant authority, legal entity, right to occupy and technical permission for the use. Names, addresses, floor area and activity wording must agree across them. Prepare clear, current files in the portal's format and size limits before opening the application.

MCD's current eating and lodging checklist illustrates the possible depth: identity and address proof; entity certificate; director details and board authority; premises ownership or lease; structural-safety certificate; approved plans; FSSAI certificate for eating establishments; GST certificate; and conditional lift, occupancy, pest-control, CCTV, employee-medical, fire, pollution, liquor and environmental documents.

Create an upload-lock register before final submission. For every portal field, record the filename, issuer, document date, expiry date, entity name, site address and approving reviewer. Compare the portal preview with that register and retain the submitted version. This control matters when a form cannot be edited after submission or when an authority asks for a replacement: the team can identify exactly which evidence changed and whether the application data must change with it.

That Delhi checklist is an example, not a national upload list. Use it to build the four folders, then replace every line with the exact current requirements for the selected city, category and premises.

How much can an India trade license cost?

There is no defensible India-wide amount. The fee can depend on the city, license family, activity, premises area, seats, beds, machinery, capacity, validity and whether the filing is new, renewed or late. Use the live municipal schedule after classification and preserve the calculation with the payment receipt.

The official MCD FY 2025–28 Health Trade License fee structure , effective April 1, 2025, applies a 15% increase to the annual fee for listed health trades while leaving the shown one-time registration amounts unchanged. The next scheduled three-financial-year band begins FY 2028–31.

The total column only adds the two lines shown in that schedule. It excludes any portal-added processing, other-agency, inspection, professional, fit-out, property, fire, pollution, food, labour or renewal-related amount. Recalculate from the live invoice before payment and never transplant these Delhi figures to another city.

How does the trade license online application work?

Portal labels differ, but a controlled filing normally moves through the following sequence. Use the local user guide and do not assume the Delhi screens apply elsewhere.

  1. Verify the urban local body, zone, property identifier, premises use and exact trade category.
  2. Create the applicant account with controlled email and mobile access; record who owns the credentials.
  3. Start a new application and enter the applicant, entity, site, area, capacity, activity and validity details.
  4. Upload self-attested or digitally executed documents in the required format, using a file index that links each upload to a portal field.
  5. Save a draft, compare every entered value with the evidence, then submit. Some systems do not permit edits after final submission.
  6. Pay the generated amount, preserve the receipt and respond to any deficiency or inspection request within the stated period.
  7. Download the issued license, verify its category, premises, occupier, dates and conditions, and add renewal and amendment triggers to the calendar.

The current MCD Unified Health Trade Licensing portal provides new, renewal, merge and amendment services. Its published applicant guidance instructs users to register, choose the trade type and nature, upload self-attested files, save a draft, submit, monitor email and SMS, cure notified deficiencies and download the digital outcome after the required fee is confirmed.

Current Delhi notices also matter. From June 4, 2026, the former MHA unified route for Eating House License services was discontinued in favour of the MCD Health Trade License service. From September 10, 2026, new DPCC consent and authorisation applications moved to UCAMS rather than the former MHA/MCD intake. Save the notice applicable on submission day.

Which approvals remain separate from the trade license?

Build an approval bundle around the actual operation. A company may need corporate registration and PAN; GST registration when its statutory conditions apply; state Shops and Establishments registration; building or occupancy acceptance; fire clearance; pollution consent; signage approval; employee or professional credentials; and product, factory, import or sector permission. Each has its own trigger and issuing body.

A food operator must separately assess FSSAI registration or licensing. The official FoSCoS service handles new food registrations and licenses, renewals and modifications. A municipal health-trade license may require the FSSAI certificate as evidence, but neither approval substitutes for the other.

What is the final trade license opening rule?

Open only when the issued permission set describes the real occupier, activity, address, capacity and premises. Verify those five fields on the municipal license and every linked approval. Resolve conditions, display duties, inspection points and commencement dates before the first customer, employee, shipment or regulated operation.

After opening, maintain change control. A move, additional branch, ownership change, new activity, increased seating or production, altered plan, expired lease or new regulated product can require amendment, surrender and fresh filing, or a parallel approval. Frequently asked questions

Is there one online portal for every India trade license?

No. The responsible urban local body and portal depend on the operating address. National or state single-window tools may assist with routing but do not automatically replace the municipal service.

Can a company incorporation certificate replace the trade license?

No. Incorporation creates the legal entity. A municipal trade license, where required, addresses the activity and premises under local rules.

Are the Delhi fees valid in Mumbai, Bengaluru or Chennai?

No. The examples come from MCD's FY 2025–28 health-trade schedule. Another city can use different categories, fee variables, validity periods and payment rules.

Does a restaurant need both FSSAI and a municipal license?

Assess both. FSSAI covers food-business registration or licensing, while the urban local body may require health-trade permission for the premises and activity. Fire, pollution and building approvals may also apply.

What should be checked immediately after issue?

Check the legal name, address, category, floor area or capacity, validity, conditions and payment record. Correct a mismatch before relying on the license to open.
