There is no Singapore investor tariff: the licence route follows the Indonesian business activity.
The Indonesian OSS service standard lists the official fee to issue a Business Identification Number (NIB) as IDR 0. That does not mean a Singapore-owned PT PMA can obtain every operating permission for free. A medium-high or high-risk activity can require a verified Standard Certificate or sector licence; technical studies, premises, product approvals and professional help may create other payments. There is no reliable universal licence price without the KBLI, location and first activity.
Before accepting a quote, identify the exact five-digit KBLI and the intended site. Ask which payment goes to an authority, which pays an independent technical provider and which pays a consultant. The NIB charge should not be relabelled as an “official processing fee” merely because an agent submits the OSS data.

Start with a free NIB, then check its limit
The BKPM NIB service standard states “Tidak dikenakan biaya” for NIB issuance through OSS. This is a statement about the authority’s NIB fee, not a promise that a company can use an accountant, notary, consultant or specialist for free. Verify the current official standard again at application.
An NIB identifies the business and can be a sufficient core permission in an activity with the applicable low-risk treatment. For other categories, the OSS output may be only one part of a broader licence. Check the exact KBLI description, risk level, location, basic prerequisites, supporting permissions and whether a Standard Certificate has actually been verified. A Singapore shareholder does not change the fee for the NIB itself. It may change the practical filing budget because foreign ownership, company documents, a translated or authenticated investor file and local representation must be organised. Those are separate transaction costs with separate payees.

Separate real government and private charges
A cost proposal is easier to test when it has three columns: official charge supported by a published tariff or live billing output; third-party cost supported by the supplier quote; and adviser fee tied to a deliverable. Add a fourth column for capital and operating cash so those amounts never masquerade as licence expenses. A notarial deed and AHU legal-entity fee fall in the incorporation workstream, not automatically in the sector-permit bill.
A licensed business often spends more on the evidence needed for approval than on the statutory application itself. Suitable premises, professional design, tests, inspections, environmental studies or product dossiers can be the real cost driver. A low-risk service activity may need only a clean entity file and NIB for the relevant permission, but tax, address and bank work still cost money. Avoid publishing broad price bands as if they were statutory fees for all activities; they are usually mixed professional and technical budgets.
