PT PMA ENGAGEMENT SCOPE
Indonesia Company Registration Package Inclusions: What Should You Receive?
Compare the documents, service limits and renewal obligations behind the package name.
For the standard PT PMA scope below, HSJGlobal’s approved baseline is IDR 29,500,000 for Essential, IDR 39,500,000 for the Launch first year, and IDR 69,500,000 for the Compliance first year. These prices buy different defined services; they do not include capital contributions or guarantee bank, immigration or licensing approval.
The commercial baseline was approved on September 7, 2026 and is reproduced for this November 3, 2026 scope comparison. Professional fees are stated before VAT; VAT is added only where legally chargeable for the actual invoicing arrangement. Confirm eligibility and a written engagement before payment.
Key takeaways
- A package should identify the company, activity and location limits before describing its outputs.
- An included official-fee allowance is different from an unlimited promise to pay every government charge.
- Recurring support needs a period, workload limit and evidence of completion; “compliance included” is too vague.
- Choose the level that covers your actual launch tasks, then obtain separate written scope for excluded services.
Check whether the standard package matches the proposed PT PMA
The three packages here assume one standard PT PMA, one project location, no more than two low-risk or medium-low-risk KBLI activities, and a structure that passes the applicable ownership and activity review. They are not interchangeable with a local PT, representative office, regulated-sector engagement or factory-permit project. Additional overseas document work also requires a specific scope assessment.
For company setup in Indonesia , the core entity work and subsequent operating approvals need separate completion tests. Ask the engagement to identify the legal-entity output, tax registration assistance and OSS/NIB assistance individually. “Company registered” should not silently include a promise that every activity can begin immediately.
Buy a defined deliverable, not an undefined registration outcome. The provider can coordinate preparation and submission while the relevant authority decides the application. Record the assumptions supplied by the client, the correction process and the output that demonstrates the contracted task has been performed.
Use the separation of setup fees and operating cash to keep capital, investment planning, office expenditure and professional charges in different budget categories. A large capital commitment does not increase the service package’s included workload, and a low filing fee does not mean the entire launch is funded.
Test the package assumptions
Identify the entity, activities, address and location before comparing service levels.
Compare three approved HSJGlobal service levels
Prices are in IDR, with the approval date and VAT basis stated above. Each higher level includes the prior level’s qualifying scope. Official and third-party cost treatment is explained below the table; excluded work is not an optional detail to be inferred after purchase.
| Package and price | Included services | Main exclusions | Term and renewal |
|---|---|---|---|
| PT PMA Essential — IDR 29,500,000 | Structure and foreign-access initial screening; standard deed coordination; AHU legal-entity application; applicable AHU PNBP allowance up to IDR 5,000,000; NPWP and basic OSS/NIB assistance. | Registered address; foreign certification/translation; additional notary work; verified Standard Certificate and higher-risk/sector permits; bank; immigration; tax filing; LKPM; VAT. | One-time engagement; no automatic renewal. Client must already have a qualifying address. |
| PT PMA Launch — IDR 39,500,000 first year | Essential plus 12 months of a basic registered address after location/KBLI suitability review, and assistance preparing and submitting four routine LKPM reports in year one. | Actual office/factory; extra project sites; high-risk permits; monthly tax; accounting/audit; payroll/BPJS; bank; immigration. | First year; same-scope renewal IDR 18,000,000 per year. |
| PT PMA Compliance — IDR 69,500,000 first year | Launch plus 12 months of basic tax filing, bookkeeping up to 20 transactions monthly, basic payroll-tax data processing for up to five employees, and annual corporate tax return preparation. | Statutory audit; catch-up records; complex post-VAT-registration returns; transfer pricing; customs; sector reports; extra employees/transactions; licences; immigration. | First year; same-eligibility and transaction-scope renewal IDR 48,000,000 per year. |
Essential suits a client who already has suitable premises and separate ongoing support. Launch adds a screened address arrangement and defined investment-report assistance. Compliance adds a small recurring accounting and tax workload. Payroll-tax data processing is not an unrestricted payroll outsourcing engagement ; payment execution, HR administration and BPJS tasks must be checked separately.
Do not assume every virtual address qualifies. The address component remains conditional on the intended activity and location. If the business needs dedicated premises or an additional project site, obtain an amended scope rather than counting the standard address allowance as a physical operating facility.
Common additions requiring a written price include overseas document certification and translation, additional deed work, extra sites, permit verification, bank coordination, immigration and work beyond employee or transaction limits. The table does not supply unapproved prices for those services. Confirm the delivery timetable and additional fee before instructing them.
Read the government-fee allowance without double counting
The PP 30/2026 official tariff schedule sets incorporation application tariffs by authorised capital: IDR 300,000 up to IDR 25 million; IDR 600,000 above IDR 25 million up to IDR 1 billion; IDR 1,500,000 above IDR 1 billion up to IDR 5 billion; and IDR 5,000,000 above IDR 5 billion. Check the applicable filing category and payable amount for the actual company.
The Essential baseline already includes the applicable AHU PNBP amount up to IDR 5,000,000. Launch and Compliance inherit that inclusion. Do not add the same included incorporation charge to the package price twice. Retain the official payment evidence and distinguish it from the provider’s invoice and from other separately instructed disbursements.
Ask how an amount exceeding the allowance, a different filing or a new application caused by a changed instruction would be handled. An allowance does not mean every later amendment, corporate extract, sector permit or third-party charge is included. Equally, it should not be represented as a separate extra where the contracted package already covers it.
No official basis has been established here for treating NIB issuance itself as a separately charged government item. If an invoice uses that label, ask whether the amount is a professional assistance fee or an actual official charge, and request the corresponding basis. A service can have a professional cost without becoming a government tariff.
Convert each inclusion into an acceptance test
Use a handover schedule alongside the price table. This is an original procurement control: it links each promised service to observable delivery evidence and an outstanding-action field. It is not a government checklist and does not certify that the business is operational in every respect.
| Included task | Evidence to request | What remains separate |
|---|---|---|
| Deed and legal-entity work | Executed deed, legal-entity approval output and correct identifying particulars | Later amendments and permissions outside the stated scope. |
| NPWP assistance | Tax-registration record and agreed company access handover | Ongoing filing unless a recurring package expressly includes it. |
| OSS/NIB assistance | Issued record and status of the specific activities | Further standards, verification and sector conditions. |
| Address service | Agreement, eligible location and service start/end dates | Physical operating premises or site approvals. |
| LKPM assistance | Report copy, submission evidence and period covered | Company confirmation of accurate investment data. |
| Accounting/tax work | Monthly outputs, reconciliations and filing evidence where included | Audit or work above the defined limits. |
Ask for company-controlled recovery contacts and a documented method of transferring authorised system access. The engagement should explain whether the provider is preparing, reviewing or submitting a particular output. An unopened portal account or a general “all done” email does not identify which task has actually been delivered.
If an output is incomplete because required client information has not been provided, the handover should identify that information and its owner. If an application is awaiting an authority decision, record that status accurately. Avoid treating a submitted application as an issued approval just to close an invoice milestone.
Agree the acceptance evidence
List the documents, system records and recurring outputs expected under the engagement.
Compare renewal scope and the services still outside the package
On the approved baseline, the Launch first-year and same-scope second-year service subtotal is IDR 57,500,000: IDR 39,500,000 plus IDR 18,000,000. Compliance’s equivalent two-year service subtotal is IDR 117,500,000: IDR 69,500,000 plus IDR 48,000,000. These are service-period comparisons, before applicable VAT and excluded expenditure, not total launch-cost promises.
Essential has no automatic renewal, but that does not remove the company’s continuing obligations. Ask who will manage the address, tax work, investment reporting and corporate records after the one-time engagement ends. With recurring packages, agree the covered periods, information deadlines and how transactions or employee numbers are measured.
Record cancellation and refund terms in the signed engagement before payment. The supplied price baseline does not establish a universal refund entitlement, so none is assumed here. Address what happens to prepaid third-party expenses, unfinished work and document access if the engagement ends. Also identify the escalation contact and the procedure for correcting an incomplete delivery.
Bank onboarding, immigration decisions and government approval remain external decisions under every level. A higher professional fee can buy additional preparation or coordination only where stated; it cannot purchase guaranteed approval. Obtain a revised written scope when the client, activity, risk or project location changes.
Choose the package by the work you can otherwise manage
Use Essential when the standard formation scope is sufficient and qualifying premises and ongoing support are already arranged. Consider Launch when the screened address and four routine LKPM assistance tasks fill real gaps. Compare Compliance when the company’s recurring workload fits its stated transaction and employee limits.
Before accepting a proposal, reconcile its entity assumptions, price basis, official-fee allowance, deliverables, exclusions and renewal period. An inclusion is useful only when you can identify its output and its limit. Obtain separate scope for higher-risk permissions, overseas evidence or operational services that the selected level does not cover.
Request a matched engagement scope
Confirm the applicable package, exclusions and renewal terms against the planned workload.
Frequently asked questions
Is paid-up capital part of the package price?
No. Capital and investment commitments are separate from professional service charges and should remain in a separate funding plan.
Does Compliance include a statutory audit?
No. The approved baseline expressly excludes statutory audit, which needs its own engagement where applicable.
Can I add a third KBLI without changing scope?
The standard baseline covers at most two qualifying KBLI activities. Obtain written confirmation and any revised fee for an additional activity.
Does unused transaction capacity carry into the next month?
No carry-forward arrangement is established by the supplied baseline. Confirm the counting method and any flexibility in the engagement before relying on it.
