Classify the eyewear portfolio
Write an intended-use statement for every launch family before selecting codes or premises. State who uses the product, what visual or protective purpose it serves, whether it is prescription or plano, whether it contacts the eye, duration and conditions of use, materials, optical characteristics, claimed protection, and sales channel. The same-looking frame can support a fashion item, corrective device, or protective system, while the claims on the label and website may change the regulatory route.
The current KBLI 32503 description covers ophthalmic articles and spectacles with frames, including sight-assistive glasses, sunglasses, safety goggles for dust, swimming, diving, or welding, radiation-protective eyewear, spectacle lenses, and contact lenses. It is broad at the industrial-classification level. That breadth does not make every product a medical device of the same class, nor does it make one test report or marketing authorisation cover unrelated intended uses.
Non-ophthalmic optical lenses are separated under KBLI 26703. Optical retail is separately classified under KBLI 47733, and eye examination, clinical, professional, wholesale, import, and distribution functions need their own analysis. If the Indonesian company makes frames for sale, surfaces imported lens blanks, assembles prescription spectacles, imports finished contact lenses, and operates stores, map each activity and regulated role. Do not choose the product class from a competitor’s registration number. Classification follows the Indonesian rules, intended use, mode of action, duration, invasiveness or contact, and other current criteria. Confirm how model families, colors, powers, lens materials, coatings, and accessories can be grouped in a dossier. A change that is commercially minor—such as a new lens material, UV claim, or manufacturing site—may be a regulatory change requiring assessment before release.
Form the PT PMA
A foreign eyewear manufacturer generally forms a PT PMA if it will own the Indonesian plant, employ the team, contract with suppliers and customers, and earn local or export revenue. Screen KBLI 32503 and every distribution, retail, service, or other manufacturing activity against the current investment list. The code is generally available to foreign investment, subject to confirmation of the exact scope and any later regulatory changes. A PT PMA does not remove health-sector requirements.
Align the deed, shareholder approvals, board roles, registered address, beneficial-owner information, tax registration, OSS profile, bank file, trademark licence, technical-person employment, and manufacturing contracts. Decide which entity owns designs, molds, software, technical documentation, marketing authorisations, and post-market data. If a foreign parent supplies know-how or the Indonesian factory performs contract manufacturing, the agreements must allocate specification control, change approval, audit, complaint, recall, product liability, and exit rights.
Under current BKPM rules, a PT PMA generally maintains a total investment plan of more than IDR 10 billion, excluding land and buildings, for each five-digit KBLI and project location, subject to aggregation and sector rules. The generally applicable minimum issued and paid-up capital is IDR 2.5 billion per PT. These are investment and capital concepts, not government fees and not the total cash required for an eyewear factory.
Build the organization around active responsibility. Current OSS obligations state that, where the industrial company produces spectacles and lenses as health-assistive devices, it must have at least one technical person with training certification in good manufacturing practice for medical devices. The person should have real authority, time, access, and documented responsibilities. Quality, regulatory, production, laboratory, engineering, supply, and post-market functions must remain capable even when one person holds more than one lawful role.

Choose the production site
Indonesian industrial companies generally locate in industrial estates, subject to current exceptions. Screen the lease for spatial conformity, estate acceptance, building approvals and proper use, utilities, fire systems, environmental infrastructure, loading access, and permission for modifications. The registered office, OSS project location, factory records, CPAKB or CPB certificate, technical files, and product authorisations must tell a consistent site story.
A frame-assembly plant may need controlled receiving, component inspection, subassembly, hinge setting, polishing, final alignment, cleaning, marking, inspection, packing, and quarantine. An injection-molded acetate or polymer frame plant adds dryers, molding, trimming, dust, heat, cooling water, molds, pigments, and material controls. Metal frames can add forming, brazing or soldering, polishing, surface treatment, plating, chemical storage, fumes, and wastewater. Each architecture changes environment, fire, worker exposure, utilities, and equipment permissions.
Lens surfacing and coating can require blank storage, blocking, generating, polishing, washing, tinting, hard coating, vacuum coating, curing, deblocking, optical measurement, wastewater management, clean handling, and controlled temperature or humidity. Contact-lens manufacture is a separate high-discipline design involving material processing, hydration or extraction where relevant, controlled environments, purified utilities, microbial control, packaging, sterilization if applicable, and validation. Do not put a future contact-lens line into an ordinary frame workshop budget.
The quality laboratory is part of the site, not a desk added after inspection. Allocate calibrated equipment and suitable conditions for power and prism, dimensions, surface quality, transmission, UV or filter performance, mechanical durability, impact or protective tests, coating adhesion, chemical compatibility, and other applicable specifications. Some tests can be outsourced to qualified laboratories, but the company still needs sampling, method, acceptance, supplier, result review, and release controls.
Sequence factory and product approvals
OSS currently classifies KBLI 32503 as medium-low risk at every displayed enterprise scale. The business-licensing route generally combines the NIB with a Standard Certificate based on the business actor’s statement. Current obligations include validated industrial-data reporting every six months, safety across tools, process, products, storage and transport, periodic calibration records or independent product testing, an evacuation SOP, and ISO 9001 certification. Not every SKU needs every entry. Build a requirement matrix by intended use, product class, manufacturing role, sales territory, and evidence plan. Indonesia’s current health-supplies framework is Minister of Health Regulation 5 of 2026 , effective May 4, 2026. It requires production of health supplies to meet good manufacturing practice, evidenced by the applicable certificate; requires a full-time competent responsible person with the specified training; and allows licensed or contract production only with defined responsibility and compliant production facilities. It replaced the former 2017 medical-device marketing-authorisation regulation, so older checklists must be refreshed.
The regulation provides that health supplies may circulate only after obtaining the applicable marketing authorisation and must meet safety, benefit, and quality criteria. Medical devices are classified from A through D by risk, and labeling must present objective, complete, non-misleading safety, benefit, and use information. The permit holder’s duties continue after launch through complaint, vigilance, change, traceability, withdrawal, recall, and reporting controls. A product dossier is therefore a living controlled record.
Factory approvals also require spatial, estate, environmental, building, fire, workplace, machinery, chemical, emissions, effluent, and waste conclusions appropriate to the selected architecture. Medical-device good manufacturing practice does not replace an environmental approval, and an environmental document does not authorize a device to circulate. Keep an approval register that records issuing authority, product or activity, site, status, conditions, validity, owner, and the exact next action.
Decide whether the PT PMA will distribute its own products, appoint an authorized medical-device distributor, or use different partners by channel. The manufacturer, marketing-authorisation holder, importer, distributor, retailer, and service provider can carry different duties. The medical-device role and authorisation split should be settled in contracts covering dossier access, registration ownership, audit, stock, complaints, field action, recall, data, territory, transition, and termination.
Plan the end of that relationship at the beginning. The agreement should state whether the authorization can be transferred, replaced, or supported after termination; who retains original test and registration records; how regulators and customers are notified; how existing inventory is sold, relabeled, returned, or recalled; and who answers complaints during transition. The manufacturer needs timely access to Indonesian post-market data even when a distributor receives the first complaint. Avoid a structure in which the commercial partner can block renewal or hold the technical dossier hostage after the brand has funded product development.
Build the quality and technical file
Establish design and document controls before ordering production tooling. The technical file should identify the legal manufacturer, intended use, device or product class, variants, materials, drawings, specifications, essential safety and performance requirements, standards used, risk management, verification and validation, biological evaluation where relevant, stability or shelf life where relevant, packaging, labeling, instructions, manufacturing flow, supplier controls, and post-market plan. Link each claim to accepted evidence.
For corrective lenses, control prescription parameters, optical power, cylinder and axis, prism, centration, dimensions, surface quality, material, transmission, and coating. For sunglasses, substantiate filter category, UV and visible transmission, optical quality, and intended-use warnings. For safety eyewear, define the hazard and test impact, coverage, field, filters, markings, retention, compatibility, and durability against the applicable market standard. For contact lenses, develop a specialist evidence plan for material, eye contact, biocompatibility, cleanliness or sterility, packaging, solution compatibility, shelf life, and clinical performance as required.
Supplier qualification must extend beyond a certificate collection. Audit or otherwise qualify critical lens blanks, polymers, pigments, coatings, hinges, plating, contact-lens materials, packaging, sterilization, laboratories, and outsourced processes according to risk. Define change notification, batch evidence, acceptance sampling, traceability, nonconformance, corrective action, and records. A contract manufacturer must operate within an approved quality agreement; brand ownership does not transfer factory responsibility away from the actual producer.
Design transfer converts the approved technical file into controlled production instructions. Validate special processes whose result cannot be fully verified later. Qualify equipment, software, utilities, inspection methods, and clean environments as applicable. Train operators and keep competence records. Release only from approved specifications and calibrated results. Segregate quarantine, accepted, rejected, returned, and recalled stock, and preserve the link from component lots through finished product and customer or distributor.
Create a formal failure path for validation and registration gaps. A failed coating-adhesion run, unstable power measurement, bioburden excursion, unapproved pigment, inconsistent UV filter, missing supplier change notice, or label that overstates protection must place affected material and product in quarantine. Record the investigation, health and regulatory impact, disposition, corrective action, repeat evidence, and authorization assessment. Rework or retesting cannot be used to conceal a design mismatch. If the approved dossier, manufacturing site, specification, or label must change, complete the required notification or submission before releasing that configuration.
After launch, trend complaints, returns, breakage, optical errors, coating failure, skin reaction, vision events, contact-lens problems, labeling mistakes, and protective-performance incidents. Define regulatory reporting, field action, recall, root cause, and effectiveness checks. Product, process, supplier, software, site, labeling, and intended-use changes must go through regulatory assessment before implementation. A production improvement is not acceptable if it creates a configuration different from the authorized dossier.
Model cost by architecture
Separate the PT PMA capital and investment thresholds from six cash budgets: corporate and ongoing compliance; site and environmental readiness; production equipment and tooling; laboratory and quality-system implementation; product registrations and market access; and working capital. The regulatory investment plan may describe required project scale, but it does not pay the lease, mold maker, laboratory, registration, payroll, or inventory by itself.

Request written Indonesian quotations with assumptions, exclusions, taxes, travel, translations, third-party testing, audits, government charges, and renewal work stated separately. Model product families, not only machines. Each family can add test specimens, laboratory work, dossier preparation, translation, product authorization, labeling, packaging, inventory, and change-control costs. Include failed validation and redesign contingency. Add working capital for imported materials, long mold lead times, minimum orders, regulatory inventory holds, distributor credit, warranty replacements, and delayed collections.
Build a minimum compliant pilot, commercial base case, and expansion case. Link payment milestones to accepted evidence: classified portfolio, confirmed site, approved design, effective factory status, validated process, submitted or granted product permissions, and successful pilot release. This keeps the project from funding a contact-lens or coating capability before the site, dossier, and quality team can support it.
Release the first portfolio
The lowest-risk launch is usually a deliberately narrow family whose intended use, process, site, evidence, authorization, and distribution role are all clear. Frame assembly can precede molding; a lens laboratory can precede contact-lens manufacture; an appointed distributor can precede owned distribution. Phasing is useful only when contracts and records preserve design, dossier, customer, complaint, and transition control.
- Freeze claims and configurations. Approve intended use, product class, variants, materials, processes, labeling, and markets.
- Reconcile company authority. Match deed, KBLI, NIB, Standard Certificate, technical person, site, and manufacturing role.
