Indonesia Import Taxes: Customs Duty, VAT and PPh 22
Build an import budget from the correct customs value, tariff code, VAT treatment and PPh 22 rate before goods are shipped.
Indonesia does not apply one flat import tax. Customs duty depends on the tariff classification, customs value and any qualifying preferential-origin treatment; import VAT and PPh 22 are then calculated on an import-value base that can include the duty. A usable estimate starts with the product and documents, not a percentage copied from another shipment.

How the Three Import Charges Stack
The border calculation has a sequence. First, customs determines the customs value and the applicable duty treatment. Second, the duty amount feeds into the import-value base used for tax-in-import calculations. Third, import VAT and PPh 22 are collected alongside the customs process. Using the same percentage base for all three charges is the most common reason an early landed-cost model fails.
Indonesia Customs explains that customs value is generally the qualifying transaction value expressed on a cost, insurance and freight (CIF) basis, with prescribed fallback methods used in sequence when the transaction-value method cannot be used. Its separate import guidance says the importer prepares the PIB and calculates customs duty, excise and taxes payable on import. Customs’ customs-value guidance is therefore a better starting point than a supplier quotation alone.

The term import value is not simply a commercial invoice total. For a normal goods import with no excise, the working model is customs value plus customs duty. If excise or another customs levy applies, the base needs to be checked against the applicable rule and the PIB fields rather than assumed away.

Start With the Customs Value and HS Code
The first defensible question is not “what duty rate do we usually pay?” It is “what is this product under the current tariff, and which value components belong in customs value?” Indonesia Customs identifies the Indonesian Customs Tariff Book (BTKI) as the official classification reference used for import-duty treatment, import-tax calculations and import controls. The current tariff schedule can also change through later ministerial amendments, so a rate copied from an older shipment may be wrong even when the product name looks similar.
A tariff rate is not a product-category guess. The description, material, function, composition, model and technical documents determine the classification analysis. The BTKI and tariff reference confirms that HS/AHTN classification affects MFN and FTA duty, tax-in-import calculations and non-tariff controls.
Where goods genuinely satisfy a relevant trade agreement’s origin and procedural requirements, a preferential tariff can differ from the MFN duty rate. Documents to lock before the goods move

The practical reason to collect these early is cash certainty. Indonesia Customs lists the PIB as the declaration through which an importer calculates the customs charges, while its FTA guidance explains that origin proof and procedural conditions govern whether a preference can be used. A late classification or origin change can alter duty, tax and release timing at once.
Calculate Customs Duty Before Import VAT
For an ad valorem import line, the simple planning formula is customs duty = customs value × applicable duty rate. The hard part is not the multiplication; it is demonstrating the correct customs value, classification and tariff path. Do not mix the shipping invoice currency with the final rupiah customs base without checking the official customs exchange rate used for the declaration.
For example, an IDR 100,000,000 customs value at a 10% duty rate produces IDR 10,000,000 customs duty. With no excise in the example, the working import value becomes IDR 110,000,000 before VAT and PPh 22 are calculated. This is a model of the tax base sequence, not a tariff classification opinion or a government quotation.
Customs’ import-for-use procedure makes two practical points that deserve budget ownership: the importer self-calculates the charges in the PIB, and import controls are risk-based. A release path does not remove the need to defend the declared tariff code and customs value later.

Use the Correct VAT and PPh 22 Rate
Once the import value has been established, import VAT and PPh 22 are different calculations. The Directorate General of Taxes explains that, for non-luxury goods, VAT is calculated as 12% × 11/12 of the import value. The result is effectively 11% of that base. Its published explanation distinguishes luxury goods, where imports are calculated at 12% of the import value, from the non-luxury treatment.
For an ordinary non-luxury goods import, “VAT is now 12%” is incomplete unless the 11/12 base rule is also applied. Check the goods’ treatment before using the effective 11% planning figure, especially where luxury classification, a facility, a special tax base or another sector-specific provision could apply. PPh 22 is an income-tax collection at import. Current PMK 51/2025 took effect on 1 August 2025. A standard residual import path using an API is 2.5% of import value, while the corresponding no-API path is 7.5%; the regulation also contains goods-specific paths, including separate listed-goods rates. Confirm the actual tariff line and importer records before putting either number into a margin model.

Test the Cash Impact Before Shipment
A cash test makes the dependency between duty and the later charges visible. The illustration below assumes IDR 100,000,000 customs value, 10% customs duty, no excise, an ordinary non-luxury imported good and a standard 2.5% PPh 22 path using an API. It deliberately excludes freight-forwarder fees, storage, inspections, licences, PPnBM, duties other than the assumed customs duty and any facility.

The same illustration changes materially if the importer does not use an API: PPh 22 at 7.5% of IDR 110,000,000 would be IDR 8,250,000, taking these three illustrated charges to IDR 30,350,000. That difference is why the importer record cannot be treated as a clerical detail after procurement has agreed a price.
A five-percentage-point duty error on this IDR 100,000,000 example adds IDR 5,675,000 to the three-charge cash model before any ancillary costs. It adds IDR 5,000,000 of duty plus IDR 550,000 of ordinary VAT and IDR 125,000 of PPh 22 under the assumed API path. Separate cash required from final accounting treatment
The border amount is a cash and compliance forecast, not automatically a final cost of inventory. The company’s VAT registration, business use, records and tax position affect the later accounting and tax treatment. Finance should reconcile the payment documents with the PIB and tax reporting records rather than assuming that a modeled amount will be recoverable or non-recoverable in every case.
When an Import Tax Estimate Needs Expert Review
Use a straightforward estimate only when the product, HS code, customs value, origin, importer record and tax path are already evidenced and stable. For a recurring low-complexity item, the most useful control is a shipment file that links product specifications to the approved tariff treatment, commercial documents and the PIB values actually declared.
Escalate before shipment when the product is new, the origin claim is uncertain, the price contains non-obvious value components, the goods may be luxury or excisable, the tariff line is disputed, or the projected tax amount changes the commercial viability of the transaction. A review before cargo moves is usually more useful than trying to unwind a mistaken assumption after storage, inspection or payment pressure begins.
The practical decision is simple: lock the tax stack only after the three bases are evidenced—customs value, applicable duty treatment and the correct import VAT/PPh 22 path. Where any of those inputs is provisional, present the budget as a range with a named assumption owner rather than as a fixed landed cost.
