Indonesia Sportswear Factory: PT PMA, Factory Licences, Site, and Cost
The licensed factory and the product-performance system must reach readiness together: stretch cutting, differential feed, bonding, transfers, wash durability, restricted substances, fit, and traceability.

A foreign investor normally uses a PT PMA for an Indonesian sportswear factory after confirming ownership eligibility and classifying the real production method. Cut-and-sewn sportswear generally points to KBLI 14111, while garments formed directly through knitting or crocheting can point to KBLI 14301; sports equipment is a different activity. The project needs an eligible industrial site, NIB, the Standard Certificate or permit produced by OSS, environmental and building evidence, industrial verification through the SIINas-connected framework, safe commissioned machinery, employment readiness, and product-release controls. Write the performance brief first
Define product families by use and construction: running tops, leggings, compression wear, jerseys, swimwear, training jackets, base layers, or leisure products. For each, record fibre and fabric structure, stretch direction, weight, opacity, moisture behavior, surface treatment, seam type, trims, print or transfer, size range, care instruction, and target market. Separate measurable performance from marketing language.
Create a critical-to-quality sheet. Possible controls include fabric weight and width, dimensional stability, spirality, colourfastness, pilling, abrasion, stretch and recovery, seam strength and elongation, transfer adhesion, wash durability, hydrostatic or spray behavior where claimed, restricted substances, fit, and shade continuity. Select only tests relevant to the claim, buyer, destination, and applicable standard. Identify whether the factory, supplier, or an external accredited laboratory supplies the evidence.
Map processes from fabric receipt to shipment. Stretch fabrics may need relaxation and low-tension spreading; cutting may require vacuum stability or laser control; sewing may need ball-point needles, differential feed, elastic metering, flatlock, coverstitch, or specialist attachments. Bonding and heat transfer require controlled temperature, pressure, dwell time, compatible materials, ventilation, and destructive verification. Those are production-system inputs, not later quality inspection.
State who owns design and branding. Licences for team marks, sponsor logos, patterns, digital files, and athlete names should authorize Indonesian manufacture, sampling, subcontracting, seconds handling, and export. Protect artwork, transfer papers, rejected branded goods, and electronic files through access, inventory, destruction, and evidence controls.
Classify apparel, knitting, printing, and equipment correctly
Under KBLI 2025, cut-and-sewn ready-made garments from textile generally fall within 14111, whose scope includes sportswear. Garments produced by knitting or crocheting the shaped article can fall under 14301. This distinction turns on the manufacturing method, not whether the input fabric is knitted. Socks and similar products have a further specific class.
Sports equipment is not sportswear. A company manufacturing balls, rackets, mats, or other equipment may need the applicable equipment code. Footwear, gloves of particular materials, protective products, and wearable electronics also require separate analysis. Adding a sensor or protective function can change the product, regulator, testing, and liability profile.
In-house sublimation, direct printing, coating, lamination, embroidery, or wet finishing may add textile or printing classifications. Review KBLI 2025 descriptions and the current OSS mapping because the 2025 classification reorganized parts of textile finishing and printing. Do not let a supplier’s generic term such as “digital line” determine the code.
Confirm foreign-ownership eligibility for every genuine code under the current investment list. Record the five-digit code, Indonesian description, project location, ownership conclusion, OSS risk output, capacity, and source date. Avoid speculative codes; they can expand capital and reporting obligations without adding useful authority.
Structure the PT PMA and investment plan
Align shareholders, share percentages, directors, commissioners, beneficial owner, company name, business objectives, registered address, capital, tax record, bank authority, and OSS projects. Foreign corporate documents require appropriate authority, authentication, and translation. Agreements should cover capital calls, design and technology licences, related-party sourcing, loans, and ownership of development work.
The general minimum placed and paid-up capital under current investment procedures is IDR 2.5 billion per PT PMA unless another rule applies. Separately, the general planned investment value is above IDR 10 billion, excluding land and buildings, per five-digit KBLI and project location. An integrated manufacturing line producing multiple products should be evaluated under the applicable exception rather than by automatic multiplication.
Paid-up funds belong to the company. Preserve remittance, bank, share, and ledger evidence, and plan around the current twelve-month restriction on moving funds from the company account except for allowed assets, construction, and operations. Link capital tranches to site, equipment, laboratory, recruitment, materials, commissioning, and working capital.
An Indonesia company registration process for foreign shareholders should also settle the importer, exporter, design owner, seller, and warranty provider. Match the industrial site to specialist lines
Industrial manufacturers are generally expected to locate in an industrial estate, subject to specified exceptions. Verify zoning, estate permission, the precise address and right to occupy, building approval and proper-function status, electrical capacity and quality, compressed air, fire protection, worker access, loading, and expansion. Make every project record use the same address identifiers.
Design material flow for stretch fabrics and protected branding. Provide fabric conditioning, inspection, low-tension spreading, cutting, bundling, controlled logo and transfer storage, sewing or bonding, in-line testing, finishing, final inspection, packing, quarantine, and secure destruction. Prevent mixing of approved and unapproved shade lots, recycled claims, or licensed marks.
Specialist processes need site controls. Heat presses and curing equipment require ventilation, heat protection, electrical load, temperature mapping, and fire assessment. Adhesives and cleaners require approved storage and safety-data sheets. Laser systems require guarding and fume controls. A wet sublimation or washing process changes water and wastewater analysis. Embroidery introduces dense electrical and machine-layout demands.
Assess the building at planned headcount and machine load. Emergency routes, sanitation, canteen and welfare areas, lighting, heat, ergonomics, needle control, sharp tools, maintenance, batteries, compressed air, and chemical storage all compete for space. Buyer requirements may be stricter than regulatory minimums; design both into the initial layout.
Run full-size pilot material through the proposed layout before freezing it. A highly elastic roll can unwind, relax, spread, and cut differently from ordinary jersey, while large heat-transfer tables can create queues that the sewing-line balance does not reveal. Measure travel, work-in-process, temperature, operator reach, inspection access, and quarantine capacity. Use those observations to confirm floor area, electrical drops, extraction, workstations, and staffing instead of scaling a generic garment plan.
Build the product-release evidence system
Use a controlled bill of materials and approved specification for every style. Link fabric and trim suppliers, lot numbers, certificates, restricted-substance status, colour approvals, patterns, markers, construction, machine settings, process tolerances, test methods, packaging, labelling, and destination. A substitute elastic or transfer film is a technical change, not a purchasing convenience.
Develop samples through named gates: concept, fit, performance, size set, pre-production, and sealed production standard. Record deviations and approval authority. Translate the approved sample into an operation bulletin and quality plan, with control points for stretch direction, seam type, stitch density, elastic tension, bonded width, heat settings, appearance, measurements, and destructive tests.
Laboratory scope should match risk. The factory can perform routine physical tests if methods, conditioning, calibration, competence, and records are controlled; specialized chemical or performance claims may need external laboratories. BSN lists active Indonesian textile and garment standards, including a knitted fabric standard for sportswear, but applicability and mandatory status must be checked for the exact product and market rather than assumed from existence.
Maintain lot release and retention evidence. Failed tests need segregation, root cause, approved disposition, rework validation, and customer notification where required. Track complaints and returns back to fabric lot, production line, operators, settings, tests, and shipment. This system is essential when a brand claim depends on performance after repeated use or washing.
Control test interpretation as carefully as test execution. The specification should state conditioning, specimen direction, number of cycles, units, rounding, pass criteria, and decision rule. If an internal result and external laboratory result disagree, define the escalation, retained-sample review, and shipment hold. Trend results by supplier and style rather than treating each certificate as an isolated pass. A gradual loss of recovery or transfer adhesion can identify material drift before it becomes a market return.
Close every factory licence gate
Government Regulation 28 of 2025 governs risk-based licensing. Low risk generally uses the NIB; medium-low adds a self-certified Standard Certificate; medium-high requires verification of the Standard Certificate before operational and commercial activity; and high risk requires the specified permit. Use the current OSS project output and status.
Industrial verification under Industry Ministry Regulation 37 of 2025 is connected to SIINas and can test the KBLI, site, raw materials, energy, water, installed machines, capacity, investment, workforce, and production readiness. Preserve equipment specifications, invoices, serials, layout locations, commissioning results, capacity calculations, and photos.
The register may also cover environmental approval, building approval and certificate of proper function, fire and electrical evidence, workplace safety, boilers or pressure equipment, waste management, imported machines, customs, employment, product standards, and periodic industrial or investment reports. Sportswear that becomes protective equipment needs a separate product-regulatory analysis.
Installation and sample trials are not automatically commercial permission. Price performance, capacity, and cash
An anonymous public-market review on 28 August 2026 found broad basic PT PMA setup packages around IDR 20–80 million, depending on inclusions. This is not an official tariff or an HSJ Global quotation and may omit site diligence, licences, environmental work, tax, and ongoing compliance.
The factory budget includes premises, design, electrical and ventilation work, cutting and sewing equipment, specialty stitches, heat presses, bonding or ultrasonic systems, laser or digital processes where used, laboratory, fire and chemical controls, compressors, software, handling, spares, freight, customs, installation, training, testing, buyer audits, recruitment, and ramp-up. Cost alternatives by product family, not one undifferentiated equipment list.
Performance materials may carry long lead times, minimum orders, currency exposure, and certification restrictions. Model fabric and trim deposits, sampling, rejected lots, testing, payroll, freight, receivables, and customer chargebacks. Show peak cash under lower efficiency, launch delay, material failure, and late payment. Paid-up capital and regulatory investment value do not tell the board that number.
Use standard minutes and line-specific efficiency, then add performance-control costs. Bonded seams may remove stitches but add film, process validation, equipment maintenance, slower changes, and destructive tests. Sublimation can enable small designs but adds paper, ink, colour profiling, heat capacity, and waste. Select technology on landed good output, not advertised speed.
Build contribution by order, not only by style. Small colour drops, athlete samples, sponsor changes, repeated size sets, air freight, and expedited testing can consume capacity that the quoted standard minute excludes. Assign development, approval, and changeover costs explicitly and define when the customer pays them. For owned brands, also reserve for returns, discounts, warranties, e-commerce fulfilment, and obsolete seasonal inventory. That commercial layer can exceed the sewing conversion cost.
Use a performance-led launch sequence
- Approve the claim set. Define products, use, materials, construction, measurable performance, target markets, and brand rights.
- Map the process and KBLI. Separate cut-and-sew, direct knitting, printing, wet finishing, equipment, and distribution activities.
- Confirm ownership and structure. Validate investment-list eligibility, PT PMA governance, capital, project value, and group contracts.
- Qualify the site. Verify industrial use, estate consent, building, power, ventilation, fire, welfare, logistics, and specialist-process fit.
- Complete company and licences. Align deed, tax, bank, NIB, OSS, environment, building, SIINas, equipment, safety, and reports.
- Validate the product system. Approve suppliers, specifications, samples, tests, machine settings, training, traceability, and change control.
- Commission lines and people. Prove quality, performance, throughput, safety, records, maintenance, and emergency response.

Compare full-package and contract manufacturing, integrated and outsourced printing, stitched and bonded construction, imported and local materials, and one-stage versus phased capacity. The winning option is not the most technically ambitious. It is the configuration that can repeatedly pass product testing and legal operating checks while meeting delivery and cash targets.
