A foreign investor normally establishes an Indonesian uniform factory through a PT PMA after confirming ownership eligibility and selecting the activity by production method. Define the uniform program and service promise
Start with the client population and service term. KBLI 2025 code 14111 covers ready-made garments produced from woven or knitted textile by cutting and sewing. It is generally the relevant activity for a factory mass-producing shirts, trousers, skirts, jackets, and ordinary uniforms. If the garment is formed directly by knitting, the class can differ. Embroidery, printing, wet processing, and wholesale should be screened when performed as genuine business activities.
KBLI 14120 covers tailoring and non-confection custom clothing that serves the public, including home tailors, studios, and boutiques. A uniform factory should not select it solely because every client order is customized. The decisive question is whether the operation is industrial ready-made garment manufacturing or retail-style individual tailoring.
Protective and anti-fire garments are excluded from the ordinary apparel group and included in KBLI 32904 for safety-protection equipment. If a uniform is claimed to provide high visibility, flame, chemical, biological, arc, or another safety function, review that product route and supporting licences. A client description cannot override the intended use and technical evidence.
Confirm foreign ownership for every code under the current investment list and inspect the live OSS risk and PB UMKU outputs. Form the PT PMA and investment projects
Align shareholders, directors and commissioners, beneficial owner, company name, business objectives, registered address, capital, tax, bank authority, and OSS project data. The current general minimum placed and paid-up capital is IDR 2.5 billion per PT PMA unless another rule requires more. Private programs usually focus on price, sample, service level, compliance, and financial strength. Public procurement follows the current Presidential Regulation 16 of 2018 framework as amended, including Presidential Regulation 46 of 2025, plus tender documents and agency rules. The 2025 amendment emphasizes domestic-product use. Read the actual procurement method, qualification, catalogue, specification, guarantee, delivery, inspection, payment, and sanction terms.
Do not make a TKDN claim from local sewing alone. Industry Ministry Regulation 35 of 2025 governs the current calculation and verification framework for TKDN and company benefit weight. The product, calculation basis, components, production location, costs, verification, certificate scope, surveillance, and tender representation must align. Confirm current certificate and tender requirements before relying on a percentage.
Build a bid evidence room: corporate and tax status, NIB and licence output, industrial and site evidence, financial statements, experience, capacity, machinery, workers, quality system, test reports, samples, domestic-content evidence, subcontractors, brand authority, data security, guarantees, and declarations. Use one owner for expiry and consistency.
Review the specification for hidden operational risk. A fixed fabric description may have limited suppliers; a narrow colour tolerance may require lab dips; individual size surveys can extend mobilization; partial delivery can increase freight and kit errors; penalties can exceed margin; payment can follow acceptance at many locations. Price and schedule these conditions before bid approval.
Use a formal bid/no-bid committee. Legal should confirm eligibility, representations, guarantees, disputes, and sanctions; operations should validate capacity and delivery; technical staff should approve the specification and tests; procurement should validate sources; finance should model cash, tax, and downside; and information security should approve wearer-data flows. Record assumptions and clarifications in the signed decision. A tender deadline is not a reason to submit a capacity or local-content claim that the factory cannot evidence.
Close the factory licence and release gates
Government Regulation 28 of 2025 governs OSS risk-based licensing. Low risk generally uses the NIB; medium-low adds a self-certified Standard Certificate; medium-high requires certificate verification before commercial operation; and high risk requires the specified permit. Inspect the current output for each KBLI and location, including any supporting licence.
Industry Ministry Regulation 37 of 2025 connects industrial licensing and SIINas. Verification can examine KBLI fit, site, raw materials, energy, water, machines, capacity, investment, workforce, and production readiness. Tender capacity statements should reconcile to the same machines, shifts, efficiency, product mix, and existing commitments.
The gate register should cover environmental approval, building and proper-function status, fire, electrical, machine and workplace safety, waste, employment, customs, product standards, protective-product evidence where relevant, industrial and investment reporting, data security, and tender-specific approvals. A procurement award is not a factory licence.
Use three releases: factory operation, program approval, and shipment acceptance. Cost the uniform life cycle

This is not an official tariff or an HSJ Global quote and can exclude licences, site due diligence, tax, TKDN work, tender documents, and ongoing compliance.
Factory expenditure includes premises, fit-out, cutting, sewing, embroidery or printing, pressing, inspection, fire and electrical systems, secure storage, kitting, data and barcode systems, vehicles or logistics equipment, laboratory, freight, customs, installation, training, professional approvals, and ramp-up. Service operations may require regional survey teams, fitting samples, alteration capacity, return processing, and call-centre support.
Model working capital from bid to payment: bid and performance guarantees, sample and test cost, fabric and trim deposits, production, payroll, tax, delivery to multiple locations, acceptance delay, invoice, and receivable. Include size changes, joiners, emergency replacement, damaged delivery, rejected lots, penalties, and contract retention. Public and large corporate programs can be profitable but cash intensive.
Calculate total program cost per wearer-year, not only garment unit cost. Price service levels and unusual sizes transparently. A low initial unit price can conceal expensive replenishment.
Measure profitability by contract wave and service event. Allocate shared stock and service labour consistently. This shows whether margin is lost in fabric usage, production, personalization, data quality, regional delivery, contract variation, or financing—and supports a fact-based renewal price.
Launch the program from size survey to replenishment
