Insulation Materials Factory Setup in Indonesia: Entity, Industrial Site, and Approvals

Choose a licensable site for the real material and process before approving the factory lease.

An insulation-materials factory in Indonesia should be planned from the material family and the process performed at the site. Rockwool or other mineral insulation, glass wool and polymer-foam products do not share one automatic classification or approval route. Foreign ownership normally calls for a PT PMA, subject to the admitted activity. Screen the industrial location, environment, building and applicable operating conditions before committing to a plant.

Industrial-estate location is the starting rule in Permenperin 37/2025, Article 16 , with specified exceptions and further conditions. An exception must be established through the applicable route; choosing an out-of-estate address because rent is lower is not enough. The product’s thermal, acoustic or fire-related claims also require evidence appropriate to the actual material and application.

Key takeaways

  • Insulation is an application, not a unique business code; classify the manufactured output and its process.
  • KBLI 2025 23999 includes specified mineral-insulation products, while glass wool appears in the separate glass-products description.
  • The site review should account for melting or forming equipment, energy, extraction, material movement and the actual environmental footprint.
  • Industrial-estate exceptions do not erase spatial, building, environmental or operating requirements.
  • Treat material performance and assembly performance separately when preparing thermal, acoustic or fire claims.

Establish the Industrial Location Route Before the Lease

Use industrial-estate location as the initial planning basis, then assess a proposed exception on its actual facts. Under the industrial rules, exceptions include specified location, scale and process situations; further spatial conditions and verification can apply. A broker’s statement that a district contains factories does not establish that your company qualifies for an exception at the proposed parcel.

Articles 16 to 20 of Permenperin 37/2025 should be read together. For example, the lack of an available estate parcel and certain qualifying medium-industry cases do not simply authorize any address outside an estate; the stated industrial-zoning conditions still matter. The rules also provide an OSS verification route for the relevant estate exceptions.

Establish the site’s industrial route before the lease becomes an irreversible production commitment. The location file should identify the parcel, spatial record, proposed use, estate status or reasoned exception, legal right to occupy and any conditions to satisfy. Verify that the documents refer to the actual plot or unit, not an adjacent factory or another phase of the development.

For the commercial decision, attach a schedule of landlord documents, technical access, utility commitments and cooperation duties to the lease negotiation. Stage deposits or fit-out releases against meaningful accepted evidence. If an important location condition fails, the contract should give a defined consequence rather than leaving the tenant to fund an indefinite search for a new site.

Screen the proposed insulation site

Bring the material family, process, capacity and parcel information into the location review before a long lease is signed.

Choose the Material Family Before Choosing the KBLI

The manufactured material and production process are the classification inputs. Rockwool, glass wool, polymer foam, faced boards and finished panels may all provide insulation, but they can be produced through very different activities. Distinguish manufacture of the insulation material from conversion, assembly, distribution or installation of purchased material.

The current 23999 mineral-products description includes mineral insulation such as slag wool and rock wool. The glass-products description for 23129 includes glass fibre and glass wool. The legacy mineral code 23990 has a broader conversion group, so a historical code should not be reused without examining the active output description.

Material or output Classification starting point Site evidence to develop
Rockwool or other specified mineral wool Current mineral-insulation description and actual process Thermal plant, energy, air controls and material handling
Glass wool Current glass-products description and exclusions Glass-production arrangement, utilities and controls
Polymer-foam products Relevant plastic-product output, process and exclusions Chemical or material storage, forming and conditioning
Faced boards or assembled panels Finished output and value-adding operations Lamination or assembly, handling and product-system evidence

The table provides a research route, not a filing instruction for every insulation product. Resolve the appropriate five-digit code from the actual output and process . Where the factory also manufactures facings, binders or independently sold components, assess those stages rather than assuming the insulation activity covers them all.

Prepare a concise activity memo stating which operations occur on site, which are outsourced and which outputs are sold. Use it in the corporate brief, site review and permitting preparation. That makes the later choice of entity and approvals consistent with the material you intend to manufacture.

Form an Entity That Can Hold the Insulation Activity

Where an overseas individual or company will own shares, the usual Indonesian operating company is a PT PMA. Check foreign-investment admission for the classified manufacturing activity and any applicable sector condition before finalizing the cap table. A genuinely domestic local PT is a different ownership case; a representative office should not be used as the ordinary vehicle for commercial factory production.

Compile investor identities or corporate evidence, signing authority, management data and beneficial-owner information. The process for forming a company in Indonesia establishes the legal holder, but the holder also needs an accurate project and operating record. Reconcile the company identity across the deed, legal-entity output, tax record and OSS application.

The investment and capital analysis should follow the current BKPM and OSS procedure rules for the actual activities and production-line circumstances. Keep that calculation separate from the site-development budget and the amount of cash available to buy equipment. A regulatory investment number does not certify that a proposed melting or forming line is adequately financed.

Agree who signs the lease, equipment contracts and application evidence while incorporation is in progress. The commercial arrangements should make clear how documents and obligations transfer to the operating company where necessary. Do not allow the physical factory and the corporate records to develop under different names or inconsistent descriptions.

Insulation materials converge through a process-based site review Rockwool, glass wool and polymer foam begin with different materials and processes. Each must connect to the actual site review and the evidence for the intended application. Rockwool Glass wool Polymer foam Actual process + site utilities, impacts, building Application-claim evidence
The shared application does not create a shared licence; first identify the material route, then assess its site and performance evidence.

Check the Material Process Against Utilities and Environmental Capacity

Ask engineering for the actual process footprint: equipment, energy, cooling or water, handling, extraction, dust, vapour, waste, finished-stock volume and working shifts. For a thermal mineral or glass process, the site’s available service capacity and control systems are central to feasibility. For foam or panel production, storage, forming, curing or conditioning and finishing may create a different footprint.

Screen the environmental route under PP 22/2021 and the applicable activity and impact criteria. Do not equate foreign ownership with AMDAL, or assume that a smaller production area automatically qualifies for SPPL. Capacity, materials, discharge, location sensitivity and supporting equipment must be assessed together.

Within an estate, document the tenant and estate responsibilities for utilities, wastewater or other shared systems. Confirm that the actual process can be accommodated and what additional tenant evidence is necessary. Outside an estate, an established location exception still does not supply the missing environmental, spatial or building approvals.

Review the approved building function, technical documentation and use-readiness position against the production arrangement. Check major equipment loads, exhaust works, access, storage and alterations before installation. An industrial address can be suitable for one insulation process and unsuitable for another. Use the engineer’s requirements and legal site evidence to make that distinction.

Once the material and process footprint are stable, connect the site decision to the evidence for the intended insulation application.

Match the installed line to the permission file

Review the factory layout, utilities, technical controls and industrial evidence before treating installation as operational completion.

Sequence the Approvals Around the Installed Factory

Define completion as the ability to conduct the registered activity at the evidenced site under the relevant operating conditions. The legal entity, NIB, industrial permission or verified Standard Certificate, basic site requirements and any applicable supporting permissions are distinct outputs. Follow the risk and scale shown for the actual activity; do not apply one blanket permission list to all insulation materials.

  1. Approve the material, process, output and capacity description used for all workstreams.
  2. Confirm the ownership and corporate route, then establish consistent company and tax records.
  3. Resolve industrial-estate location or the applicable verified exception and spatial prerequisites.
  4. Complete the relevant environmental, building and industrial submissions against the actual design.
  5. Retain issued outputs and conditions, and reconcile them with the installed line and premises.
  6. Authorize the operational and commercial stages only after the applicable conditions for each are evidenced.

The industrial rules specify up to five working days for the relevant OSS estate-exception verification in Article 20. That is a defined review step, not a five-day factory launch promise. Likewise, HSJGlobal’s general entity-registration planning reference of roughly two to four weeks after acceptable documents excludes physical works and sector-specific completion. Build the end-to-end programme from the actual evidence and provider milestones.

If a site or equipment change occurs, identify the affected approval assumption before updating the programme. Resolve the source mismatch, amend the dependent records through the proper route and retain the reasons for the change. A permit for the previous configuration does not evidence an unassessed expansion. The project file should remain readable after the original advisers have left.

Support Thermal, Acoustic and Fire Claims at the Correct Level

Describe the claims buyers will rely on and the object those claims refer to. Thermal performance of a material, acoustic performance of an installed system and fire behaviour of an assembly are different evidence questions. Identify any compulsory product requirement by its scope, then separately record voluntary standards and contractual specifications. The insulation label is not proof that one SNI or one test applies universally.

Connect the report to the tested composition, density or relevant structure, thickness, facing, source and conditions. For an assembly claim, record the configuration to which the evidence applies, including the relevant fixing, joints and other components. Avoid turning a result for one specimen into an unrestricted claim for a wall, roof or pipe system the test did not address.

Manage substitutions explicitly. A new binder, facing, input source or production condition can alter the evidence even when the catalogue name stays the same. Assign the product owner authority to approve claims and changes. The checks linking product scope to conformity evidence help keep market claims separate from the company’s industrial operating permissions.

Approve the Insulation Factory Entry From Material and Site Evidence

Proceed when the material route is correctly classified, the entity supports the intended ownership, the industrial location is evidenced and the applicable environmental, building and operating conditions can be satisfied for the real process. Choose a factory site for the manufacturing process, not for the insulation keyword. Product claims should then be released only within their supported application scope.

Hold the affected investment when the estate exception is assumed, the utilities or environmental responsibilities are unresolved, or the product evidence concerns a different material or assembly. Assign the missing evidence and its completion condition before further spending. The accepted handover should leave the company with its corporate, site, permission, reporting and product-change records under continuing control.

Approve the factory entry decision

Use the entity, site and product records to define the scope that can proceed and the conditions that remain to be closed.

Frequently asked questions

Can a site outside an industrial estate always be used if it is industrially zoned?

No. The estate obligation and any exception must be assessed under the applicable industrial rules. Spatial compatibility alone does not establish the exception or clear every other prerequisite.

Does glass wool automatically use the mineral-wool activity?

No. The official glass-products description specifically addresses glass fibre and glass wool. Compare the actual output with the appropriate current description instead of grouping all insulation together.

Does a fire test on insulation prove the complete wall or roof assembly?

Not automatically. The evidence must support the actual claim and test object. Facing, fixing, joints, thickness and the assembly design can matter to the claimed performance.

Is installing purchased insulation the same as manufacturing it?

No. Manufacturing, distributing and installing are different activity questions. This factory route addresses production; a business providing installation services needs its own scope assessment.

Can an approved first phase cover a later production line?

Assess the added material, capacity, equipment, utilities, site footprint and claims before relying on the first-phase records. Earlier approval should not be assumed to cover an unassessed expansion.
