KPJPTLA Indonesia: Establishing an Electricity Support Services Representative Office

Connect foreign-office registration with the qualification, approvals and joint operation needed to deliver an electricity project.

A foreign electricity-support company can establish a KPJPTLA in Indonesia if it qualifies for this specialist route. The office may perform permitted commercial work after obtaining the required electricity-sector business approval; its NIB alone does not authorize operations. Article 277 of Investment Regulation 5/2025 still expressly recognizes the route, so the KPJPTLA name is not merely a historical label.

Start with the proposed service and project value, the foreign parent’s qualification and the Indonesian joint-operation partner. Treat registration, technical certification and permission to perform the project as separate deliverables. A general representative-office checklist can miss the conditions that matter here.

Key takeaways

  • Commercial authority comes from the specialist electricity route and its approvals; the word “representative” does not settle the operating boundary.
  • Foreign-office qualification has its own financial, personnel and minimum-job-value rows. An ordinary large domestic business classification is insufficient evidence.
  • Parent documents and the office lease support OSS registration; the SBU application adds audited accounts, appointments and competency evidence.
  • Domestic joint operation is a project-delivery requirement. Select the partner and divide responsibilities before committing the execution model.
  • Keep the issued NIB, SBU, business approval, payment evidence and reporting records together so each project can be checked against the same scope.

Qualify the electricity project before choosing an office

KPJPTLA means Kantor Perwakilan Jasa Penunjang Tenaga Listrik Asing: a representative office of a foreign electricity-support-services business. ESDM’s explanation of PP 25/2021 identifies three permitted service types: consultancy in electricity installations, construction and installation, and maintenance. It also states that foreign offices work on high-cost jobs and must form joint operations with domestic businesses. Selling electricity or manufacturing equipment is a different proposed activity and needs a different assessment.

The current OSS regulation treats this office separately from KPPA, KP3A and foreign construction-service offices, known as BUJKA. Do not substitute a BUJKA registration or a general representative-office mandate for the KPJPTLA route. A project containing both electrical and other construction packages needs a scope allocation before anyone decides which approvals cover each part.

Use the foreign-office rows of Annex I to Permen ESDM 12/2021 , rather than a general PT PMA capital figure, to screen eligibility. The examples below concern the electricity-generation field; the named installation technology remains a separate subfield. Financial ability is assessed through net worth or annual sales, with the higher resulting qualification used under Article 9. Technical competence is an additional test.

Generation-field service Foreign-office financial test Minimum value of one job Minimum personnel per subfield
Consultancy Net worth above IDR 2 billion or annual sales above IDR 10 billion IDR 10 billion One technical person in charge at level 6; three technical personnel at level 4
Construction and installation Net worth above IDR 35 billion or annual sales above IDR 100 billion IDR 100 billion One technical person in charge at level 5; five technical personnel at level 3
Maintenance Net worth above IDR 35 billion or annual sales above IDR 100 billion IDR 10 billion One technical person in charge at level 5; six technical personnel at level 3

These are qualification and work-value criteria, not registration charges or money paid to an adviser. Map the actual field and subfield to its own annex row; do not extend the generation examples to every installation. Keep the job’s scope and valuation identifiable rather than assuming that several unrelated small contracts satisfy a minimum value for one job.

If the planned presence needs a separate Indonesian company, assess ownership, activity and corporate registration through the company formation in Indonesia framework before adding electricity-sector approvals. A subsidiary changes the legal vehicle; it does not remove the need to qualify and license its electricity services.

Confirm that the electricity job fits the office

Review the service, foreign qualification row and proposed delivery partner before choosing this specialist registration.

Assemble the parent, office and technical application files

Prepare a connected dossier with three parts: who the foreign principal is, where and through whom it will act in Indonesia, and which technical services it can demonstrate. Keep a document register showing the issuing entity, language, signatory, date and application that uses each record. This prevents a valid parent document from being uploaded against the wrong applicant or technical scope.

Parent and Indonesian office evidence

Article 277 lists home-country incorporation approval, the establishment deed, a valid lawful lease with the office building’s manager or owner, business data and the K3L self-declaration covering security, safety, health and environmental preservation. The OSS registration provision is the minimum registration list; the sector certification file asks different questions. Settle the office’s actual address before making the lease and application data final.

For the foreign-office SBU application, Article 59 requires the parent deed in its original language and a sworn Indonesian translation, NPWP tax identification, a recommendation from the home-country embassy in Indonesia confirming lawful registration and good standing, the parent’s appointment of the office head, the head’s identity document, and the parent’s latest financial statements audited by a public accountant. NIB and a truthfulness statement supplement that file.

People and technical capacity

The same Articles 59–61 require competency certificates or recognized equivalency for the technical person in charge and technical personnel in every requested subfield, together with signed appointments and employment declarations. The office’s business person in charge, or PJBU, must be Indonesian. The office head and the PJBU are distinct roles; do not assume that appointing a foreign head satisfies the Indonesian PJBU requirement.

Audit the roster before submission: name, role, subfield, competency level, certificate validity and appointment should agree. Check prohibited concurrent roles as well as headcount. Prepare overseas records and technical staffing in parallel, but connect them to one approved service schedule. A change from consultancy to installation can change the financial test, technical team and acceptable job value.

The order matters because the office identity feeds the certification file, while the approved technical scope must feed the operating application and the project contract. The diagram shows those connections; a partner agreement cannot replace a missing official approval.

How the KPJPTLA application records connect Foreign principal and office records lead to NIB. Service qualification and personnel lead to SBU. Both support business approval, while a domestic joint operation joins the approved project performance decision. Principal and office registration records Service, qualification and competent personnel NIB identifies the office SBU certifies technical scope Business approval Domestic joint operation Performance within the approved project scope
Office identity, certified capability and business approval answer different questions; the domestic joint operation connects those approvals to delivery.

Register the KPJPTLA identity in OSS

Use the Online Single Submission system, or OSS, under the foreign electricity-support representative-office category. The official KPJPTLA licensing guide entry confirms that the category remains available. Establish access for the authorized applicant and keep the principal’s email, recovery channel and final application records under its control; an adviser’s login success is not a completed registration.

  1. Confirm the applicant category and foreign principal before entering data. A PT PMA incorporation application, KPPA or BUJKA profile is a different record.
  2. Enter the office and business information, reconcile names and addresses to the source documents, and upload the Article 277 records.
  3. Check the K3L declaration against the actual proposed activities before the authorized applicant accepts it.
  4. Submit the registration and retain the application record and issued NIB. Compare the principal, office head, office address and business data to the approved dossier.

Article 277 provides for automatic NIB issuance through OSS after the required data and uploads. Automatic NIB issuance is not automatic permission to start the project. The regulation separately requires business approval, or PB, for commercial or operational activities. Keep an NIB correction separate from a technical approval correction so that both records eventually describe the same office and service.

If the saved NIB has a wrong principal or address, resolve the identity record before reusing it in the sector file. If registration is complete but the operating application is pending, preserve that distinction in customer and procurement communications. Record the application reference, present status and requested correction instead of describing the whole establishment as approved.

Secure the SBU and electricity-support business approval

Obtain the electricity-support business entity certificate, or Sertifikat Badan Usaha (SBU), and complete the sector business-approval process before commercial performance. Under Article 58(3) of Permen ESDM 12/2021 , foreign-office applications for these three service types go in writing to the Minister through the Director General of Electricity. Use the foreign-office route rather than assuming the domestic accredited-certification-body procedure applies unchanged.

Submit the relevant application format in Annex XV with the administrative and technical evidence. The SBU assessment establishes classification and qualification; compare its issued schedule with the requested service, field, subfield, personnel and foreign-office qualification. A certificate for the parent abroad does not itself establish that the Indonesian office holds the required SBU.

ESDM’s official licensing explanation describes OSS filing alongside technical-requirement fulfilment in the ESDM licensing application, with the Directorate General verifying the technical evidence and communicating corrections. Complete the electricity-support PB application against the live checklist for the selected scope and retain the final approval product. Permen ESDM 11/2021, Articles 42 and 67 places electricity-support business licensing within the sector regime and links service performance to the IUJPTL permission.

Schedule the work around separate completion events

The SBU decision period in Article 63 is at most 14 working days after the application is complete and correct. That clock covers the SBU decision, not foreign-document preparation, staff competency recognition, OSS registration, PB verification or project readiness. Plan from scope confirmation to matched NIB, SBU and PB outputs, with document preparation and partner diligence running alongside one another. Do not promise an overall completion date until the open dependencies have owners and realistic delivery dates.

For payment, PP 19/2025’s ESDM tariff schedule distinguishes foreign-office business-approval administration by service: USD 10,000 per new or renewed construction-and-installation permit, and USD 5,000 for maintenance or consultancy. Those are the schedule’s currency and charging units, not a combined setup quotation. Check the actual official billing instruction and keep its paid receipt linked to the application; payment alone does not evidence approval.

Request separate lines for official charges, certification, translation, document formalities, office occupancy, staffing and professional coordination. Confirm any VAT treatment with the invoicing party. Standard PT PMA incorporation prices do not establish a price for this regulated foreign-office assignment, and qualification amounts should never be added to a service-fee subtotal.

Resolve the approval dependency holding the project

Identify whether the open item concerns office identity, technical certification, business approval or the supporting evidence.

Define the domestic joint operation around the work

Build the Indonesian joint operation around the service package the office will actually perform. The domestic business should be assessed against that work, including its current scope, approvals, technical capability and ability to deliver its allocated responsibilities. ESDM’s foreign-office guidance makes joint operation with a domestic business mandatory; a referral contact or a promise to find a partner later does not document the execution arrangement.

As a project-control measure, agree who supplies each discipline, supervises personnel, maintains safety records, communicates with the customer and retains the technical deliverables. Put the project name, scope split, work value and authorized parties in the agreement. The regulatory requirement for joint operation should be distinguished from the customer’s procurement, guarantee and contractual requirements, which may add further conditions.

Review the draft contract against the SBU and PB schedules before accepting work obligations. A construction-and-installation award cannot be covered merely by a consultancy approval because both concern the same power plant. If the customer expands the work to another installation technology or adds operation services, reassess the route and scope before the office commits personnel.

The broader method for evaluating licensing evidence before a first Indonesian transaction helps organize this review, but the KPJPTLA release must use its own foreign-office approvals and partnership conditions. The practical question is which participant is authorized and equipped to perform each contractual obligation, with a record supporting that allocation.

Retain completion records and plan the reporting cycle

Close establishment against official products, then keep a project-specific authorization record. The acceptance schedule below is an internal control built from the separate registration, certification and operating requirements. It prevents an early output from being used as proof of a later decision.

Milestone to accept Evidence to retain What remains open
Office registered Issued NIB reconciled to the foreign principal and Indonesian office SBU, PB and project-delivery conditions
Technical scope certified SBU and annex showing the correct foreign-office classification, qualification and personnel Sector business approval and the proposed contract’s fit
Commercial service authorized Issued electricity-support PB and its scope, plus linked official payment record Domestic joint operation and project-specific readiness
Project ready for performance Contract-scope comparison, documented joint operation and confirmed responsible team Continuing compliance, renewal and any later scope changes

Maintain a register of certificate expiries and personnel changes. Article 64 limits a foreign-office SBU to at most three years, allows renewal and addresses changes to classification or qualification. Use the dates on the issued products; do not assume every document expires with the NIB. A changed technical roster can require action even when the office’s name and address stay the same.

Keep investment reporting and sector reporting as distinct tasks. The OSS KPJPTLA reporting instructions show the PELAPORAN menu, KPJPTLA report creation, business data, submission confirmation and printable report. Retain the submitted details and received product rather than only a screenshot of an unfinished form. The current OSS regulation’s KPJPTLA annual reporting format covers January–December and states submission by 15 January of the following year.

Separately, Article 97 of Permen ESDM 11/2021 requires periodic electricity-support activity reporting each January, including work activities, domestic-content realization and technical personnel competency data. Assign responsibility for both reporting streams and for tax, employment and immigration obligations where applicable. Issuing an office licence does not itself settle a foreign worker’s permission to work or stay.

Approve a KPJPTLA project scope that the office can perform

Choose KPJPTLA when the foreign principal can substantiate the specialist foreign-office qualification and the proposed electricity-support job fits the permitted service, value and domestic joint-operation conditions. Start with the annex row and delivery model, then finish the connected registration and sector applications. The approved service schedule should be the reference for the contract and technical team.

Authorize performance only after the issued NIB, SBU and PB describe the intended office and work, and the domestic joint operation is documented. If the project changes or a qualification cannot be substantiated, reopen that specific decision before committing the office. The useful completion file is one that identifies what the KPJPTLA can perform, with whom and under which current approvals.

Prepare a project-specific establishment handover

Assemble the issued products, authorized work schedule, joint-operation records and continuing obligations into one usable file.

Frequently asked questions

Can an overseas competency certificate be uploaded as-is?

The SBU rules recognize competency certificates or certificates resulting from equivalency. Identify which route the individual holds and retain the recognized result; an overseas title alone does not demonstrate Indonesian equivalency.

Does a wider customer contract automatically widen the office’s approval?

No. Compare each added obligation with the issued schedules and qualification criteria. Record any needed approval change before the technical team performs the added work.

What if the parent financial statements use a foreign currency?

Articles 10–11 of Permen ESDM 12/2021 require rupiah conversion using the Bank Indonesia exchange rate at the qualification application. Keep the rate, date and calculation with the audited source figures.

Can the customer’s vendor approval replace the sector application?

Vendor onboarding is a customer decision. Retain it separately from the office’s NIB, SBU and electricity-support business approval; it does not prove that those government requirements are complete.

Who should keep access after an adviser finishes the filing?

The principal should retain authorized account access, recovery channels, submitted records and issued products. Document the adviser’s permitted tasks and hand over the open corrections and reporting calendar as well as the PDFs.
