LKPM Indonesia: What Investment Activity Must Be Reported?

Decide what belongs in the report before turning transactions into investment figures.

An Indonesian Investment Activity Report (Laporan Kegiatan Penanaman Modal, or LKPM) follows business activities and their implementation, rather than simply copying the company bank statement. Before selecting transactions, establish which activities and locations are registered, whether an exception applies, and which reporting format and stage govern the record.

The distinction matters when a shareholder funds a company, equipment is purchased, or an operating business pays wages. Those events do not automatically create the same reportable investment amount. The current framework is Ministerial Regulation 5 of 2025 , checked on October 26, 2026; its scope and stage rules should replace assumptions taken from superseded guidance.

Key takeaways

  • The reporting perimeter includes registered main and supporting activities and their locations; one company-level total can hide missing activity records.
  • Micro businesses and activities financed from the national or regional government budget have specified exceptions; foreign ownership alone is not the scope test.
  • An acquisition record explains investment realization more reliably than a funding receipt; retain both without counting the same deployment twice.
  • Select the small-business or medium/large-business format before deciding how working capital is treated.
  • A genuine period without additional assets still requires attention to the report, other data and any explanation; silence is not a substitute.

Which activities fall inside the reporting perimeter?

For the ordinary investment-realization report, each business activity and location is the starting unit after the Business Identification Number (NIB) has been obtained. Article 285 includes main and supporting activities. Build the perimeter from the issued NIB and the corresponding Online Single Submission (OSS) activity records, rather than treating the head office address as the only reportable location.

Article 286 exempts micro businesses and activities financed from APBN or APBD, Indonesia’s national or regional government budgets. The same article requires small-business reports every six months and medium/large-business reports quarterly. Check the actual classification and funding basis; do not infer an exemption because an enterprise has domestic shareholders, has not earned revenue, or appears on an older sector-exclusion list. These boundaries are set out in Articles 285 and 286 .

Company formation is an earlier legal and registration task. The records produced through company establishment requirements in Indonesia help identify the entity and issued NIB, while the reporting review follows the activities recorded under that identity. A business line appearing only in a deed should not be confused with an activity already issued in the NIB.

The ordinary company report is not the only LKPM category. Article 284 also addresses Indonesian businesses investing abroad, representative offices, specified foreign business entities and import-realization reporting. Those categories have their own provisions and formats; identify them before applying the company-reporting treatment below.

Is your activity register complete?

Use the issued NIB activity and location records to identify omissions before the finance team starts classifying expenditure.

What information belongs in the investment report?

For a business subject to Indonesia’s ordinary LKPM investment-realization reporting, the report covers actual investment, employment, production, licensing compliance, investment responsibilities and implementation problems for each relevant activity and location. The correct format and stage determine the financial entries; LKPM is broader than a schedule of assets or shareholder payments.

Report component What to assemble Useful source record
Investment realization Additional realization and accumulated amounts, with the applicable fixed/working-capital treatment Acquisition schedule and prior LKPM
Employment Workforce movements and the classifications requested by the form HR reconciliation for the reporting activity
Goods or services Actual production and relevant marketing/export entries when the format requests them Production and sales records
Basic requirements and licences Fulfilment of basic requirements, business licensing and supporting business approvals (PB UMKU) OSS status and approval documents
Investment obligations Applicable commitments such as partnerships, environment, labour, training, safety and corporate responsibility Obligation register with implementation evidence
Problems encountered Actual barriers and a clear account of their effect Dated issue log and supporting correspondence

The categories above are confirmed in the September 2026 DPMPTSP reporting explanation . Treat the evidence column as a preparation aid, rather than a universal upload checklist. Fields and timing vary: for example, the official OSS small-business guide places annual production and marketing data in the second-semester report. Do not force a quarterly medium/large-business workflow onto that form.

Route funding, assets and operating payments correctly

Funding is not an additional acquisition. A capital subscription, shareholder advance or loan receipt explains where cash came from. Before entering realization, identify what was actually acquired or deployed for the activity. Keeping funding and deployment in separate columns prevents a transfer and the later purchase it finances from becoming two investment entries. This is a reconciliation control inferred from the acquisition-based reporting rules, not a substitute for the applicable form instructions.

Use the following routing matrix after selecting the report format. Annex XXVII values fixed realization at original acquisition cost, without depreciation or asset revaluation. Its preparation-stage and operational-stage instructions are different; the Annex XXVII reporting instructions are the legal reference for the classifications below.

Event or amount Reporting treatment Evidence/control
Cash received from a shareholder or lender Keep the funding record separate; do not equate the receipt with realized acquisition expenditure Trace deployment to invoices and the activity
Land, buildings, machinery or equipment acquired Assess fixed realization at original acquisition cost; machine acquisition includes delivery and installation Asset record plus acquisition support
Preparation expenditure before operation Assess the preparation form’s other-investment category, which includes specified pre-operation outlays Record the nature, timing and activity
Working capital at readiness for operation For medium/large preparation reporting, assess the one-turnover amount at readiness; do not repeat it each quarter Document the operating cycle and transition
Recurring wages, rent, utilities or materials after operation Do not add these operating outlays as new working-capital realization in the medium/large operational report Separate recurring expenditure from asset additions
Small-business working capital Report the applicable addition calculated for one operating-cost turnover under the small-business instructions; do not import the medium/large operational exclusion Retain the turnover calculation and explanation
Depreciation or upward revaluation Do not use these accounting movements to restate original LKPM investment realization Bridge the asset ledger to reported acquisition values

BKPM’s May–June 2026 reporting training explains the one-time working-capital entry at the construction-to-production transition and the exclusion of recurring operating outlays in production reporting. “Turnover” here means an operating cost cycle, not annual sales revenue. Label that calculation explicitly so the finance team does not substitute a sales figure or a full year of expenses.

The classification needs three separate questions: what happened, which activity benefited, and which stage-specific field accepts it. Combining those questions makes unusual transactions easier to review before figures are entered.

Different transactions lead to different LKPM checks After selecting the activity and stage, separate funding receipts, asset acquisitions and operating payments, then apply the corresponding record or realization test. Select activity, format and stage Funding receipt Asset acquired Operating payment Reconcile the source; avoid double counting Assess fixed realization at original cost Apply the correct stage-specific treatment
Transaction routing starts after the reporting format is selected; the medium/large operational rule should not be applied to every LKPM.

Keep activity records from overlapping or disappearing

Prepare an activity register with one line for each issued activity record and location. Add its report format, stage, period, responsible person and evidence folder. Then map the acquisition schedule to those lines. This working paper is an editorial control: it makes a missing location visible before totals appear plausible.

For assets used by several activities at one site, count the economic acquisition once . BKPM’s 2026 training allows proportional allocation and explains how shared land/building values may be recorded against one activity with an explanatory note. Retain the allocation basis and identify the other activity records; do not copy the full common asset value into every report.

Keep a separate trail for the non-financial fields. HR should reconcile opening headcount, additions and departures; operations should explain production; legal or compliance should match licence and obligation evidence to the activity. Ask each owner to flag missing evidence rather than invent a favourable status. A pending requirement is useful reporting information, not a reason to describe the project as fully compliant.

Finally compare the period addition with the prior accumulated amount and the new total. A plan is a forward-looking amount, while realization records implementation. If an expected figure differs from the evidence, investigate the difference instead of making the acquisition schedule fit the plan. Only after that reconciliation should the team follow the LKPM submission and verification sequence and check the report’s verification outcome.

Resolve the difficult transaction first

Bring the acquisition evidence, funding trail and reporting stage when a payment could fall into more than one category.

Handle zero additions, missing periods and corrections

No asset addition does not necessarily mean no activity. An operating enterprise may have production and employment to report while its additional fixed investment is zero. BKPM’s 2026 training permits zero additions in production reporting when there are no additional fixed assets. Record the reason; do not inflate investment with recurring expenses to make the field positive.

Preparation-stage inactivity deserves a different response. Repeated zero reports are not a permanent holding strategy. The current rules identify specified failures, including missing two consecutive periods and certain four-period runs without additional realization, as sanction triggers. The current DPMPTSP explanation of Article 373 distinguishes these cases. Investigate whether the project remains viable and whether its OSS activity data should be formally changed, rather than merely stopping reports.

For a missed amount or wrong classification, prepare a bridge showing the affected activity, original period, amount already reported and proposed correction. Check the current OSS correction facility and verifier notes before changing accumulated values; keep the old and corrected report together. A correction should explain history, not create another acquisition. The small-business OSS guide distinguishes a transmitted report from an approved report and shows how to respond when changes are requested.

Do not use an outdated filing cut-off. The ordinary quarterly deadlines are April 15, July 15, October 15 and January 15; small-business semester deadlines are July 15 and January 15, subject to official holiday adjustments. The October 2026 OSS reporting notice confirms the current October 1–15 window. Calendar the applicable period separately from the transaction date.

Approve the LKPM scope before approving the figures

Approve a scope sheet that identifies every reportable activity/location, the applicable format and stage, and the records supporting each figure. Then authorize the financial entries. Resolve unsupported classifications, unexplained common assets and inconsistent accumulated totals before submission, and retain the receipt plus the final verification status for each record.

If the perimeter includes one of the special LKPM categories identified above, stop applying the ordinary company matrix at that boundary and use the relevant provisions and format. For an ordinary business, keep the scope sheet open until every activity record has a supported classification and a named owner for any unresolved question.

Turn the scope sheet into a supported report

Agree who owns each activity record, who confirms its data and who monitors the verifier’s response after submission.

Frequently asked questions

Does reporting land mean land always counts toward a minimum investment requirement?

No. Reporting an actual land acquisition and calculating a statutory investment threshold are separate questions. Apply the relevant threshold rule and its land/building treatment independently; the presence of an LKPM field does not settle that calculation.

Should a shareholder’s purchase of existing shares be entered like machinery?

Do not classify a share transfer as a project asset purchase merely because money changed hands. Identify who received the consideration, what the reporting business acquired and whether OSS ownership data need updating before deciding any realization entry.

Can the accounting team complete the report without operational input?

Accounting can prepare the financial bridge, but production, workforce, licence fulfilment and investment obligations need evidence from their owners. Agree who confirms each field and who answers any verifier question.

Is a saved draft evidence that the period has been reported?

No. A draft is preparation. Confirm transmission, retain the receipt, monitor verification and resolve correction requests. Keep the evidence against the relevant activity and period, rather than only in a company-wide email folder.

What should be retained when a classification is uncertain?

Retain the transaction documents, activity identifier, stage, proposed field and the reason for uncertainty. Obtain a documented interpretation or clarification before declaring the entry accurate; do not use an unexplained balancing amount.
