Choose the production model
Define the commercial output first: cabin case, checked suitcase, duffel, garment bag, travel trunk, briefcase, or specialist case. Record dimensions, shell or body material, frame, lining, wheels, handles, locks, zippers, reinforcements, maximum load, target market, warranty, and monthly units. Then decide which components the Indonesian plant actually makes.

The current KBLI 15121 description includes luggage made from leather, composition leather, or other materials using the stated technology. The current plastic-products classification expressly excludes plastic luggage and refers it to subcategory 1512. Plastic hard-shell luggage therefore does not automatically become a generic plastic-product code.
That classification result does not make moulding invisible. Describe every captive process in the environmental, building, machine, safety, utility, and inspection files. If the company will also sell moulded shells, sheets, generic plastic parts, or scrap-derived products separately, test whether an additional plastic-manufacturing code and licence are needed. Separate component sales are not necessarily incidental to selling completed luggage.
Freeze the line before choosing the plot
Map products, captive component processes, sellable outputs, capacity, machines, utilities, hazards, and evidence into one production architecture.
Establish the entity and ownership
A foreign investor normally forms a PT PMA to own and operate the Indonesian factory. The current presidential investment list generally opens commercial fields unless closed or restricted, and the legacy 15121 leather-goods field appears in the priority-business annex without a foreign-equity cap. Full foreign ownership is generally possible, but priority status does not grant incentives or licences automatically.
Prepare a formation brief naming at least two shareholders, a director, a commissioner, beneficial owners, signatories, the factory and registered addresses, KBLI codes, product and process boundaries, installed capacity, project location, investment, and capital. A domestic PT should be used only for genuinely domestic ownership. Nominee structures that disguise control create enforcement, bank, tax, and licence risk.
Under the current investment procedure , the general PMA project plans more than IDR 10 billion outside land and buildings per five-digit KBLI and location, subject to the stated calculation rules, while issued and paid-up capital is at least IDR 2.5 billion per PT unless another rule requires more. The declared architecture must support that investment story: a simple assembly unit and a resin-to-luggage plant cannot share an unexplained asset plan.
Incorporate, register tax and beneficial-owner data, establish OSS access, then register the activity and location. Engineer the industrial site around the process
The current industrial standard generally requires industrial companies to locate in an industrial estate, with defined exceptions requiring OSS verification. Obtain written confirmation that the estate accepts KBLI 15121 and the selected architecture. Do not ask only whether “luggage” is permitted; disclose resin, extrusion or moulding if present, chemical and fire load, transformer demand, cooling, air extraction, operating hours, waste, truck traffic, and future capacity.
For soft luggage, prioritize material storage, cutting efficiency, sewing-floor ergonomics, adhesive extraction, compressed air, fire compartments, and one-way quality flow. For purchased-shell assembly, add safe shell racking, drilling and trimming extraction, presses, fastening fixtures, wheel and handle test stations, and protective packaging. For moulded shells, investigate floor loading, clear height, crane or mould-handling access, resin silos or storage, dryers, high-load electrical distribution, cooling towers or chillers, hot surfaces, guarding, regrind, ventilation, and emergency shutdown.
Check plot access, flood and drainage, firewater, emergency retention, worker transport, warehouse height, expansion area, utility redundancy, and whether the estate can provide the requested power and water by the commissioning date. Validate not only average demand but start-up load and peak cooling. A stated megavolt-ampere allocation or water volume is useful only when the connection, tariff, lead time, and infrastructure responsibility are written.
Use a factory address zoning and evidence checklist before signing. Condition the lease on activity acceptance, spatial and environmental feasibility, utility allocation, allowed building works, and an exit if approvals or connections fail. Align the registered address, OSS coordinates, lease parcel, estate records, environmental file, and building documents exactly.
Screen environmental and building approvals
Obtain the applicable spatial conformity, environmental approval or commitment, building approval or PBG, and certificate of proper function or SLF for the installed factory. The environmental instrument is screened from the actual code, scale, location, land, utilities, emissions, wastewater, and associated processes. Medium-high OSS business risk does not itself decide whether the project needs AMDAL, UKL-UPL, or another environmental route.
Create a material and emission balance. For all models, include leather, textiles, foam, board, adhesives, solvents or water-based finishes, hardware, lubricants, packaging, dust, offcuts, rejected goods, containers, and domestic wastewater. For moulding, add each resin and additive, dryer and heater exhaust, process temperature, cooling-water circuit, purge and start-up waste, trimming, regrind rate, printing ink, cleaning, noise, and any air-emission point.
Building design must show the approved use, occupancy, structure, fire zones, egress, access, firefighting systems, electrical rooms, transformer, compressor, chilled water, ventilation, chemical stores, waste stores, production equipment, warehouses, worker areas, and loading. A warehouse SLF does not automatically validate heavy moulding equipment or major service changes. Review the need to amend PBG or SLF before installation.
Maintain an interface register instead of treating each approval as a separate checklist. At minimum, resolve these release tests before construction and again before commissioning:

Make responsibilities explicit where an estate provides wastewater, waste, fire, or emergency services. The estate's approval does not erase the tenant's pre-treatment, segregation, storage, incident, monitoring, or reporting duties. Conversely, do not apply for a direct-discharge route if all process water remains in a closed cooling circuit and only permitted estate streams leave the unit. The documents should follow the physical destination.
Secure the sector licence and approval interfaces
For a large 15121 business, the live OSS profile shows medium-high risk and a seven-day sector processing indicator. Under Government Regulation 28 of 2025 , the business licence is an NIB plus a verified Standard Certificate. An unverified certificate supports preparation; the NIB and verified certificate are required for operational or commercial activity.
The current large-scale evidence covers raw-material, energy, and water planning; machine specifications, photographs, purchase or lease control, quality equipment, and capacity alignment; organization; procurement-to-distribution flow; accident-response and worker-rest facilities; and intended product specifications. For an integrated hard-shell line, the machinery package should not stop at final assembly. It must include resin handling, dryers, extrusion or moulding, cooling, trimming, regrind, printing and utilities where installed.
The live obligations include validated industrial-data submissions every six months, safe equipment and processes, product or package specifications and composition or care information, periodic quality calibration or independent testing, evacuation procedures and signs, ISO 9001, and chemical, machinery, and process safety procedures. The page does not display NKV for 15121; do not import it from other leather-product codes without an applicable basis.
Add the interfaces the project actually uses: customs and importer readiness for machinery, resin, shells or components; export capability; wholesale or retail scope; warehouse or logistics arrangements; employment and foreign-worker authorizations; environmental technical approval or operating clearance where triggered; and intellectual-property control. Verify each status independently before the first commercial batch.
Coordinate every approval interface
Reconcile the PT PMA, code, estate, utilities, environmental file, building services, machinery, safety, quality, and supporting functions.
Prove product, traceability, and change controls
Create a product technical file for every luggage family. Include dimensions, empty and rated load, materials, resin grade or leather source, frame, wheels, axles, bearings, telescopic handle, fixed handles, zippers, lock, lining, fasteners, adhesives, labels, care instructions, packaging, sampling, tests, approved suppliers, and revision history. Link serial, lot, or date codes to production and component batches at a level proportionate to warranty and recall risk.
Feed warranty and field-failure data back into the controlled file. A broken wheel may come from component specification, axle fit, shell distortion, fastener torque, overload, or transport damage; a cracked shell may reflect resin moisture, temperature, wall thickness, regrind ratio, mould cooling, impact, or ageing. Assign containment, root-cause analysis, supplier response, customer notice, repair parts, and release authority. This turns after-sales evidence into a production control and helps demonstrate that installed testing is meaningful rather than ceremonial.
Set test methods and acceptance criteria for drop, tumble, handle jerk, wheel endurance, telescopic-handle cycling, zipper and lock cycling, seam or rivet strength, impact, deformation, abrasion, colour transfer, corrosion, chemical restrictions, odour, dimensional stability, and temperature exposure as relevant. Confirm mandatory Indonesian or destination-market standards at launch; do not describe a buyer protocol as government certification or assume no rule applies because no generic luggage SNI was found in a preliminary search.
Control moulds, tools, CAD, artwork, brand, lock combinations, buyer samples, rejects, overruns, regrind, and warranty parts. Define whether the buyer, parent, or PT PMA owns each asset and who may use it. For subcontracted shells or components, audit the supplier's legal activity and quality controls; outsourcing a step does not remove the finished-product manufacturer's contractual responsibility.
A formal change request should assess code, licence, environment, building, fire, utilities, machine safety, capacity, product tests, customer approval, customs, tax, and investment-reporting consequences before a new resin, shell process, chemical, supplier, mould, machine, shift, product, separate component sale, or site expansion is introduced. Update controlled documents and train operators before release.
Decide the approval architecture

The project is approval-ready when the product code is defensible, ownership and funding are credible, the estate accepts the disclosed process, utilities and building works are available, environmental and building records cover the installed line, sector evidence reflects every machine, the verified certificate and interfaces are effective, and product controls support the first shipment. If one interface fails, redesign or re-site before committing more capital.

Does plastic hard-shell luggage use KBLI 22209?
Not automatically. The current plastic-products classification expressly excludes plastic luggage and directs it to 1512, where 15121 is the luggage group. Separate sales of generic plastic components or other plastic products still need their own classification review.
Can the same PT PMA make soft and hard luggage?
