BUSINESS CORRESPONDENCE OPERATIONS

Mail Forwarding for Indonesian Businesses: Collection, Dispatch and Cost Controls

Give each envelope an owner, each shipment an approval and each charge a traceable basis.

Mail forwarding for an Indonesian business should run from recorded receipt to an authorised action and a documented handover. Collection, scanning and physical dispatch are separate instructions. A provider receiving an envelope has not yet established that a director has read it, that an original can be destroyed or that a courier charge is approved.

Control the service with an arrival register linked to a dispatch and cost ledger. Price the office handling and the transport separately, preserve urgent correspondence outside routine consolidation, and close a shipment only after the destination receipt and the invoice reconcile.

Key takeaways

  • Name the person who may collect, open, scan or redirect mail; one permission should not silently grant all four powers.
  • Keep the original arrival identifier when envelopes are combined into a courier shipment, so the contents remain traceable.
  • Budget the annual professional fee separately from postage and variable handling; forwarding coordination does not mean the courier bill is included.
  • Use the selected carrier’s service clock and conditions separately from the office’s notification and storage commitments.
  • Retain a company-controlled exception list for unacknowledged notices, undelivered originals and unexplained charges.

Separate the costs before approving a shipment

HSJGlobal publishes International Mail Desk professional fees from US$590 per year in its address and mail-service pricing , checked on October 28, 2026. This is an indicative cross-country starting price. For an Indonesian company, the proposal must confirm local availability, permitted address use, allowances, local-provider charges and renewal terms; it is not an all-inclusive Indonesian courier tariff.

The published scope includes up to 24 routine document scans annually, priority legal/tax-mail alerts, courier-forwarding coordination and quarterly contact/address checks. Postage, international courier, excess mail and out-of-scope handling are normally charged separately. VAT inclusion is not stated; confirm the invoice tax treatment.

Cost item Amount and charging unit Scope Tax and verification basis
HSJGlobal International Mail Desk From US$590 per year; indicative professional fee Published annual mail-control scope; country and local address eligibility confirmed in the proposal VAT inclusion not specified publicly; agree invoice treatment, local charges and renewal; checked October 28, 2026
JNE insurance 0.2% of accepted insured value plus IDR 5,000 per policy/consignment note Eligible, carrier-accepted cover; excludes base transport VAT treatment not stated on this page; checked October 28, 2026
Courier freight and usage extras Current route/service/chargeable-weight quote per dispatch; excess units as agreed Transport, excess scans, storage and special handling only as separately priced Retain the itemised quote, tax breakdown, allowances and charging unit
Recoverable deposit Amount and refund/drawdown rules from the contract Separate held funds from annual fees and shipment expenses Reconcile the balance; replenishment is not automatically a new expense

A separate published component is JNE’s IDR 5,000 administration charge per insurance policy or consignment note, plus a premium of 0.2% of the accepted value. Its insurance terms were checked on October 28, 2026. For an eligible shipment accepted at IDR 1 million, the formula gives IDR 2,000 premium plus IDR 5,000 administration: IDR 7,000 before any separately applicable tax. This calculation excludes freight and does not establish that a particular original qualifies for cover.

Maintain the annual US-dollar fee and rupiah shipment charges in separate currency columns. Do not add them into a single total without recording an agreed exchange-rate source and date. Company-registration charges, capital and recoverable deposits also stay outside the dispatch-expense subtotal; a setup package is not a replacement for the mail-service scope.

Set the annual mail budget

Start with the published professional-fee reference, then confirm local scope, allowances and separately charged dispatch costs.

Set collection authority at the office boundary

Agree a collection schedule that identifies the company, its accepted addressee names, the service location and the people allowed to receive and remove correspondence. Give replacement collectors a verifiable appointment route. A receptionist recognising a visitor is weaker evidence than a current company instruction checked against the collector’s identity.

Use separate permissions for envelope photography, opening, scanning, release of originals, forwarding to a new address and destruction. Collection authority is not blanket authority to open or redirect correspondence. Require a company approver for an unexpected destination change, particularly when it arrives from a new phone number or personal email account.

Indonesia’s Postal Law provisions on confidentiality and inspection protect the security and confidentiality of postal items; Article 29 permits a postal operator to inspect an item in the user’s presence to verify declared contents. That carrier power is different from the office provider’s contractual scanning permission. Keep both roles clear in the instructions.

If the mailbox is being arranged during company formation, use the company name and entity documents established through company registration in Indonesia to define accepted corporate addressees. Record trading names and named employees as explicit variations. Receiving mail under a name does not itself establish the underlying entity or resolve its registration records.

Agree collection hours, identity checks, storage location, access logging and what happens outside staffed hours. Put fees and authorisation rules for a third-party collector in the same schedule; otherwise an apparently free collection can create an unexpected handling or release charge.

Triage arrivals before choosing collection or forwarding

At receipt, allocate an arrival identifier before changing the envelope or its packaging. Record the addressee, visible sender, arrival time and time zone, external tracking number, condition and staff member taking custody. Photograph damage without opening the contents unless the company’s permission covers that action.

Assign an action owner and a backup. For correspondence that appears to contain a deadline, send a restricted alert and obtain acknowledgement rather than leaving it in a routine weekly batch. The relevant company officer or adviser should identify any response deadline from the actual document; an office notification rule does not determine the legal effect of service.

  • Collect locally when an authorised person needs the original and can provide a signed handover record.
  • Scan for review when permission and secure delivery are established; record where the original remains.
  • Forward physically when the recipient needs possession, using a verified destination and a cost approval.
  • Hold for clarification when the addressee, authority, contents or destination cannot be reconciled.

A useful address-service handover test establishes that the operating contacts and retrieval route work before live originals accumulate. Repeat the mail test after a material change of office staff, recipient details or provider.

An arrival can generate both a scan and a later shipment. Preserve their common identifier so that the inventory does not count them as two physical originals. The custody and spending records must meet at the same release event.

Two ledgers meet at the mail release docket A custody ledger tracks arrival identifiers and approved actions. A spending ledger tracks the quotation and authorised ceiling. Both feed a dispatch docket, followed by recipient receipt and invoice reconciliation. Custody ledger Spending ledger Arrival IDs and originals Count and storage position Quote and billable units Freight, handling and tax Approved action Recipient and original count Approved spend ceiling Payment and allowances Dispatch release docket Manifest + authority + cost approval Recipient receipt + invoice reconciliation
The dispatch docket joins the original-item inventory to the approved spend; delivery and invoice matching close separate obligations.

Join the custody register to a dispatch approval ledger

Use the following ledger as a company control tool, not as a government form. Keep one arrival record for each physical item and a separate dispatch record for each courier consignment or local collection. A dispatch can reference several arrivals; an arrival remains open until its original has a documented disposition.

Record or event Fields to retain Release or closure condition Exception owner
Arrival inventory Arrival ID; addressee; sender; condition; receipt time; storage position Physical count agrees with the register Office custodian
Instruction Arrival IDs; permitted action; approver; destination; original required; instruction version Authority and recipient are verified Company mail owner
Cost approval Quote ID/date; currency and any conversion basis; route/service; weight; handling; tax; insurance; ceiling All charge components and payment source are accepted Budget approver
Dispatch or collection Dispatch ID; linked arrivals; original count; seal or package record; carrier receipt or collector acknowledgement Custody transfer is evidenced Dispatch coordinator
Delivery and reconciliation Recipient acknowledgement; tracking outcome; invoice; deposit movement; variance reason Contents, delivery and amount match, or a named exception remains open Company reviewer

Keep one physical-original balance : opening stock plus arrivals, less acknowledged collections, dispatch handovers and authorised destruction. The office’s stock balance excludes originals already handed to the carrier, but those originals stay in the company’s in-transit list until delivery is resolved. A scan does not reduce either balance.

Before sealing a consolidated packet, list its arrival IDs and original count. Record the approved destination and service against that manifest. If the carrier changes the chargeable weight at acceptance, compare the revised price to the authorised ceiling before accepting an unapproved upgrade or supplemental charge.

For international forwarding, confirm whether the consignment contains documents only or includes goods, samples or other contents. Do not describe mixed contents as documents merely to obtain a lower rate. The booking record, actual contents and manifest should tell the same story.

Check the dispatch instruction

Bring the destination, original inventory and itemised quotation together before approving the courier handover.

Choose dispatch frequency using the whole cost

Compare immediate forwarding with batching only after excluding time-sensitive originals. Write the comparison as separate approved dispatch totals versus one consolidated total plus incremental holding and handling. Batch only when the second amount is lower and the items can safely wait. There is no useful universal savings percentage.

For each alternative, add office release or forwarding administration, packing, carrier transport, accepted insurance, applicable tax and any identified return exposure. Subtract included allowances once. Keep refundable deposits outside expense totals and record how invoices draw down the balance; replenishment is not a second charge for the same shipment.

Ask for chargeable weight after packaging , not merely the weight of the loose letters. Pos Indonesia’s international booking portal compares actual and volumetric weight, treats displayed tariffs as estimates and excludes customs processing from its delivery estimate. Use the final transaction amount for reconciliation, and select the return instruction deliberately because return costs can arise.

Packaging also has a purchase channel. JNE’s current packing FAQ says bubble wrap is free at its representative offices while agents apply their own policy. Confirm the actual acceptance point and office-provider markup before recording a packaging saving. This does not establish a universal free packing service.

Obtain an approved price schedule that defines whether an envelope, page, scan, parcel, consignment or storage day is the billable unit. Specify included volumes, excess charges, dispatch frequency, prepayment, cancellation and exit treatment. A page allowance is not an envelope allowance, and a forwarding instruction does not prove courier postage is included.

Put the annual professional fee, per-consignment transport and actual usage extras on separate budget lines. Obtain written confirmation of the Indonesian service location, accepted address use, billing period, scan and storage allowances, excess-unit rates, tax treatment and renewal before committing. Use a dispatch-level ceiling so the carrier bill cannot silently consume the whole annual administration budget.

Resolve delivery and invoice exceptions separately

After dispatch, watch the first carrier event, failed attempts and recipient acknowledgement against the agreed service. Ask the destination custodian to confirm the originals received against the manifest. A delivered tracking status alone does not reconcile the contents of a consolidated packet.

For the postal operator’s service clock, Article 48 of Permenkomdigi No. 8 of 2025 distinguishes counter handover from a pickup request and its collection interval. Articles 53–54 distinguish published product tariffs from contract-agreed charges. Keep those carrier records alongside the office’s own receipt and notification timestamps.

If a shipment is missing or damaged, preserve the envelope or packaging, photographs, manifest, receipt and communications. Open a carrier complaint through the recorded sender or authorised coordinator. Article 68 requires the postal operator to respond to a complaint within one working day; that response is not a promise of resolution or payment within that period.

Reconcile charges even when delivery succeeds. Match the invoice to the approved quote, consignment note and allowance balance. Explain service upgrades, weight differences, tax, duplicated handling and returns individually. Mark an unexplained amount as disputed rather than silently moving it into the next month’s retainer.

For a missed notice, separately assign the company officer or adviser to assess the document and any necessary response. A courier complaint does not complete that business action. Keep each unresolved original, notice and charge visible until its own owner records a result.

Release business mail when authority and spend agree

Approve a collection or shipment when the item inventory, permitted action, recipient and total authorised expenditure agree. Use local collection for verified retrieval, scanning for authorised review and physical forwarding for transfer of originals; choose batching only after urgency and whole-cost checks support it.

Hold the affected item when authority or destination is doubtful, and escalate urgent correspondence without waiting for a routine dispatch. Agree the local service scope and itemised charges before releasing originals. Close operational records through the recipient acknowledgement and a reconciled invoice, with any remaining exception assigned to a named person.

Prepare the mail-control handover

Set named custodians, spending authority and exception ownership so the company can retrieve correspondence and reconcile every release.

Frequently asked questions

Can a bank cheque travel with ordinary correspondence?

Do not assume the carrier accepts or insures it as an ordinary document. JNE’s published exclusions include cash and negotiable instruments. Ask the issuing bank and the selected carrier for the appropriate handling route before release.

Can a director change the delivery address by chat?

Use the company’s agreed instruction channel and verify that the sender still has authority. Preserve the approved destination and instruction version. A message from an unfamiliar account should trigger verification before originals leave custody.

What should the company recover when changing providers?

Recover the physical-original inventory, open dispatch list, arrival and instruction records, unspent deposit balance and unresolved charges. Agree who handles mail arriving after termination and update the operational contact route before closing access.

Does an insurance value establish the business value of an original?

No. Carrier acceptance and policy limits govern the insured amount. The consequences of losing a signed original can differ from its replacement cost, so record the actual coverage decision rather than treating a declared value as comprehensive protection.
