INDONESIA TRADING, IMPORT, AND MARINE SUPPLY

Marine Equipment Supply Company Registration in Indonesia: Requirements and Cost

By Elara Vance

11-minute read

A business-to-business marine equipment supplier in Indonesia will commonly use KBLI 46592 for wholesale trade in water-transport equipment, parts, and accessories. A foreign-owned supplier must establish a compliant PT PMA, complete OSS and tax registrations, confirm any distributor or agent registration, activate the correct importer and customs functions, and clear every stock-keeping unit through its own tariff, import, technical, labelling, and market-surveillance route before sale.

The code is only the company-level starting point. A radar, radio, engine, pump, life raft, cable, pressure vessel, battery, fire extinguisher, navigation light, and complete boat can trigger different HS classifications and product controls. Selling, importing, installing, repairing, certifying, leasing, or operating the same item are also different activities. Build the company around a controlled catalogue, not the phrase “all marine equipment.”

Key takeaways

  • KBLI 46592 covers wholesale trade in motorized and non-motorized water-transport equipment, spare parts, and accessories.
  • A PT PMA generally needs an investment plan above IDR 10 billion per five-digit KBLI per project location and at least IDR 2.5 billion paid-up capital per company.
  • The NIB can function as API and customs access when configured correctly, but it does not eliminate SKU-level import restrictions or product certificates.
  • Appointed distributors or agents should assess the current registration and distribution-contract route instead of relying only on a foreign principal's letter.
  • Real cost includes company setup, compliance, landed inventory, warehouse, tax, foreign exchange, customer credit, warranty stock, field service, and returns.

Define the product catalogue and commercial role

Create a launch catalogue at model level. Record the manufacturer, brand, model, exact function, composition, power, voltage, radio capability and frequency, pressure or lifting rating, dangerous-goods status, intended vessel and use, new or used condition, country of origin, candidate HS code, principal agreement, expected volume, selling channel, installation need, consumables, warranty, and spare-parts life. A family name is too broad for an import or conformity decision.

Define the commercial role for each line. A distributor purchases and resells in its own name; an agent may facilitate sales for a principal; a commission intermediary does not necessarily take title; an importer of record assumes customs responsibilities; and an installer or repairer provides a service beyond supply. Align purchase orders, Incoterms, title transfer, invoices, customs declarations, certificates, warranty, and customer representations with the chosen role.

Classify the customer route as wholesale to shipowners, yards, operators, government, distributors, or other businesses. Direct consumer retail, marketplace sales, equipment rental, manufacturing, assembly, calibration, inspection, statutory certification, installation, and repair need their own assessment. Decide what the company will refuse until a later phase. This catalogue and role matrix is the evidence base for the deed, OSS, importer status, product approvals, cost model, and sales terms.

Choose KBLI 46592 and supporting codes

The current OSS page for KBLI 46592 covers wholesale trade in motorized and non-motorized water-transport equipment and their parts and accessories. It is the primary candidate when the business sells boats, marine transport equipment, vessel components, or accessories to commercial buyers. It does not automatically cover every industrial, electronic, or service item used near the sea.

Use product function and revenue activity to test supporting codes. Industrial-processing machinery can point to KBLI 46591; other machinery, navigation equipment, measuring equipment, cables, and specialized tools may point to 46599; telecommunications equipment can point to 46523; commission trade can point to a fee-based wholesale code. A spare part designed for a vessel may stay in 46592, while a general industrial product marketed across sectors may require another code.

Wholesale title transfer

The Indonesian company purchases, imports or sources, owns inventory, invoices the buyer, and carries product and credit risk.

Agent or distributor appointment

The principal appointment, territory, authority, registration, pricing, warranty, and termination follow the chosen distribution role.

Separate technical service

Installation, repair, calibration, inspection, certification, or vessel operation is classified and licensed on its own output.

Form the PT PMA and complete trade registrations

Indonesian investors can assess a domestic PT; any foreign shareholding generally makes the vehicle a PT PMA. Confirm KBLI 46592 and every supporting code against the current investment list and applicable product-sector conditions. Wholesale trade is distinct from prohibited or restricted activities involving defense equipment, controlled goods, fishing rights, port operation, and statutory marine services. Genuine ownership should be documented without nominee arrangements.

BKPM Regulation 5 of 2025 generally requires a PT PMA investment plan exceeding IDR 10 billion per five-digit KBLI per project location and at least IDR 2.5 billion issued and paid-up capital per company. The capital is generally restricted from transfer for 12 months after payment, subject to permitted use for assets, buildings, and operations. Calculate the trading investment under the rule that applies to wholesale projects; do not import the manufacturing exception for land and buildings without confirmation.

After the deed and Ministry of Law approval, complete NPWP and tax settings, beneficial-ownership records, the OSS profile, KBLI projects, investment data, locations, workforce, NIB, and the risk-based outputs required for the exact scale. The current trade-sector standards are set by Trade Ministry Regulation 33 of 2025 . Treat the NIB as business identity, not a universal product or import approval.

If the company is appointed as a distributor or agent, assess the supporting registration displayed in OSS for 46592 and the distribution agreement against Trade Ministry Regulation 24 of 2021 . Confirm the principal's status, legalized or accepted appointment documents, territory, exclusivity, term, brand authority, after-sales duties, sub-distribution, reporting, renewal, and termination before applying.

A layered gate tests a marine product model through commercial scope, customs classification, import controls, product conformity, and landed delivery before release for sale. Named manufacturer and model technical dossier, role, buyer, intended use Company scope: KBLI, PT PMA, distributor or agent role Customs: HS code, origin, value, API, restriction Product: SNI, radio, safety, label, test, holder Delivery: traceability, installation boundary, warranty, recall Release only when every layer is evidenced
One company registration supports the catalogue; each model still needs a complete, current release path.

Clear each SKU through customs and product controls

Configure the NIB for the commercial import role and activate customs access. Indonesian Customs explains that an importer's NIB can function as company registration, API, and customs access through the official customs-registration route . This status is necessary but not sufficient: the importer remains responsible for correct classification, value, origin, declaration, duty, import taxes, restrictions, and records.

Confirm the eight- or ten-digit tariff line used in the current system from technical facts, not supplier shorthand. Record the General Interpretative Rules analysis, composition, function, power, assembly state, accessories, origin, valuation method, related-party considerations, and supporting rulings where needed. Then check the current National Single Window and ministry rules for import approval, surveyor report, port, quota, condition, post-border control, prohibition, or exception. Do this before ordering or shipping.

The general import framework in Trade Ministry Regulation 16 of 2025 has been amended, most recently by Trade Ministry Regulation 18 of 2026 . Industrial, electronic, telematic, chemical, dangerous, used, or controlled items can also fall under product-specific regulations. A restriction check dated before the latest amendment should be refreshed at purchase order and pre-shipment.

Build a product-conformity row for mandatory SNI, telecommunications certification, spectrum or station authorization, marine safety or type approval, pressure or occupational-safety inspection, metrology, energy, electrical safety, dangerous goods, defense controls, labels, Indonesian manuals, manufacturer authorization, and post-market duties. Radio and telecommunications devices may require certification under Kominfo Regulation 3 of 2024 . A foreign test report is evidence only if the Indonesian route accepts it.

Name the Indonesian certificate or registration holder and control model changes. A different radio module, firmware, power supply, brand, factory, pressure rating, material, or intended use can invalidate an earlier conclusion. Retain application, test sample, reports, certificate, labels, importer statement, shipment documents, serials, customer delivery, complaint, corrective action, and recall linkage for the legal retention period.

Set up warehouse, distribution, and records

Qualify the office and warehouse before committing. Confirm spatial use, landlord and building documents, truck access, floor and rack capacity, fire protection, ventilation, electrical load, security, flood exposure, drainage, and storage segregation. Test local warehouse registration and reporting. An own-goods warehouse supporting the trading business differs from operating storage for third-party fees, which requires a separate warehousing analysis.

Segment stock by condition and control: released, inspection pending, customer-owned, bonded where applicable, demonstration, installation kit, hazardous or dangerous, high-value, warranty return, quarantine, nonconforming, and scrap. Manage batteries, fuel-system components, refrigerants, pressurized containers, chemicals, pyrotechnic or emergency items, and radio devices under their specific safety and transport conditions. Use licensed waste or dangerous-goods parties when triggered.

The inventory system should link purchase order, supplier, model, serial or lot, certificate version, import declaration, receipt inspection, warehouse position, sale, customer, vessel or project, installer, warranty, repair, replacement, and disposal. Restrict release when a certificate expires, a model changes, a recall opens, or the intended use is outside approval. Cycle counts must reconcile physical stock, customs records, accounting, and customer-owned material.

Separate supply, installation, and after-sales service

A sales licence does not automatically authorize vessel repair, electrical installation, radio commissioning, pressure work, calibration, class survey, statutory certification, or port operations. Decide whether the Indonesian company will perform technical work, subcontract it, or supply only. For performed services, add the right KBLI, site or field permissions, competent personnel, tools, insurance, procedures, and sector evidence before quoting.

Control field jobs through vessel or site authority, risk assessment, permit to work, isolation, drawings, installation instructions, calibrated tools, test plan, software and configuration records, acceptance, and change control. For radio or navigation equipment, distinguish product certification from the user's spectrum, station, installation, or operational authorization. For safety equipment, distinguish manufacturer or product approval from vessel-specific approval by class, flag, or the competent authority.

Write warranty terms that can actually be delivered in Indonesia. Define commissioning date, coverage, exclusions, consumables, corrosion and environment assumptions, preventive maintenance, remote diagnostics, data access, travel, vessel access, return authorization, replacement stock, labor, freight, duties on returns, manufacturer reimbursement, turnaround, obsolescence, and recall. Keep technical claims within the approved configuration and preserve safety escalation and stop-use authority.

Calculate registration, import, and operating cost

Separate statutory capital from expense. The IDR 2.5 billion PT PMA paid-up-capital floor is company funding, not a registration fee, and it does not replace the investment plan above IDR 10 billion per five-digit KBLI and location. Incorporation, legalization, translation, tax, OSS, distributor registration, customs, professional, certification, testing, and inspection expenses vary with shareholders, codes, principals, catalogue, and locations.

Cost layer Include Planning unit
Entity and compliance PT PMA, registrations, professional work, certificates Per company, code, location, principal, model
Landed inventory Price, freight, insurance, duty, import taxes, handling Per shipment and SKU under correct HS code
Distribution platform Premises, racks, security, systems, staff, insurance Monthly fixed and capacity-linked cost
Cash and lifecycle risk FX, customer credit, warranty, returns, obsolescence Scenario reserve by product family and customer

Build landed cost from purchase price, tooling or minimum order, inland origin transport, export packing, freight, insurance, port and terminal charges, broker, inspection, duty, anti-dumping or safeguard measure if any, VAT and other import taxes, demurrage risk, domestic delivery, inspection failure, and financing days. Indonesian Customs uses CIF customs value as the basis described for import duty calculation, while the exact tariff and taxes follow the classification and current law.

Then test gross margin after sales commission, principal fees, warehouse, staff, ERP, insurance, marketing, tenders, samples, installation, travel, warranty labor, replacement stock, returns, bad debt, withholding and indirect-tax cash timing, foreign exchange, slow inventory, and obsolescence. Model deposit, shipment, clearance, delivery, commissioning, customer acceptance, and collection dates. A profitable invoice can still create a cash deficit when imports are prepaid and customers pay after vessel acceptance.

Release the first marine-equipment order

Proceed when the entity and foreign ownership are lawful, capital and investment evidence are complete, KBLI 46592 and supporting codes match the catalogue, OSS outputs and distributor registration are effective, importer and customs access are active, and the first model has a signed classification and product-control decision. Confirm premises, inventory records, tax, pricing, credit, insurance, warranty, service partners, and recall capability.

Audit one order from principal quotation to customer payment. Connect manufacturer and model, appointment authority, HS code, origin, import restriction, certificate holder, purchase order, Incoterm, shipment, customs declaration, serial receipt, release, sales contract, vessel or project use, installation boundary, acceptance, invoice, warranty, and retention. Simulate a classification query, certificate mismatch, customs hold, damaged shipment, failed commissioning, product recall, warranty dispute, and customer default.

Pause if product identity is incomplete, a broad code is used to bypass a specific one, API access is treated as import permission, a foreign certificate is assumed valid in Indonesia, the distributor appointment is unregistered where required, or sales staff promise installation or statutory approval outside scope. The release gate is passed only when one named model can be lawfully imported or sourced, sold, traced, supported, and recalled at the margin and cash cycle approved by management.
