Customs access verification
NIB Customs Access in Indonesia: Check Registration and Activation Before Shipping
A company-specific evidence check before your logistics team authorizes goods to leave the supplier.
Before shipping under an Indonesian company’s name, verify that its Business Identification Number (Nomor Induk Berusaha, NIB) supports the intended customs role and that current customs access is usable. The Directorate General of Customs and Excise (DJBC) registration guidance treats importers and exporters as registered when they hold an NIB functioning as the relevant registration, importer identification and customs access instrument. A downloaded NIB or activated login alone cannot establish every present operational condition.
Start with the company that will actually appear as importer or exporter. Then obtain current, attributable evidence of its registration scope and access position before releasing dispatch instructions. This check concerns ordinary company shipments; special procedures and registration exceptions need their own basis. Successful access also leaves shipment-specific obligations to be checked separately.
Key takeaways
- A current company record matters more than possession of an old NIB PDF; reconcile the NIB and taxpayer identity before relying on them.
- Account activation concerns the user account. It does not by itself establish the company’s customs role or resolve blocked access.
- Keep one dated decision record showing the evidence, reviewer and unresolved gap so the supplier receives a clear release or hold instruction.
- If the company, role or access position cannot be established, pause dispatch planning while the responsible team resolves that specific issue.
Fix the company and customs role before checking status
Identify the Indonesian legal entity expected to make the customs declaration before anyone checks a number. For a limited liability company (PT), including a foreign investment company (PT PMA), use the company’s own records. A foreign parent, local distributor, freight forwarder and customs broker may all participate in the transaction, but their identities are not interchangeable.
Put the legal name, NIB, Taxpayer Identification Number (Nomor Pokok Wajib Pajak, NPWP), address and responsible company officer on a single comparison sheet. Add whether the shipment is inbound or outbound and whether the company acts for itself or another party. These are practical comparison fields; the sheet is an internal control, not a government application.
The underlying legal entity and its Online Single Submission (OSS) registration should already be settled through company registration in Indonesia . A customs status check cannot repair an incorrectly identified contracting company. Where the proposed importer differs from the purchaser or local seller, resolve the importer identity and operating model choices before treating that company’s NIB as relevant evidence.
Check the role, not just the number. The current DJBC service guidance distinguishes importer/exporter registration from registration as a customs broker (PPJK), carrier or Free Trade Zone operator. A company intending to provide one of those services should follow its applicable route, rather than infer that a trading company’s NIB establishes that additional capacity.
Confirm which company needs customs access
Bring the proposed importer or exporter identity, NIB and shipment direction so the record check starts with the correct entity.
Separate NIB evidence, account activation and usable customs access
Ask what the available evidence actually proves. A company can possess a genuine NIB, receive an account email and still have an unresolved question about the access needed for its planned transaction. These are separate tests, with different evidence owners.
Registration evidence establishes the relevant company function
Under PER-35/BC/2019, Articles 2–5 , the registration framework includes NIB, NPWP and valid taxpayer-status information. It provides for integrated OSS, Indonesia National Single Window and Customs data, and recognizes the qualifying NIB as importer/exporter access evidence. Inspect the current company output and its applicable function; do not invent a separate universal activation certificate.
Account activation establishes a different event
The legacy DJBC user portal describes its activation-code request as a way to resend activation information during user registration. An email completing that task is evidence about the account process. Save it separately from company registration evidence and any current access-status response.
A successful login is not a shipment-release decision. For this review, ask the company’s authorized operator to show which entity and role are available and whether an access restriction is reported. Record the result and its date. Do not create or lodge a live declaration solely to test access, and do not interpret the absence of an error on a landing screen as a positive customs-status finding.
The dependency is simple: the right company must be identified before registration evidence is useful, and the access position must be established before logistics relies on it. An unresolved link sends the review to a hold branch.
Build a dated pre-shipping verification record
Use a short evidence record that ends with a decision, rather than collecting screenshots without an acceptance rule. The following table is a suggested company control. It translates the official registration and data-integration framework into a pre-dispatch handover; it is not a DJBC form or a substitute for an official determination.
| Gate | Evidence to retain | Acceptance rule | Who closes a gap |
|---|---|---|---|
| Company match | Current company name, NIB and NPWP, compared with the proposed shipment party. | The same legal entity is being reviewed throughout; differences are explained and corrected. | Company officer and registration-record owner. |
| Relevant registration | Current NIB output and evidence of the intended importer or exporter function. | The evidence supports the actual role; another service provider’s registration is not substituted. | Company OSS operator, with Customs clarification where needed. |
| Present access | Dated company-authorized system evidence or an attributable official response addressing the access question. | No unresolved restriction or identity mismatch remains in the evidence relied upon. | Authorized customs operator and the office handling any restriction. |
| Dispatch handover | Reviewer, check date, source, open issues and a written release or hold instruction. | Access review is closed and separate shipment checks have an identified owner. | Company logistics decision-maker. |
For each item, record the source and check date , not just the file-creation date. Identify who obtained the result and the question it addressed. Keep the original document or response alongside the decision record so another reviewer can distinguish an official finding from an adviser’s interpretation.
Use three outcomes: supported, unresolved or contradicted. Missing evidence belongs in the unresolved category; a result that identifies another company is contradicted. Neither should be turned into “active” merely because the supplier needs a booking decision. Close the gap against its acceptance rule, then update the record once with the replacement evidence.
For example, if the NIB file carries the correct company name but the operator’s access evidence shows another taxpayer identity, hold the access gate. Obtain the corrected company-linked evidence before revisiting dispatch. This is a decision illustration, not a report of a client shipment or a claim that every mismatch has the same technical cause.
Public availability has limits. On October 27, 2026, the legacy portal’s registration-status link returned an “Under Construction” screen, while the public INSW NIB and CEISA entry pages exposed JavaScript application shells to this review. Those observations do not establish any company’s status. A failed public lookup is an evidence gap, not proof that a company lacks registration; use the company’s authorized operator or an independently verified official channel to obtain the specific missing result.
Turn incomplete evidence into a clear hold reason
Use the current records and the unresolved gate to define what must be obtained before the logistics team can make its decision.
Resolve missing, inconsistent or blocked access
Resolve the symptom shown by the evidence. A missing company record, an account problem and a formal customs block call for different follow-up. Ask the person handling the issue to state which of those problems exists before commissioning a new application or paying for “activation.”
When company data differ across systems
DJBC’s current registration guidance requires businesses to keep OSS/NIB and tax data current. Compare the source records first, correct the record that is wrong, and then check the downstream result. Keep the correction submission and resulting output together. Repeatedly downloading the same NIB does not demonstrate that another system has received the corrected data.
When the account cannot be used
Separate password or email-verification recovery from the company’s registration position. The account owner should use the recovery route advertised by the official portal. Give a broker or adviser the evidence needed for the task through an agreed company process; avoid treating shared passwords or a third party’s personal login as the evidence record.
When customs access is blocked
PMK 219/PMK.04/2019, Articles 16–21 permits blocking and provides for unblocking against the relevant conditions and supporting documents. Possible grounds include outdated data, inactivity, tax-related recommendations and a frozen NIB. The remedy therefore follows the stated ground; account reactivation is not a universal substitute.
Ask for the restriction notice or attributable explanation, its issuing office, the required corrective evidence and the route for confirming resolution. Keep dispatch on hold until the access restriction is resolved in evidence appropriate to that case. An application receipt or an assurance that someone is following up does not close the issue.
DJBC states that its customs registration service is free. If an adviser charges for assistance, distinguish that professional work from an official registration charge. Do not accept a payment demand as proof that the company needs a new NIB or that payment will guarantee usable access.
Release shipment instructions after closing the NIB access gate
Release shipment instructions only when the named company, relevant NIB function and current access evidence satisfy the company’s documented checks. Assign the final decision to a named logistics decision-maker and keep the supporting evidence available to the person preparing the declaration.
If an identity mismatch, unexplained restriction or unverified status remains, keep the instruction on hold and assign the gap to its record owner. Recheck after a material company-data change or resolution of an access problem rather than carrying forward the previous result without review.
Closing this gate means the company has enough evidence to proceed with its access planning. Product permissions, declaration data, charges and Customs handling remain separate shipment checks. The NIB review should make the handover clearer without being presented as a guarantee that goods will clear Customs.
Prepare a documented dispatch decision
Bring the closed checks, any remaining restrictions and the shipment handover plan for a focused review of the next action.
Frequently asked questions
Does an old successful shipment prove that customs access still works?
It is useful history, but it does not show the position after later data changes or restrictions. Obtain evidence relevant to the planned shipment date and company identity.
Can a broker’s account activation email close our company’s access check?
Only evidence that actually addresses your company and relevant role can close that check. A message about the broker’s own account establishes a different event.
Must every company obtain a separate paper activation certificate?
The qualifying NIB is recognized as importer/exporter access evidence in the registration framework. Do not assume a universal additional certificate; identify the actual requirement or restriction in your case.
Can small samples automatically bypass company registration checks?
The regulation contains specific exceptions, including certain non-traded samples, but the applicable procedure and facts must support the exception. A supplier calling goods “samples” is not enough to assume it applies.
How long should we allow to close an access problem?
Use the stated problem, corrective documents and responsible office to plan the interval. No universal elapsed time for data correction, account recovery and unblocking was verified; do not commit dispatch against an assumed activation date.
