Paint Factory Setup in Indonesia: Entity, Industrial Site, and Approvals

Assess the building through the production, storage and cleaning activities it must support.

A paint factory in Indonesia needs more than an incorporated company and a nominal industrial address. The intended paint range, material inventories, manufacturing and cleaning process must fit the site’s lawful use, environmental arrangements and operating permissions. Select the PT PMA route where foreign investment is involved, then keep the entity and factory approvals as separate completion tests.

Key takeaways

  • KBLI 2025 code 20221 describes paint production, but the former combined paint-and-printing-ink category cannot be assumed to have the same scope.
  • Water-based paint still creates site questions through additives, cleaning, waste and storage; the product label alone does not settle the environmental route.
  • Existing PBG, SLF and estate documents need to match the proposed use and installation rather than merely the building address.
  • A site acceptance schedule should allocate evidence and corrective actions before lease conditions become unconditional.

Find the site constraints that can defeat the paint project

Review the building against actual operations: receiving materials, storing them, manufacturing the paint, packing, holding finished goods, cleaning equipment and moving waste off site. For each operation, identify the space, services, access and legal conditions required. A neat warehouse tour does not show whether the intended production or storage can lawfully occur there.

Ask for a layout that includes non-production areas. Raw-material and finished-goods storage, quarantine, cleaning, laboratory work and waste holding often compete for the same floor space in an early sales proposal. If these areas are omitted, the stated line capacity may depend on operations that the building cannot accommodate. The factory footprint includes its support activities, not only the mixing equipment.

Site interface Question for the evidence owner Useful record
Use and installation Does the documented use accommodate this paint process and proposed alterations? Land/lease, spatial and building records with the current layout.
Materials and storage Has the estate accepted the actual material types and proposed inventory? Material schedule, safety data and written site conditions.
Cleaning and wastewater Where does cleaning liquid go, and who accepts it? Process balance, treatment interface and relevant approvals.
Waste and traffic Can waste holding and deliveries be managed within the boundary? Waste arrangement, access plan and estate requirements.

Make this schedule part of site due diligence. Record accepted, conditionally accepted or unresolved for each item, and identify who will provide missing evidence. Do not describe it as an official approval form; its value is making legal and engineering assumptions visible before money is committed.

Define the paint range and manufacturing boundary

The current OSS entry for KBLI 2025 code 20221 describes several kinds of paint, including primers and paints for metal, wood, walls, ships and epoxy applications. That is a product/activity description, not a guarantee that all formulations share one environmental or workplace-hazard profile.

The conversion of the former combined paint-and-ink category separates its destinations into current paint and other colouring/coating preparations. The number 20221 continues for paint, but its old combined title should not be used to justify a printing-ink line. Describe thinners, varnishes, putties and other additional products separately and check the appropriate current descriptions.

Provide a process narrative covering purchased ingredients, physical blending or dispersion, any additional chemical production, packaging and cleaning. If resin manufacture or another upstream process is planned, do not bury it inside the description of paint formulation. The application and site review should use the same scope as the equipment specification.

Distinguish base-plant scope from future additions. A tinting or repacking operation, a finished-paint import business and a full manufacturing facility may need different activity treatment. Document what the Indonesian company itself will perform and what it purchases from an independent supplier. A product catalogue is not a process description.

Put the operating entity and property rights in order

Confirm actual ownership before choosing the company route. A PT PMA is the foreign-invested operating structure; a domestic company must reflect genuine domestic ownership. Screen the intended activities for ownership and other conditions instead of presenting all paint-related business as universally unrestricted. The shareholder and beneficial-owner records should reflect the real investment and control.

Give the notary the agreed owners, share structure, directors, commissioner, domicile and signing powers. Overseas corporate investors need suitable formation and authority evidence, with execution and translation formalities resolved for the Indonesian file. The Indonesian company establishment process produces the underlying corporate records, while the factory project remains subject to its own permissions.

Identify the entity that signs the lease, owns the machinery, employs staff and sells paint. Temporary group arrangements need documented rights and a route to the intended operating position. Ensure the landlord can authorize the proposed works and that the lease allocates applications, modifications, utilities, environmental responsibilities and reinstatement.

The location screen should start with PP 20/2024’s industrial-estate provisions and the applicable exception tests. Do not rely on a general assurance that a cheap building outside an estate is acceptable. Put the supported location conclusion in the property file before the lease loses its conditions.

Paint site acceptance layers Use and property evidence, production scope and material interfaces form the three layers of a paint site acceptance decision. Operating evidence closes the handover. Property rights and lawful use Paint process and installed layout Storage, cleaning and waste interfaces Evidence-matched site acceptance
A site passes only when the production and support activities fit the same documented premises.

Align environmental, building and operating approvals

Describe water use, material losses, cleaning streams, air-emission sources and waste management to the environmental reviewer. Under PP 22/2021 , the proposed project and its setting determine the relevant environmental work. A water-based range can still have additives and wastes needing controls; “water-based” should not be used as shorthand for no environmental obligations.

For a solvent-containing range, the materials and quantities must reach the site, workplace and emergency-planning reviews. Use competent technical assessment rather than generic storage advice. the official hazardous-chemical workplace rule addresses chemical-control evidence including safety information and labels. A landlord’s permission to store drums does not replace the employer’s duties.

Verify the building records and any necessary PBG/SLF work against the actual use, equipment and alterations. Establish whether required environmental technical approvals or operational-feasibility outputs apply to the proposed discharges and emission sources. Separate estate-operated facilities from tenant-operated ones and preserve written acceptance of shared services.

For risk-based licensing, apply PP 28/2025 through the project’s actual OSS scope. After the deed and AHU steps, establish tax identity and authorized access, reconcile company data, enter the activity and project parameters, and download the NIB and requirement list. Complete the applicable Standard Certificate, verification or Business Licence conditions and supporting permissions before relying on the corresponding operating authority.

The environmental route and project-footprint assessment helps organize inputs; it should not be treated as a preselected document type for every paint factory. Retain the chosen route’s basis, filed inputs, authority outputs and operating commitments together.

Resolve the paint approval interfaces

Compare the process, material schedule and environmental/building records to identify missing conditions.

Test the factory handover before routine production

Use an evidence-based handover rather than a date on the equipment invoice. Close the site acceptance schedule, confirm installation and shared-service acceptance, reconcile actual production with the permission scope, and assign continuing obligations to operations. Corporate registration, completed installation and permission to operate are three different findings.

  1. Match the final line and storage layout to the project documents and identify any approved change.
  2. Check which formal outputs are issued or verified and which conditions remain open.
  3. Retain calibration, maintenance and commissioning records relevant to the line and quality system.
  4. Establish product specifications, batch identification, complaint handling and customer-release criteria.
  5. Assign tax, applicable investment reporting, environmental monitoring and licence-condition owners.

Schedule backward from these outputs. Site-document correction, utility alterations, environmental work and customer tests can control readiness even when entity formation is complete. The programme should state which assumptions are unresolved and who owns the response. It should not promise a fixed launch interval for a plant whose building and formulation are still undecided.

If a previously acceptable site becomes unsuitable after a product change, assess the new requirements before forcing the line into the old layout. The cheapest correction may be a change in product phasing or site choice. Do not classify an unapproved expansion as routine commissioning.

Accept the paint site only when its evidence matches the line

Select the site when the intended paint range, material schedule, property rights and permission route agree with the proposed installation. Preserve the conditions in the lease and procurement plan until their supporting evidence is available. An affordable building is valuable only if it supports the complete operating model.

Reject or pause a site where lawful use, critical chemical storage, cleaning discharge or building coverage remains unsupported. Resolve the named gap, update the controlled project brief and then release the relevant commitment. This makes the factory decision reviewable without confusing a registered address with an approved production site.

Close the site acceptance schedule

Use a documented acceptance decision to determine which lease and equipment commitments can proceed.

Frequently asked questions

Does a water-based product avoid chemical-control duties?

No. Assess the actual ingredients, inventories, process and waste. The marketing description alone cannot determine the applicable duties.

Can paint and printing ink use the same old classification?

Do not rely on the old combined title. Review the KBLI 2025 descriptions and the official conversion for each actual output.

Can the former tenant’s factory documents be reused?

They are useful evidence of the building’s history. Verify applicant, location, activity, scope and transfer or amendment requirements before relying on them.

Is a virtual address enough for a paint plant?

A correspondence or corporate address does not supply the physical premises and permissions needed for production and material storage.
