PAYROLL SERVICE GOVERNANCE

Payroll Outsourcing for Indonesian Companies: What the Provider Handles and You Retain

Delegate calculation and administration while keeping a named company owner for decisions and release.

Payroll outsourcing for an Indonesian company can cover calculations, payslips, reporting files and agreed tax or social-security administration. The company still needs to own employment decisions, accurate inputs, funding and authorised approvals. The precise division should be written into the engagement, rather than inferred from the phrase “full payroll.”

A payroll-processing contract does not by itself make the provider the employer. If the arrangement also changes who employs or supplies the workers, assess that separate model and its legal requirements before using an ordinary payroll scope as the explanation.

Key takeaways

  • Separate preparation, review, bank release and filing authority; one “handled by provider” label hides different control points.
  • Approve employee changes and unusual pay items before the provider calculates the month.
  • Demand payment and submission evidence after release, rather than treating a payroll report as proof of remittance.
  • Keep the data and exit arrangements usable so another team can reproduce year-to-date calculations.

Define the employer and the service being delegated

Identify the legal employer in the employment records, then describe the provider’s tasks. Routine payroll processing may involve importing approved data, calculating gross-to-net amounts, preparing payslips and producing payment or filing files. Execution of bank payments, submission of returns, employee helpdesk work and benefits administration should each be included or excluded explicitly.

A new Indonesian entity should establish its employer identity and authorised representatives alongside company registration in Indonesia . Payroll records should identify the correct company, rather than using the foreign parent’s name simply because the parent funds the operation. Intercompany funding and the employee payment process need their own accounting treatment.

Delegating a calculation does not delegate the employment decision. The company decides authorised pay, hiring and termination instructions and approves the factual inputs. Where a legal interpretation is needed, identify the qualified adviser and approval path. The processor should not silently convert incomplete HR instructions into assumed contractual terms.

Ask the provider to show a sample output inventory and a service calendar. Define what counts as an employee, an off-cycle run, a correction and a year-end task for billing and workload purposes. Avoid an arrangement where these definitions first appear after an urgent employee departure or a bonus payment.

Define the payroll boundary

Separate calculation, banking, filing and employer decisions before choosing the service.

Allocate preparation and approval at each handoff

Use a responsibility matrix that names both a preparer and the company decision maker. This original operating tool separates a task from its release authority and completion evidence. Adapt it to the engagement; it does not describe a mandatory government division of labour.

Task Provider can prepare or perform if contracted Company retains Completion evidence
Employee master data Validate format and load approved changes Accuracy, lawful instructions and authorised changes Approved change list and dated master-data version.
Gross-to-net calculation Calculate agreed pay items and deductions Review unusual items, policy and contractual inputs Payroll register with an explained variance report.
Salary payment Generate bank file or execute within agreed authority Funding and authorised bank release Bank acceptance and successful-payment reconciliation.
PPh 21 administration Prepare calculations and agreed filing records Correct employee facts and approval of treatment Workpapers, remittance and accepted filing evidence.
BPJS administration Prepare agreed enrolment and contribution data Employer oversight and complete workforce information Membership changes and relevant contribution receipts.
Ledger and archive Supply journals and payroll exports Accounting review, access and record custody Reconciled payroll journal and retrievable archive.

Do not share a bank approver’s personal credentials merely to make “payment included” convenient. Establish the authorised bank workflow and access roles with the bank. If the provider only generates a file, record who uploads it, who approves it and who checks rejected payments. A generated payment file is not evidence that employees were paid.

Identify a deputy for the internal approver. A monthly process that depends on one travelling director can fail even when the provider has calculated everything correctly. Agree how urgent exceptions are escalated without removing the required approval.

Payroll preparation crosses two company approval points The company approves input changes, the provider prepares payroll, and the company authorises release before evidence is reconciled. COMPANY Approved employee inputs PROVIDER Calculation and draft COMPANY Review and release JOINT RECONCILIATION Payments and records
Preparation and release authority should be visible in the engagement and the monthly record.

Run the cycle from approved changes to reconciled payments

Set an internal input deadline early enough to leave review time before the company’s agreed pay date and applicable statutory obligations. Dates in this operating calendar are management controls, not a substitute for current legal deadlines. List them relative to the actual pay cycle rather than copying another employer’s timetable.

  1. Submit approved hires, departures, salary changes, attendance and variable-pay instructions.
  2. Have the provider validate missing identifiers, duplicate entries and unusual movements.
  3. Review the draft payroll and explain material differences from the previous run.
  4. Approve the final version and make the required funds available.
  5. Release through the authorised payment process and resolve rejects or duplicates.
  6. Reconcile payroll, bank results, tax, social-security records and ledger entries.

For an illustrative late-bonus scenario, the company discovers a missing authorised bonus after the draft has been reviewed. The correct control is to identify the affected employee and period, obtain approval for the revised calculation and replace the payment instruction through the controlled process. Forwarding a separate informal amount to the bank team can create a duplicate or an unreconciled tax difference.

Keep an exception log with the employee reference, issue, owner, proposed correction and status. Avoid distributing the full payroll file to every person resolving one exception. Supply the relevant restricted extract and retain the final correction in the authoritative register.

Specify the tax and social-security work without assuming it is automatic

The DGT explanation of PPh 21 calculation distinguishes monthly effective-rate calculations for permanent employees outside the final tax period from the final-period annual reconciliation. The service scope should therefore say whether it covers the recurring calculation, joiners and leavers, final-period reconciliation and relevant employee evidence. Do not assume a monthly payslip service includes every year-end task.

Employer social-security administration also needs a specific scope. BPJS Ketenagakerjaan’s employer information describes the employer’s participation and contribution responsibilities. Confirm which enrolments, changes, calculations, submissions and payment checks the provider will handle. Assess BPJS Kesehatan separately; a general “BPJS included” label should identify the programmes actually covered.

Review the payroll tax classification and reconciliation risks when employee status, expatriate items or benefits create uncertainty. The payroll processor needs the approved factual and tax instructions before finalising the run. A foreign passport alone is not a complete tax-residence analysis.

Salary release, tax remittance and return acceptance are separate completion events. Require the relevant receipts and reconcile them to the approved workpapers. If the engagement excludes actual submission or payment, allocate that action internally before the first deadline, rather than finding the gap during month-end close.

Close the statutory handoff gaps

Identify which tax and social-security actions need internal execution or added scope.

Protect employee data and make an exit possible

Payroll includes personal and financial information. Article 51 of the Personal Data Protection Law addresses a processor acting on a controller’s instructions and written approval before involving another processor. Establish the actual roles and applicable obligations for the arrangement, including where data is accessed or transferred; contract labels alone do not decide every legal responsibility.

The agreement should specify permitted processing, access roles, approved subcontracting, security measures, incident escalation, retention and the method for returning or deleting data as applicable. Give the provider a controlled change channel. Do not send an unrestricted employee database to an unapproved subcontractor simply because it is described as technical support.

Test the exit pack at onboarding. It should contain the employee master data, pay-item definitions, year-to-date earnings and deductions, tax workpapers, contribution records, filed evidence, relevant adjustments and a mapping to the ledger. Agree usable export formats and explain which records cannot be transferred through a simple spreadsheet.

When switching providers, reconcile the opening year-to-date balances before the new team processes the first live payroll. Document who owns corrections for earlier periods and how the company can retrieve historical workpapers. Withhold operational acceptance of the migration if the new provider cannot explain its opening figures.

Retain a company owner for every payroll release

Outsource the preparation and administration that the engagement clearly covers, while keeping an internal owner for employee facts, approvals, funding, statutory oversight and data custody. Select a provider that can show its calculations and evidence, then test the process with a controlled sample or parallel comparison before relying on a new live run.

Escalate unexplained net-pay movements, missing remittance evidence or inaccessible historical data before treating payroll as closed. The company needs a payroll result it can verify and reproduce. A dependable handoff ends with reconciled outputs and an owned exception list, rather than a provider assurance that everything has been handled.

Build a verifiable payroll handover

Agree approvals, data access and the records needed to reproduce each pay cycle.

Frequently asked questions

Does outsourcing payroll transfer our employees to the provider?

A payroll-processing engagement alone does not establish that result. Any different employment or labour-supply arrangement needs its own legal and contractual assessment.

Can the same person prepare and approve a payroll run?

Design access and review roles for the company’s size and risks. Preserve a meaningful authorised review, particularly for bank release and changes to employee details.

What if an employee changes bank details by chat?

Use the approved identity and change-verification process before updating payment data. Preserve the authorisation and the effective pay cycle.

Should we wait until year end to test provider exports?

No. Test usable exports and opening-balance reconciliation when the service begins, while missing fields can still be corrected without a rushed migration.
