Pesticide Factory Setup in Indonesia: Entity, Industrial Site, and Approvals

Match the production role, industrial premises and product evidence before committing to a pesticide plant.

An Indonesian pesticide-factory project needs a company and industrial-site file that fits the actual operation, plus pesticide permission for the material or formulation and intended uses. First establish whether you will make active ingredients, formulate or package products, and whether household-health claims bring applicable PKRT requirements. Incorporation and an NIB alone do not establish commercial-release readiness.

The production-facility evidence and separate product permissions follow Permentan 43/2019 and, for the applicable household-health layer, Permenkes 11/2025 , checked for this planning assessment on October 17, 2026. Settle the manufacturing role and claims before selecting the applicant or committing to a factory address.

Key takeaways

  • Technical-material manufacture and formulation have separate activity classifications; start with the real process.
  • Packaging cooperation needs a documented domestic production arrangement where the applicant lacks its own facility proof.
  • Industrial-estate location and tenant environmental evidence must support the proposed chemical operation.
  • A trial permission supports testing; it does not authorise commercial circulation.
  • Household claims can require coordinated pesticide and PKRT evidence, including the applicable manufacturing-quality file.

Choose the pesticide operation before choosing the applicant

Write a production description that distinguishes making the active ingredient, turning it into a finished formulation, and filling or repacking an existing product. These choices determine which facility, supplier and product records must support the application. A brand name or a plan to sell pesticides does not identify the manufacturing operation.

The current OSS KBLI 2025 pesticide classification separates KBLI 20211, manufacture of pest-control raw materials or active ingredients, from KBLI 20212, pest-control formulations. Treat these as different starting points for classifying the actual process. A classification describes an activity; it does not establish the project’s foreign-investment conditions, risk level or permission to operate.

Technical material, formulation and packaging have different evidence

Permentan 43/2019, Articles 1 and 17–18 defines pesticide production as making active ingredients and/or formulations. Its registration requirements separately recognise an active-material plant, a formulation plant and a packaging plant as domestic production facilities. A packaging-only plan still needs production-facility evidence. Do not describe repacking as ordinary trading simply because the formulation is unchanged.

For an owned plant, collect the industry permission that evidences control of the relevant domestic facility. Where the applicant cannot meet that facility-control requirement, Article 17(2) provides for cooperation with a domestic formulation or packaging factory, documented by a production-cooperation letter. That is a specific contractual route, not permission to put an unrelated factory address on the registration.

Separate the formulation owner, registration applicant, technical-material supplier and physical manufacturer in the project brief. One company may hold several roles, but the records must explain that arrangement. A foreign formulation owner appoints an Indonesian legal entity domiciled in Indonesia for the application under Article 17; the rule allows one such appointed entity. This does not turn a foreign representative office into a manufacturing company.

Specify intended use at the same time: crop protection, stored agricultural products, household use or disease-vector control. A change from agricultural claims to household claims can change the required product evidence even when the active ingredient is familiar. Keep this intended-use statement attached to the formulation and proposed Indonesian label throughout site selection and filing.

Screen the proposed active ingredients and additives before funding equipment or studies. Use Articles 8–13 and their annexes to check prohibitions, test-based hazard exclusions and restricted-use status for the exact formulation. A familiar active ingredient does not establish that every concentration, additive mixture or intended use can be registered. Keep the screening result with the supplier specification.

Define the production role first

Bring the process description, supplier arrangements and intended-use claims together before selecting the applicant or signing a manufacturing contract.

Fit the PT and capital plan to that operating role

Foreign investment generally uses an Indonesian-law limited liability company, or Perseroan Terbatas (PT), domiciled in Indonesia, unless legislation provides otherwise. Article 7(2) of Perpres 10/2021 establishes that legal-form rule. A PT with foreign investment is commonly described as a PT PMA. An Indonesian-owned PT is the domestic route; changing the label does not change the real ownership or the operating activity.

Resolve the shareholders, beneficial owners, directors, commissioner, authorised signatory and production role before the incorporation documents are finalised. The notarial deed and legal-entity approval establish the company. Taxpayer registration, its Business Identification Number (NIB) and the project’s industrial and product permissions perform different functions.

The baseline documents for company establishment in Indonesia should use an activity description consistent with the intended pesticide process; the company file then supplies the identity used in OSS and the product applications. Maintain the same legal name and address conventions across the deed, tax record, production contract and application signatories.

For PMA, Article 26 of BKPM Regulation 5/2025 sets a general investment value exceeding IDR 10 billion, excluding land and buildings, per five-digit activity per project location, with an industrial-products exception for the same production line. It separately sets issued and paid-up capital of at least IDR 2.5 billion per PT, subject to other legislation. Project investment and corporate paid-up capital are separate tests. Document how the actual production line and locations fit the calculation before committing capital.

These capital figures are not registration charges, a factory construction budget or an approval to use a particular chemical. Equally, the existence of a five-digit KBLI code does not prove a foreign-equity entitlement. Complete the activity-specific investment screen for the selected ownership and process; retain the result with the company’s scope rather than assuming a universal pesticide-sector percentage.

PP 28/2025 is the current risk-based business-licensing framework and replaces PP 5/2021. Enter the actual activity, project location and other requested project characteristics in Online Single Submission (OSS), then use the permissions and conditions assigned to that project. An issued NIB is an identity and registration output; do not read it as proof that every site, industrial or product condition has been satisfied.

Pesticide manufacturing choices and the intended-use overlay Match every applicable operation: technical-material manufacture needs plant and source proof; formulation needs production-facility proof; contractual packaging uses domestic-plant and cooperation evidence. Then match agricultural claims to use and study scope, and additionally screen household-health claims for PKRT. Household screening does not replace pesticide obligations. Match each operation you will perform Make technical material Plant + source proof KBLI 20211 Formulate pesticides Production-facility proof KBLI 20212 Contract packaging Domestic plant + cooperation letter Add the intended-use test Agricultural claims Match use + study scope Household-health claims Also screen PKRT
Mark every applicable operation; a plant may make technical material and formulate products. The domestic cooperation route addresses the unmet own-facility proof requirement in Article 17(2). All options retain applicable pesticide obligations, and household-health claims add a PKRT screen.

Test the industrial site before committing to it

Reject a candidate site if the project cannot document both its legal location route and its ability to manage the proposed pesticide process. A generic warehouse lease, a corporate correspondence address and an industrial-estate offer are different pieces of evidence. None alone proves that the planned synthesis, blending, filling or chemical storage can take place there.

PP 20/2024, Article 62 makes industrial-estate location the default for industrial companies. Its exceptions are specific to geography or the stated industrial categories; the listed geographic exceptions and specified medium-industry exception still require location in an industrial allocation area (KPI). Do not assume that a small footprint, an existing building or a landlord’s assurance establishes an exception. Record the exact exception and evidence if relying on one.

Check how factory premises qualify as an Indonesian address against the production description before accepting the lease: the address used for the company must not obscure where the pesticide operation actually takes place. Obtain a site plan that identifies production, raw-material and finished-product storage, utilities, waste handling and any shared infrastructure. Treat these as diligence inputs to the applicable approval file.

Ask the estate operator for a project-specific environmental basis

For an industrial-estate tenant, Article 63 of PP 20/2024 requires detailed environmental management and monitoring plans approved by the estate operator, together with spatial-use conformity. Article 63(5) gives those detailed plans the stated environmental-approval function. Ask for the approved tenant document that actually covers the process, capacity and pollutants; the estate’s broad environmental document is not a substitute for identifying the tenant’s own obligations.

Before engineering is frozen, identify wastewater, air emissions, cleaning residues, off-specification material and contaminated packaging from the real process. Establish which streams are hazardous waste (Limbah B3) and who will store, transport or treat them. A formulation line using purchased technical material can have different waste streams from an active-ingredient synthesis plant; the environmental file should reflect the process rather than the sales description.

Permen LHK 6/2021, Articles 51–54 distinguishes hazardous-waste storage standards integrated with the NIB for SPPL activities from storage technical details included in environmental approval for AMDAL or UKL-UPL activities. Its separate technical-approval and operational-feasibility provisions apply to specified waste-management activities. Storing your own waste and treating hazardous waste are different approval questions. Identify the applicable route instead of ordering a generic “B3 permit.”

Keep spatial, environmental, building and industrial evidence as separate checks. Where building approval or a certificate of functional suitability is required, confirm that its actual use and configuration fit the plant. If estate acceptance, utilities or waste handling cannot accommodate the stated chemical process, change the layout or site before progressing the affected application; a product registration cannot repair that mismatch.

Resolve the site evidence gap

Use the proposed plot, process flow and estate documents to identify which location and environmental conditions remain unsupported.

Prepare the pesticide dossier for its intended use

The pesticide dossier follows the formulation, technical material and intended-use claims. Permentan 43/2019, Articles 15–18 and 28–34 separates the trial-permission stage from permanent pesticide permission. Trial permission supports verification of quality, efficacy and safety claims; it is not a commercial launch approval. Article 28 provides permanent-permission categories for pesticides, technical materials and pesticides for export.

Build the applicant and supplier chain before testing

The administrative file includes the NIB, completed pesticide registration form, signing-authority statement, trademark evidence, applicable supply/data-access documents and manufacturing evidence. Article 17 also calls for the technical-material manufacturing licence from the competent authority in the country of origin. Obtain the actual supplier and production records, rather than assuming a distributor’s brochure proves origin or access to regulatory data.

The initial technical package under Article 18 includes a certificate of analysis from an accredited quality-testing laboratory, a technical-material chromatogram subject to the stated exceptions, and a certificate of composition from the formulation maker. Agree who will provide each item before commissioning studies. Reconcile the active ingredient, concentration, formulation type, supplier and facility against the application so that testing supports the product you actually intend to make.

Permanent pesticide applications add the applicable quality, toxicity, environmental-toxicity, efficacy and combination-product evidence under Article 30. The testing requirements and exceptions vary by product and use. Technical-material and export applications have their own Article 31 evidence route; do not copy the complete crop-protection study list into every dossier or assume export permission authorises Indonesian domestic distribution.

Household claims create a second product-file check

The agriculture regulation itself includes household and human disease-vector uses and provides Format-4 for those applications. Separately, Permenkes 11/2025, Annex sections 4 and 7 provides domestic product authorisation and good-manufacturing certification standards for Perbekalan Kesehatan Rumah Tangga (PKRT), household health supplies. Household pesticide positioning therefore requires a coordinated review of both pesticide and applicable health-sector evidence, not an automatic choice between ministries.

The domestic PKRT file calls for the relevant industry business permission, a Cara Pembuatan yang Baik (CPB) certificate for the product type, and the manufacturer–brand-owner relationship where applicable. It includes formula, production flow with quality-control stages, raw-material and finished-product evidence, packaging specifications, stability, Indonesian instructions, batch-code explanation, marking and claim support. The class 3 renewal requirements expressly cross-reference permanent pesticide-registration and approved-marking evidence; keep those records aligned where that class applies.

For the PKRT manufacturing-quality route, appoint the required technical responsible person and plan the quality system before the inspection stage. The current CPB standard specifies at least a D-3 qualification in health, engineering or science, CPB training, full-time work and no concurrent director or commissioner role, alongside its other conditions. These are PKRT requirements; do not transfer them indiscriminately to every agricultural pesticide factory.

Submit, answer corrections and retain the final decision

Use the applicable electronic licensing route with the authorised company account and signatory, completing the relevant product form and attaching legible evidence. Permentan Article 34 distinguishes Format-2 for synthetic/natural pesticides, Format-3 for specified attractant, pheromone or growth-regulator products, Format-4 for household/vector products, Format-5 for technical material and Format-6 for export. Select the form from the product scope, not from the factory’s trading name.

Retain the submission reference, uploaded versions, payment evidence where an official charge applies, and every request for clarification. Respond within the deadline in the applicable notice and regulation, correcting the source document as well as the portal field when they differ. Download the issued decision and its attachments; a submission acknowledgement or a file marked under review is not the approval.

Plan the schedule around studies, site readiness and a complete dossier. Articles 39–43 of Permentan 43/2019 include a decision period of up to 90 working days after the minister receives the relevant proposal, not a 90-day factory launch from incorporation. The permanent permission has a five-year validity and can be re-registered; pending applications cannot be used to justify commercial circulation. Keep authority decision periods distinct from preparation, testing and construction time.

Use a scope-to-evidence test before commercial release

Use the following documentary test when choosing an operating model. Start with the row that describes the physical work and add the household row if the intended use triggers it. The rows can overlap: a plant may make technical material and formulate products, while a different entity owns the brand. This is an editorial cross-check of the cited requirements, not a new official permit category.

Your scope Whose file must match Evidence to reconcile Commercial boundary
Make technical material Applicant + technical-material manufacturer Relevant plant industry evidence; source-country manufacturing licence; Article 18 package and Article 31 quality result. Technical-material permission for the actual material; confirm any separate downstream formulation scope.
Make agricultural formulations Applicant + formulation plant + ingredient supplier Own formulation-facility industry evidence; supplier/data-access chain; Article 30 studies matched to claims. Permanent pesticide decision and registration for the formula and uses; plant conditions also satisfied.
Use packaging or repacking cooperation Applicant + domestic packaging/formulation partner Article 17(2) production-cooperation letter where own-facility proof is unmet; partner’s relevant industrial scope. Product decision and production arrangement match; the contract alone does not clear sale.
Add household-health positioning Pesticide applicant + PKRT manufacturer/brand owner as applicable Household/vector pesticide dossier plus applicable domestic PKRT, CPB and manufacturer–brand-owner evidence. Applicable pesticide and health product outputs reconciled with the approved marking and plant.
Produce only under export permission Applicant + approved production chain Export-specific Article 31 dossier and relevant factory evidence. Export permission is not Indonesian domestic circulation permission (Article 45).

The activity and applicant matches above derive from Permentan 43/2019, Articles 17–18, 28–34 and 45 ; the household layer derives from the current domestic PKRT and CPB standards . A missing item means the corresponding scope needs work before the release decision. Do not compensate for absent product permission by presenting more company documents, or for an unsuitable facility by presenting a product’s registration number.

Close the file with evidence that can be checked

  • Match the legal entity and authorised applicant to the issued company, NIB, industrial and product records. Resolve inconsistent names, locations or signatories before relying on them.
  • Match the actual operation and capacity to the site, environmental and industrial conditions. Keep the estate-approved tenant plan or other applicable environmental output, its conditions and relevant technical documents.
  • Match each product to the issued registration decision, authorised uses and marking. For household products, reconcile the applicable PKRT output and CPB scope with the real manufacturer.
  • Match the release record to what was made: formula, ingredient source, batch quality evidence, label and destination market. Escalate a changed supplier, formula, facility or claim for the applicable amendment assessment before relying on the old file.

Assign an owner for continuing conditions as soon as the approvals are issued. Articles 46–47 of Permentan 43/2019 require registration holders and production-facility owners to report production and circulation each semester in July and January, and require the holder to assure product quality. Add licence validity, applicable environmental monitoring, company tax obligations and investment reporting to the operating calendar according to the company’s actual obligations.

Approval evidence must match the factory and product that will operate. If the application is returned, diagnose the mismatch first: applicant authority, supplier access, plant control, intended use or study coverage. Repair the affected record and respond through the relevant process. Re-submitting the same inconsistent set under a different attachment name will not resolve the underlying evidence gap.

Choose the next commitment for your pesticide factory

For a technical-material project, settle ingredient eligibility, manufacturing evidence and the site’s process capacity before buying the production line. For a formulation project, secure the supplier/data-access chain and study plan alongside the plant design. For a packaging arrangement, establish the domestic partner’s relevant industrial evidence and the production-cooperation document before treating the facility requirement as resolved.

Freeze household and disease-vector claims early because they affect the pesticide form and the applicable PKRT file. The immediate commitment should follow the weakest supported part of your chosen model: entity and applicant authority, an acceptable site, a defensible production chain or the product dossier. Proceed to commercial release only after the issued outputs and their conditions have been reconciled with the actual plant, product and market; an NIB or a trial permission alone is insufficient.

Turn the scope into an approval brief

Bring the selected operation, site evidence and product claims into one documented brief so the next application addresses the remaining gap.

Frequently asked questions

Can a foreign formulation owner apply without building its own factory?

Permentan Article 17 provides an appointment route through one Indonesian legal entity domiciled in Indonesia. Where the applicant does not meet the own-facility proof requirement, the regulation provides cooperation with a domestic formulation or packaging factory. Document the appointment, manufacturing arrangement and relevant authority of each party; none of these documents guarantees the product decision.

Does repacking a registered pesticide allow a new label or claim?

Do not treat a packaging arrangement as permission to change the authorised product. Reconcile the proposed pack and label against the registration and approved marking, and assess the applicable change procedure before release. A new claim can require different supporting evidence even when the chemical mixture has not changed.

Can an industrial-estate environmental document cover every tenant process?

The tenant route requires detailed management and monitoring plans approved by the estate operator under PP 20/2024. Check that the tenant document covers the real process and capacity, and identify remaining hazardous-waste or other technical requirements. Do not rely only on the estate’s name or its broad environmental document.

Can an export-only pesticide approval support local sales?

No. Article 45 of Permentan 43/2019 prohibits domestic circulation or use of pesticides holding the permanent permission for export. Keep export and domestic market decisions separate when designing labels, order acceptance and release checks.

When should the authorisation validity be reviewed?

Review the issued decision when received, before changing a relevant supplier, formula, claim or manufacturing arrangement, and when planning renewal. Keep the current decision and its attachments available to the staff responsible for release and reporting. A historical registration number without the operative scope and conditions is an incomplete control record.
