INDONESIA CORPORATE INCOME TAX
PT PMA Corporate Tax Rates: Standard Rules, Special Regimes and Eligibility
Match each percentage to the income it taxes and the evidence that makes your company eligible.
An Indonesian PT PMA generally pays corporate income tax at 22% of taxable profit. Article 31E can reduce the rate on qualifying profit; foreign ownership alone does not prevent that relief. A new ordinary PT cannot enter the 0.5% turnover regime after the April 2026 amendment, although an eligible existing PT may retain its unexpired period. Establish the tax base and legal entitlement before using a lower percentage. DGT corporate tax guidance and PP 20/2026 provide the starting rules.
Key takeaways
- Taxable profit requires a fiscal reconciliation; the accounting profit figure is only the starting point.
- The Article 31E turnover ceiling and the profit slice receiving relief are separate tests.
- Legacy final-tax treatment needs registration history and an unexpired entitlement, rather than a low sales forecast alone.
- An investment-incentive budget needs the relevant approval and benefit period; an incorporation document cannot establish the concession.
Start with the company's tax base
A foreign investment company, or PT PMA, is an Indonesian limited liability company with foreign investment. Its shareholders may be foreign, while the company itself is a domestic corporate taxpayer because it is established in Indonesia. Article 2 of the Income Tax Law makes establishment or residence the company-level test. Do not carry the foreign shareholder’s tax classification into the subsidiary’s rate calculation.
Keep the underlying legal entity consistent with its company formation in Indonesia records: the company named in the deed, tax registration and accounts should be the taxpayer whose income you are measuring. A foreign parent’s Indonesian permanent establishment is a different taxpayer category and should not be placed into the same eligibility worksheet.
Under the general method, taxable profit is obtained after the relevant fiscal adjustments, allowable deductions and applicable loss treatment. DGT’s calculation explanation distinguishes that amount from gross receipts and from the tax balance remaining after credits. Accounting profit, taxable profit, annual tax liability and cash still payable can therefore be four different figures.
For planning, build a bridge from the ledger to taxable profit before selecting a rate. Identify income taxed separately on a final basis, non-taxable income and expenditure requiring adjustment. A sales figure multiplied by the corporate rate is not an adequate provision calculation. Likewise, a tax credit changes the balance payable; it does not establish eligibility for a reduced rate.

Test Article 31E using annual gross turnover
A PT PMA can fall within Article 31E as a domestic corporate taxpayer. The rule grants a 50% reduction of the general rate on taxable profit attributable to the first IDR 4.8 billion of gross turnover, provided annual gross turnover does not exceed IDR 50 billion. At the current general rate, that qualifying profit is taxed at 11%.
| Annual gross turnover | Profit treatment under Article 31E | What the finance team must establish |
|---|---|---|
| Up to IDR 4.8 billion | 11% on all eligible nonfinal taxable profit | Complete turnover total and fiscal profit |
| Above IDR 4.8 billion, up to IDR 50 billion | 11% on the allocated slice; 22% on the rest | Allocation of taxable profit using the turnover ratio |
| Above IDR 50 billion | No Article 31E reduction | General rate or a separately established regime |
For the middle band, allocate eligible taxable profit using IDR 4.8 billion divided by total gross turnover, then apply the two rates to their respective portions. The IDR 4.8 billion figure is not a deduction from taxable profit. It is the turnover reference used to determine how much profit receives the reduction. The statutory explanation illustrates this allocation, although its historical numerical tax rates must be updated.
The turnover test is broader than a single sales account. DGT’s Article 31E explanation includes business and nonbusiness income, domestic and foreign income, and final, nonfinal and exempt income, after the stated sales adjustments. Relief applies to taxable income subject to nonfinal tax. Prepare a complete turnover reconciliation rather than removing final-tax receipts from the threshold worksheet merely because they are taxed separately.
DGT describes the facility as self-assessed in the annual corporate return, without a separate application, and excludes permanent establishments. Retain the calculation and its source data alongside the return. For a mixed-income company, confirm both the turnover denominator and the income included in taxable profit; those two amounts perform different jobs. A supporting schedule should let another accountant reproduce the result without relying on the percentage entered in the tax software.
Check the 2026 restriction on 0.5% final tax
Effective 22 April 2026, PP 20/2026 restricts the listed eligible forms for the small-turnover final regime to individuals, qualifying one-person companies and cooperatives. An ordinary PT PMA newly established after the change cannot qualify merely because turnover is below IDR 4.8 billion. Its ordinary PT form is the decisive distinction; a foreign investor should not read the reference to a one-person company as describing a conventional PT PMA.
Article II(1)(e) preserves an ordinary PT’s unexpired final-tax period where the company continues meeting the former PP 55/2022 criteria. This is a transition, not a fresh three-year entitlement. The old rule allowed a PT at most three tax years, counted from its registration tax year, and contained exclusions for an election into general taxation and specified incentive recipients. The relevant former provisions of PP 55/2022 remain necessary when assessing a protected period.
A practical eligibility file should therefore show the tax registration date, first and final tax years of the original period, turnover history, any election notice and any incentive decision. Record why the company meets the transition before continuing the 0.5% treatment. An old certificate or an earlier payment code should be checked against that history rather than treated as conclusive proof by itself.
The protected final charge is based on qualifying business turnover rather than profit. A low margin or a commercial loss does not make a turnover-based charge disappear. Keep the forecast clearly labelled by regime so that a comparison of cash requirements does not silently mix a sales-based calculation with a profit-based one. These are distinct statutory treatments, not percentages management can freely select.
The calculation examples below assume the general profit-based method. That assumption is essential before comparing their results.
Compare two profit-based calculations
The following figures are hypothetical illustrations for an ordinary resident PT PMA, with no final-tax income, special incentive or listed-company reduction. The stated profits are already taxable profits after fiscal adjustments and any applicable loss offsets. Both examples show annual income-tax liability before credits and instalments, not the final cash balance payable.
Same taxable profit, different turnover
Company A has annual gross turnover of IDR 3.6 billion and taxable profit of IDR 360 million. Because the entire profit falls within the Article 31E relief slice, the calculation is 11% × IDR 360 million = IDR 39.6 million. Applying 22% to its IDR 3.6 billion turnover would produce an unrelated and incorrect result.
Company B has annual gross turnover of IDR 12 billion and the same IDR 360 million taxable profit. Its qualifying profit is IDR 4.8 billion ÷ IDR 12 billion × IDR 360 million = IDR 144 million. The remaining IDR 216 million is outside the reduced-rate slice.
| Component | Calculation | Annual tax |
|---|---|---|
| Reduced-rate profit | 11% × IDR 144 million | IDR 15.84 million |
| Remaining profit | 22% × IDR 216 million | IDR 47.52 million |
| Company B total | IDR 15.84 million + IDR 47.52 million | IDR 63.36 million |
Company B’s effective tax rate on the stated taxable profit is 17.6%, compared with Company A’s 11%. That difference follows from the relief allocation. It does not establish a new statutory rate or a rate available simply because another company reported it. Replacing the assumptions with your complete turnover and fiscal profit is the step that turns this illustration into a company calculation.
A useful review question is whether a movement in the tax provision came from a changed profit base, a changed turnover band or a lost entitlement. Keep those explanations separate. Otherwise a margin change can look like a tax-rate change, and an expiring final-tax period can be missed until cash payments increase.
Resolve the reduced-rate calculation
Review a turnover allocation or expiring final-tax period before the forecast is carried into the provision.
Keep listed-company and investment relief separate
A company’s foreign investment status does not, by itself, award a listed-company reduction or an investment incentive. Separate the following legal routes from the ordinary Article 31E calculation and retain the evidence for the route actually used. A percentage quoted during incorporation discussions is insufficient to support an annual provision.
Listed-company reduction
Under PP 55/2022 Article 65 , a qualifying Indonesian public company can obtain a three-percentage-point reduction, giving a 19% rate. At least 40% of paid-up shares must be traded on an Indonesian stock exchange and held by at least 300 parties, each holding below 5%. These conditions must be met for at least 183 calendar days in the tax year and reported to DGT; related parties and buybacks are excluded from the relevant holder tests. A privately held PT PMA does not meet this route simply by having several investors.
Investment relief and large multinational groups
The PP 78/2019 tax-allowance framework covers specified business fields and/or regions, subject to investment conditions. Its implementing rule provides a net-income deduction equal to 30% of qualifying tangible fixed-asset investment, spread over six years at 5% annually, and requires an application before commercial production. This changes the income calculation; it does not mean a universal 30% reduction in every PT PMA’s tax bill.
For a tax holiday, confirm the award, covered activity and benefit period. PMK 69/2024 set 31 December 2025 as its proposal deadline. That rule alone does not establish an open application window for a new 2026 project. Keep an existing approved benefit separate from an assumed future award when preparing the investment model, and do not add multiple incentives together without checking their compatibility.
Large groups need another screen. The Ministry of Finance’s global-minimum-tax explanation identifies a 15% framework from 2025 for multinational groups with consolidated revenue of at least EUR 750 million. A low Indonesian tax charge or holiday therefore needs group-level review under the applicable minimum-tax rules. The subsidiary’s local turnover cannot answer that group-scope question, and the 15% framework is not a replacement headline rate for every PT PMA.
Approve a defensible PT PMA tax-rate position
Match your company to a supported route: ordinary taxable profit with Article 31E where eligible; a documented, still-protected final-turnover period; or a separately evidenced listed-company or investment treatment. For most private PT PMA planning, the profit reconciliation and annual turnover test will resolve the main rate question. Escalate when registration history, mixed income or an incentive award changes the answer.
Before carrying the rate calculation into the annual return , retain the turnover reconciliation, taxable-profit bridge and evidence for each special treatment. An unexplained lower percentage is a reason to pause the provision approval. Ask the preparer to identify the legal route, tax base, qualifying period and calculation that support it; then update the forecast from those facts.
Prepare the tax-rate evidence for review
Organise the reconciliation, registration history and any incentive decision around the treatment your company intends to apply.
Frequently asked questions
Does an overseas shareholder make the PT PMA a nonresident company?
No. Assess the Indonesian company itself. Shareholder residence and company residence are separate classifications; use the entity’s establishment and tax records to identify the taxpayer.
Can I use a historical tax certificate without checking its end year?
A certificate should be reconciled with the registration year, original entitlement period and subsequent eligibility changes. The 2026 transition does not restart an expired ordinary-PT period.
Should the annual provision equal the cash tax still payable?
Not necessarily. The provision calculation and the remaining payment balance answer different questions. Reconcile eligible tax credits and instalments separately rather than changing the statutory rate to make the numbers agree.
What makes an investment-incentive claim reviewable?
Keep the approval, covered investment and activity, relevant benefit years and supporting realization records together. A projected saving or incorporation quotation is not the same evidence as an awarded facility.
