SINGAPORE BUSINESS LICENCES / PREMISES APPROVAL / OPENING CHECKLIST

Singapore Business Licences: Activity and Premises Approval Checklist

Connect the activity, the operator and the premises before committing to an opening date.

Whether you need a Singapore business licence depends on the actual activity, operator, products and place of business. A company registration or Singapore Standard Industrial Classification (SSIC) code does not itself authorise a regulated activity. A premises approval may be needed separately from the activity licence, and some businesses will have additional product, staffing or fire-safety requirements.

The practical risk is taking on rent or fit-out costs before knowing whether the intended use is permitted at the exact unit. Describe the operation, check the unit’s approved use, and ask the relevant licensing agency what evidence and approvals it needs before fixing an opening date. If no sector licence is needed, still check other applicable premises and legal obligations.

Key takeaways

  • Match permissions to actual activities, not just the business name or SSIC code.
  • Confirm the precise unit’s approved use and landlord consent before committing to fit-out.
  • Planning, sector licensing and fire-safety decisions can be separate gates.
  • Track the licensed operator, address, activity, conditions, expiry and proof of completion together.
  • Fees and agency processing periods are components of the budget and schedule, not an opening guarantee.

Map activities to the right permissions

Start with a plain-language description of the operation: what will be made, prepared, stored, sold or delivered; whether customers visit; which products are handled; and which company actually contracts with customers. Note opening hours and whether the activity takes place in one unit, at a temporary site or online. Each material activity may engage a different agency or permission.

The Accounting and Corporate Regulatory Authority (ACRA) uses SSIC codes to classify primary and, where relevant, secondary business activities. Its SSIC guidance explains how to select them. An ACRA name referral is not necessarily the operating licence: ACRA explicitly notes that its approval does not itself constitute a Monetary Authority of Singapore licence where one is required.

The entity filing and the operating approval should therefore be tracked separately. If a new company is needed, check the underlying Singapore company registration requirements alongside the licensing work. ACRA’s post-registration guide points businesses to GoBusiness licence e-Advisers; use the result to identify possible agency requirements, then check the actual licence conditions with the issuing agency. A questionnaire is a starting point, not evidence of approval.

For an existing operator changing its business model, the SSIC update and licence impact are separate workstreams: updating the entity record does not establish that a current licence covers the revised operation. Record which business is the applicant and verify its address and authorised representative before submission.

Check the unit before signing or fitting out

Ask for the unit number, floor plan, last approved use and owner’s written consent. A building’s general commercial label does not by itself establish that every use is permitted in every unit. The Urban Redevelopment Authority (URA) advises checking whether planning permission is required before committing to tenancy or renovation. URA SPACE shows allowable and last approved uses for shophouses and selected commercial and industrial properties. Where the site is owned by a public landlord, check its applicable requirements as well.

If the intended use differs, the applicable route may be a change-of-use application, an eligible lodgment or another authority-specific process. URA assesses full applications against planning considerations and may approve or refuse them. Its lodgment scheme is restricted to specified uses and locations and requires the published conditions to be met, including prior owner consent. Do not treat instant lodgment approval as a substitute for required sector or fire-safety approvals.

Check proposed structural works, escape routes, ventilation and equipment with the landlord and an appropriate qualified professional. The Singapore Civil Defence Force (SCDF) says plans for fire safety works require approval before those works; its fire safety certificate or temporary fire permit process has separate prerequisites. Whether and how those requirements apply must be assessed for the actual works and premises.

Activity and premises approval gates The business model leads to separate activity and premises checks; both feed an opening evidence review. Define business model Activity permissions Premises and fire checks Review opening evidence
Separate gates converge at the opening decision.

Build an activity and premises approval matrix

Use one row per approval rather than a single “licence complete” tick. The following matrix makes discrepancies visible before they become a launch problem. Add an owner and a due date for each row; where a requirement does not apply, record why and where that conclusion was checked.

Control Evidence to collect Decision to make
Operator Entity name, UEN and authority to apply Applicant and actual operator match; authorised person can submit.
Activity Products, services, customers and hours Identify each licence, exemption or agency question; record its scope.
Premises Exact unit, plan, approved use and owner consent Check use, applicable planning route and restrictions before fit-out.
Works and safety Proposed layout, equipment and professional advice Record applicable fire and building submissions, inspections and completion.
Decision Agency decision, conditions, payment and expiry Match operator, address and permitted activity; retain conditions and evidence.
Release Outstanding-item log and responsible owner No unresolved gate that applies to the proposed opening.

For example, a food shop that also imports food and serves alcohol should assess those activities separately. A food shop licence does not automatically settle import permissions or the relevant liquor class. Conversely, do not assume that an import or liquor approval authorises food preparation at a different unit.

Does the site and activity file match?

We can help identify missing information and coordinate the next steps with the relevant specialists.

Prepare the application and follow the decision

For each identified route, open the regulator’s current instructions and confirm the correct applicant, application service, supporting documents, fee, prerequisites and review sequence. A business using GoBusiness should check the relevant authorisation and access arrangements before the person responsible starts a submission. Keep a copy of the submitted description and drawings, receipt, agency queries, responses and final decision in the same project file.

The SFA food shop route illustrates why the submission and opening are not the same event. The agency requires a layout plan showing equipment and infrastructure, reviews the application and plan, and requires a pre-licensing inspection before operations. Its published process lists additional documents where applicable, including planning or HDB approval, tenancy and stamp-duty evidence, cleaning arrangements and pest-control contract. Conditions and submission details depend on the actual application.

If an agency asks for changes, update the master plan and review whether another submission is affected. Do not proceed on an assumption that a revised plan has been accepted: keep the agency response, version and date. For SFA food shops, the published process says applications can be closed if necessary documents remain outstanding two months after application. If closed, follow SFA’s instructions for a fresh complete application.

Budget for approvals and opening delays

The following public figures are examples checked on 29 October 2026; confirm the live agency pages and actual applicability before paying. They do not cover every Singapore business licence or represent an HSJGlobal service price.

Potential charge Published official fee Agency timing Boundary
URA full change-of-use application S$500 Generally 10 working days; incomplete files or other agency consultation can add time. Assessment can be refused; fee is non-refundable.
Eligible URA change-of-use lodgment S$150 Instant approval on successful lodgment. Only specified qualifying uses/sites and conditions; other approvals remain separate.
SFA Food Shop Licence S$195 for one year For complete and orderly applications, SFA states notification of approved application and layout within 7 working days. Fit-out, documents, inspection and payment/GIRO conditions are additional steps.

For a hypothetical food shop requiring a full URA change-of-use application and the SFA Food Shop Licence, the listed government charges total S$695 (S$500 + S$195) . If the proposed use and unit instead qualify for URA lodgment, the corresponding two charges total S$345 (S$150 + S$195). These are alternative cases, not a choice that every applicant can make. Add any other agency fees, landlord charges, professional design, inspection, renovation, ventilation, insurance, tax setup and recurring compliance costs as applicable. Request a written scope for professional support; no HSJGlobal licensing fee is asserted here.

Do not add published agency review periods and call the result an opening date. Site selection, owner consent and plans precede or interact with submissions; agency questions, revisions, contractor availability and inspection bookings can extend the path. SFA says that applicants without the relevant GIRO arrangement may commence only after payment through the specified methods. Keep contingency time and money until the actual release conditions are confirmed.

Control changes after approval

Assign someone to maintain a register with issuing agency, licence holder, authorised site, permitted activities, conditions, expiry, renewal deadline and supporting records. Review the terms before changing operator, outlet, products, floor layout or trading hours: the agency may require an update, fresh approval or a different licence. Do not assume a licence can be transferred or that a landlord’s consent changes an agency record.

If a licence has expired or a site is no longer covered, stop the affected activity until the regulator confirms the appropriate recovery route. Preserve evidence of the lapse and communications, determine whether renewal or a new application is available, and correct related records. A company may also need entity, tax, employment and other ongoing compliance work; those tasks run alongside, rather than replacing, the licence conditions.

Decide whether the premises can open

Release the opening only after the operator, the exact premises, the activities and the supporting documents agree across all applicable decisions. A submitted application, preliminary layout concurrence or name registration is not enough where the licence, inspection, payment or other clearance remains outstanding.

If the intended use is uncertain, the landlord cannot provide consent, the approved plan differs from the planned fit-out, or the licensing scope is unclear, pause the affected activity and obtain a decision from the responsible authority or a qualified adviser. Keep the approval evidence and conditions with the person responsible for operating the site.

Frequently asked questions

Does every Singapore business need a business licence?

No single licence applies to every business. The need depends on the actual activity and applicable rules; verify the sector and premises requirements for the proposed operation.

Can I start operating after receiving a UEN?

A UEN identifies the registered entity. It does not replace any sector licence, premises approval or other permission required for the activity.

Does a landlord’s consent approve the use?

Owner consent may be needed, but it does not itself replace planning permission or a sector licence where either is required.

Does an approved food shop layout mean I can open?

Not by itself. SFA’s published process includes further requirements, including inspection and applicable payment or GIRO conditions.

Can I move an existing licence to a new unit?

Do not assume it follows the move. Check the issuing agency’s conditions and application route for the new address before operating there.
