Home-office address management

Singapore Home Office Scheme: Business Address Rules

Document the resident, permitted use and company address through the full lifecycle.

Two non-residents is the Home Office Scheme’s limit for people engaged at the home office, including employees, partners and directors. It is not simply an allowance for two employees plus visiting directors. The person running the home office must also be an eligible resident of the premises.

A qualifying resident can use the home for small-scale business administration after the relevant Home Office registration: HDB for an HDB flat, URA for a private home. The property must remain residential, and the company’s ACRA address obligations still apply separately.

Key takeaways

  • Check the resident applicant, owner consent and specific home-office use together.
  • Count all non-residents engaged at the unit, including partners and directors.
  • Keep customer visits, stock handling and other non-administrative operations outside the Home Office use.
  • Retain the scheme acknowledgement and reconcile it with the company address record.

Check the resident and the unit before selecting the address

The URA Home Office rules route private homes to URA and HDB flats to HDB. An owner, tenant or authorised occupant must continue living at the property. If the applicant is not the owner, prior written owner consent is required. An overseas shareholder cannot simply nominate another person’s home as an operating address without satisfying these conditions.

For an HDB flat, the HDB conditions and applicant FAQs explain that the person must be recorded as an owner, occupier or tenant. Check that status before beginning an online application. A tenancy document and a current housing record should tell the same story about the person’s right to reside there.

An eligible address needs an eligible resident and a qualifying use. Owner consent alone does not resolve an unsuitable activity, and a suitable desk-based activity does not resolve the applicant’s occupancy status. Keep each decision explicit instead of treating a postal code as approval.

For a company being incorporated, settle this permission before using the home as its registered office. The broader Singapore company registration process can then use an address whose basis is documented, rather than relying on a plan to seek housing permission after the corporate filing.

Check whether the home address fits the company plan

Review the resident applicant, proposed administration and intended company address before committing the incorporation filing.

Create an address-use evidence passport

Keep an address-use evidence passport for this particular unit and business. It is an internal working document, not another government application. Its purpose is to show why the home address remains appropriate as the company changes.

Passport field Evidence to retain Issue that needs action
Resident and property Applicant status, unit address and owner consent where required Applicant leaves the home or consent ends
Business identity Business/company name, registration reference and activity description Another company is added or the operating activity changes
People at the unit Resident/non-resident roster with actual roles A third non-resident becomes engaged in the office
Permitted physical use Administrative workflow and where other operations occur Customers, goods or service delivery move into the home
Corporate address Filed address, communications and record-access arrangements Housing permission and ACRA record no longer agree

For example, a resident founder works with one non-resident assistant and a non-resident director at the unit. Both non-residents count for the scheme; an additional non-resident partner would not fit merely because the partner is unpaid. Assess the real participation in the business at the unit rather than payroll labels or a rotating attendance plan.

HDB permits more than one business at a flat where the businesses are owned by the eligible owners, listed occupiers or tenants, with separate applications for each. That does not create an independent two-person allowance for every company at the same unit. Review the total activity and people at the home.

The housing permission concerns administration. HDB’s FAQ says a business whose main operational activity is not permitted can still use a qualifying flat for administration or business registration, with the other activities elsewhere and no customer visits. Record that separation concretely: where the goods, clients and operational staff actually go.

Register the Home Office before filing the home address

The ACRA incorporation guide tells applicants planning home-based company operations to obtain Home Office approval from HDB or URA before incorporation. HDB’s FAQ allows an individual application before ACRA registration; check whether the relevant licensing authority needs the business name and UEN reflected before choosing the filing sequence.

  1. Confirm residency, property type, owner consent and an administrative-only operation. Identify any separate activity licences required.
  2. Use the relevant Home Office registration service and keep the completed application and acknowledgement. For HDB, Singpass and payment details are required; an authorised third-party filer also needs the applicant’s authorisation.
  3. Use the correct company or business details in the ACRA filing. Reconcile the unit number, postal address and recorded business identity with the housing registration.
  4. Put the office’s communications and access arrangements into practice. Keep responsibility for mail and company records assigned when the resident is away.

HDB’s application and registration-management page lists a non-refundable S$20 administrative fee. Do not extend that figure automatically to a private-home application or confuse it with ACRA incorporation charges. URA’s page requires the applicable application fee; check the amount in the relevant service before payment.

The one-time Home Office permit lasts for the duration of the home-office business, subject to continuing compliance. “One-time” does not mean that a different applicant, address or operating model is automatically covered forever.

Make the permission and company records agree

Coordinate the approved home-office basis with the entity’s registered address and the person responsible for communications.

Keep the address from becoming an unapproved business site

Under the Home Office conditions, no clients or customers should visit the residential premises, physical goods should not be sold there, and advertisements or business signs should not be displayed. HDB also disallows goods storage and loading/unloading under this scheme. A trading office is therefore different from a stockroom or collection point.

Use the passport to catch small operational changes: a courier starts collecting stock daily, a director invites clients to the flat, or a new service needs equipment beyond ordinary residential load. These changes affect how the property is used even if the company’s mailing address is unchanged.

Fire precautions are part of the Home Office conditions. The published rules specify at least an 8A/34B ABC dry chemical powder extinguisher and a single-station smoke detector in the office area. HDB says the requirement still applies without employees. Arrange the equipment against the actual premises and current safety instructions; a mailbox-only description does not erase an office’s conditions.

ACRA’s current registered-office guidance separately covers receiving communications, public accessibility and notice of changes. Its published guidance specifies at least three hours during normal office hours on business days and notification within fourteen days for address or office-hours changes. Check the live filing requirements when acting; discussion of proposed company-law reforms is not itself evidence that the filing requirement has changed.

The registered-office communication and record controls should be addressed alongside the housing conditions. Public access for lawful corporate purposes does not authorise customer trading or appointments at a home office.

Home-office address lifecycle The address lifecycle has four phases: qualify the resident and use, obtain home-office registration, file the corporate address, and manage changes or exit. Qualify resident, consent and administrative use Register with HDB or URA File and operate the company address Reassess changes or close the home office
The phases show dependencies, without promising an approval time or replacing either authority’s filing process.

Close the loop when the home-office arrangement changes

A usable address file has the resident and owner-consent evidence, scheme registration, current business activity, people roster and corresponding ACRA record. Check it before bringing another company or person into the home, rather than waiting for a complaint or returned notice.

If the resident moves out, the business expands beyond administration or permission is cancelled, decide where the company will receive communications and operate next. HDB’s termination instructions require the flat’s Home Office use to stop and the business or company address to be changed with ACRA. Cancelling one record does not update the other.

Retain the cancellation confirmation and evidence of the replacement address filing. Notify the people who send important documents and reassign mail responsibility. The completion test is that the business can show both a valid basis for its current property use and an accurate corporate address.

Choose an address arrangement you can maintain

HSJGlobal can help align company formation or address updates with the documented property-use basis and ongoing corporate record responsibilities.

Frequently asked questions

Can a tenant register a Home Office?

A qualifying resident tenant may use the relevant scheme subject to its conditions and prior written consent from the owner. Confirm the housing record and tenancy position, not only the landlord’s verbal agreement.

Do non-resident directors count towards the two-person limit?

Yes. The conditions include non-resident employees, partners and directors engaged at the Home Office unit. Count roles accurately across the activity at the premises.

Can customers collect online purchases from the flat?

Customer visits and goods handling do not fit the administrative-only Home Office arrangement described here. Use a suitable separate fulfilment or customer-facing location and assess its permissions.

Does the permit need renewal every five years?

The current scheme describes a one-time permit valid for the duration of the Home Office business. Compliance continues, and breaches can lead to revocation. A changed arrangement still needs reassessment.

Can a company’s contact address replace Home Office registration?

A personal contact address, corporate registered office and permission to use a residence are different matters. Filing an address in one field does not establish the housing permission needed for the proposed use.
