Textile Printing Factory Setup in Indonesia: Entity, Industrial Site, and Approvals
A rotary-screen line, a pigment digital printer, and a transfer-sublimation operation may all sell printed fabric, yet they create different classification, utility, emissions, wastewater, and commissioning files.

To establish a foreign-owned textile printing factory in Indonesia, define the printing method and substrate first, then form the PT PMA, select the matching KBLI 2025 activity, and register the project through OSS at an eligible industrial location. Wet printing usually carries a materially different water, wastewater, and chemical-control burden from transfer or sublimation printing. The NIB alone does not prove that a factory may sell output: the project may also need a verified Standard Certificate or permit, environmental approval, industrial-system verification, building and safety evidence, and method-specific technical controls. Start with the printing-method map
Describe the business in production verbs. A conventional plant may prepare screens, mix colour paste, print, dry, steam or cure, wash, finish, inspect, and pack. A direct-to-fabric digital line may pretreat the textile, jet ink, fix colour, wash, and finish. A transfer-sublimation line prints transfer paper, applies heat and pressure to polyester, and handles spent paper without the same textile washing train. Direct-to-garment equipment introduces garment handling and may belong with a garment production scope.
Create a method sheet for each line. Record substrate, fibre, ink or dye system, pretreatment, fixation temperature, washing, expected width, line speed, annual capacity, rejected material, cleaning method, emissions, and all waste streams. State whether design services, screen engraving, transfer-paper printing, textile finishing, cutting, and sewing occur in-house or through contractors. This prevents a corporate object based on the sales brochure rather than the factory.
Sampling deserves its own boundary. A laboratory and strike-off machine can use the same chemistry as production at lower volumes, while a design studio may use only software. Authorities, insurers, customers, and landlords will want to know whether sample equipment is an ancillary part of the manufacturing activity or a separate service. The project description should make that relationship explicit.
Finally, define the customer claim. If output is sold as colourfast, restricted-substance compliant, recycled-content eligible, or suitable for children, document the test and chain-of-custody controls. Buyer certification is not a government licence, but it can alter laboratory, chemical, segregation, and traceability requirements that must be built into the premises.
Resolve KBLI and ownership before the deed
Indonesia’s current classification is KBLI 2025. The official conversion table shows that the former KBLI 2020 code for fabric printing was divided across new classifications rather than carried forward as one simple number. Wet printing performed as textile finishing can fall within KBLI 13132, while other finishing such as transfer or sublimation printing can point to KBLI 13139. Some printing activity can instead map to 18111, depending on what is printed and the production reality.
This is why “digital printing” is not a sufficient classification. Digital describes the image-deposition technology, not necessarily the substrate, fixation, or service. A machine printing reactive ink directly onto cotton fabric and washing it afterwards is operationally different from a printer producing transfer paper, and both differ from a business printing promotional material. Obtain the full Indonesian KBLI description and exclusions, test the proposed process against it, and retain the OSS selection evidence.
If the same premises also dyes, coats, knits, weaves, cuts, or sews, assess each genuine activity. One integrated line can still require multiple activity records, but unnecessary codes expand the investment, reporting, and compliance footprint. Create a product-to-KBLI matrix showing output, process, five-digit code, capacity, project location, and invoice language. Foreign ownership must be confirmed at this same level. The general investment regime opens business fields unless they are closed, reserved, or subject to conditions, but the answer belongs to the exact activity. Structure the PT PMA and project record
A foreign-controlled printing manufacturer will generally use a PT PMA. Establish the shareholders and percentages, at least the required corporate organs, beneficial owner, registered address, business objectives, authorised capital, placed and paid-up capital, and funding schedule. Names and passport or corporate documents must be consistent through the notarial, legalisation, tax, bank, and OSS steps.
Under Investment Ministry/BKPM Regulation 5 of 2025, the general minimum placed and paid-up capital for a PT PMA is IDR 2.5 billion per company unless sector rules require more. The general planned investment value is separately above IDR 10 billion, excluding land and buildings, per five-digit KBLI and project location. Manufacturing configurations with multiple products from one production line must be assessed under the applicable industrial exception rather than through rough arithmetic.
The investment plan should be capable of audit. Match capital contributions and funding to printer and curing equipment, screens, pretreatment and washing machinery, transfer presses, laboratory, power, ventilation, water and wastewater systems, fit-out, handling equipment, software, and working capital. Maintain supplier quotes and a project asset schedule. Paid-up funds may be used for legitimate assets, construction, and operations, but the current twelve-month restriction on moving them out of the company account makes cash planning important.
During company formation in Indonesia for foreign investors , decide early whether design ownership, contract printing, fabric trading, importing consumables, and exporting finished output are part of the company’s model. Corporate scope, licences, tax flows, contracts, and customs data should describe the same business.
Select an industrial site that fits the line
Industrial companies are generally expected to operate in industrial estates, with limited exceptions. Shortlist premises only after fixing the method. Wet printing needs reliable water, drainage, treatment capacity, chemical containment, wet floors, and often steam. Transfer printing needs power, heat management, ventilation, paper storage, and fire controls. High-speed digital equipment may demand tightly controlled temperature, humidity, dust, voltage, and compressed air.
Request documentary evidence for industrial zoning and permitted use, estate approval, land or lease rights, building approvals and proper-function status, utility allocations, wastewater rules, fire access, loading, and working hours. Compare the legal project address with the suite, plot, and building identifiers used in the deed, OSS, tax record, environmental file, and utility agreements. An address mismatch can create verification and banking delays.
Plan material flow from receipt to quarantine, conditioning, preparation, printing, fixation, washing where relevant, inspection, packing, and dispatch. Separate chemicals and inks by compatibility; protect paper and textiles from moisture; contain liquid storage; and provide safe cleaning areas. Include rejected cloth, ink containers, used screens, wash water, transfer paper, sludge, and maintenance waste in the flow. Waste does not disappear because it is off-spec production.
Before the lease becomes unconditional, obtain an estate letter or technical confirmation covering the actual activity and capacity. A generic permission for “textile” occupancy may not establish that the estate’s central wastewater system accepts the proposed stream or that thermal equipment is allowed. Make utility and environmental suitability an express condition precedent where commercially possible.
Match environmental controls to the method
The environmental pathway follows PP 22 of 2021 and the applicable screening for the project and location. A wet printing plant should quantify process water, washing and cleaning, colour, suspended solids, organic load, salts and auxiliaries, and treatment sludge. The textile wastewater standard, including the textile annex amended in 2019, is a baseline; the approved limit can be more specific or stricter based on the receiving environment or estate conditions.
For pigment or other low-water systems, do not assume “dry” means no environmental issue. Ink and pretreatment storage, printhead cleaning, contaminated wipes and containers, curing exhaust, heat, noise, fire load, and domestic wastewater remain. Transfer-sublimation adds transfer-paper waste and thermal emissions. The environmental submission should reflect normal production, colour changes, cleaning, start-up, shutdown, maintenance, upset conditions, and rejected batches.
If the plant relies on an estate wastewater facility, document inlet limits, pretreatment, flow and load reservation, monitoring, sampling, tariffs, and emergency rules. If it discharges or reuses treated water itself, determine the technical-approval route and commissioning evidence before construction. Stormwater must remain distinct from process drains, and chemical areas should not discharge uncontrolled spills.
Build a compliance laboratory proportionate to risk. Incoming chemical approval, paste or ink recipes, shade control, fastness testing, wastewater monitoring, calibration, retention samples, and batch records provide both product and licence evidence. Set rules for restricted substances and customer specifications. Environmental compliance and buyer compliance overlap, but neither substitutes for the other.
Read approvals as activity gates
Government Regulation 28 of 2025 governs risk-based licensing and replaced the earlier 2021 regime. OSS issues outputs according to the activity risk. Low risk generally uses the NIB; medium-low adds a self-certified Standard Certificate; medium-high requires verification of the Standard Certificate before commercial operation; and high risk requires the relevant permit. The project’s actual OSS output, not a generic industry checklist, determines the gate.
Industry Ministry Regulation 37 of 2025 integrates industrial licensing with SIINas and supports verification of matters such as KBLI fit, location, raw materials, machines, installed capacity, energy, water, investment, labour, and production readiness. A field review can reveal discrepancies between a supplier’s nominal speed and the capacity stated in the project file. Maintain a capacity calculation based on shifts, utilization, substrate width, changeover, and realistic waste.
The approval register may also include the environmental approval and technical approvals, building approval and certificate of proper function, fire and workplace-safety controls, electrical installations, boilers or pressure equipment, emissions, hazardous or regulated waste management, and import/customs requirements. Product-specific Indonesian standards or customer-market requirements should be screened separately.
Define a preparation gate, installation gate, trial-production gate, and commercial-sale gate. For each, list the permitted activity and evidence. Trial material should be traceable and not quietly treated as commercial output. Before the first invoice, obtain a written internal sign-off confirming the OSS status, verified industrial output, environmental conditions, commissioned controls, building use, machine safety, workforce readiness, tax invoice process, and customer acceptance.
Budget the complete commercial system
Basic PT PMA setup costs are only a small line. An anonymous market check of publicly promoted packages on 28 August 2026 indicated broad incorporation-and-registration prices around IDR 20–80 million, with major differences in translations, address, tax, OSS, licence, and advisory scope. It is market orientation, not an official fee schedule or an HSJ Global quote.
The factory budget should separate premises, design, approvals, civil works, electrical and ventilation upgrades, printing and fixation machinery, screen or digital preparation, colour kitchen, laboratory, water and wastewater systems, fire and chemical storage, material handling, software, installation, freight, customs, training, spares, consumables, commissioning, certifications, and working capital. Include the cost of rejected trials and ramp-up yield.
Method choice changes working capital. Rotary screen systems carry screens, pastes, washing, and changeover; direct digital systems can reduce screens but add ink, printhead, software, climate-control, and maintenance exposure; transfer systems require paper inventory and heat-transfer capacity. Model unit economics at realistic utilization, not nameplate speed. Include colour changes, cleaning, profiling, sampling, downtime, minimum orders, and waste.
Use stage releases. Pay for detailed engineering after the classification and site route are credible; release machines after utility and environmental design freeze; complete installation after building and safety interfaces are checked; and accept the line after output, consumption, colour, emissions, effluent, and documentation tests. A low machine price can create a high compliance retrofit.
Control implementation from sample to sale
- Define the portfolio. List substrates, processes, inks or dyes, finishing, expected capacity, design ownership, and target markets.
- Approve classification. Document KBLI 2025 choices, foreign-ownership position, OSS risk outputs, and codes for any integrated production.
- Establish the company. Align the deed, capital, shareholders, beneficial owner, tax registration, address, NIB, and investment plan.
- Qualify the site. Test estate consent, building, utilities, environment, logistics, fire risk, expansion, and the lease conditions.
- Develop the technical file. Freeze layouts, equipment, material flow, water balance, waste streams, capacity, safety, and monitoring.
- Obtain and verify approvals. Track OSS, SIINas, environmental, building, equipment, workplace, and any product-specific requirements.
- Commission against acceptance criteria. Prove quality, throughput, resource use, controls, records, worker competence, and emergency response.

Maintain an assumptions register throughout. Each design change should name its effect on KBLI scope, capacity, investment, utilities, environmental loading, building, safety, and approvals. This simple discipline keeps the final factory from becoming a different project from the one that regulators reviewed.

The best technology is not the fastest machine; it is the system that can be lawfully commissioned, consistently operated, and profitably loaded at the chosen Indonesian site.
