VAT FORM BRIEF

Thailand P.P.01 VAT Registration Form: Requirements and Filing

Turn a P.P.01 application into a controlled company-data and evidence check before the Revenue Department reviews the VAT registration request.

By Elara Vance 7-minute read

P.P.01 is the Thai Revenue Department’s application for VAT registration, not the VAT certificate itself. The form should only be filed after the company has established the correct VAT basis—mandatory threshold, valid voluntary route or other applicable rule—and can support the registered business address, authorised signatory and activity description. A complete filing normally ends with evidence beyond a submitted form: preserve the submission acknowledgement and the issued P.P.20 VAT registration certificate, together with the records that support the facts declared.

Key takeaways

  • Use P.P.01 to apply for VAT registration; do not mistake a completed draft or receipt for the final certificate.
  • The company’s VAT basis must be settled before filing: taxable activity, turnover trigger, exemption, SBT boundary or validated voluntary route.
  • Address and signatory evidence must match the current DBD record exactly enough to withstand cross-checking.
  • Follow the current online or paper procedure supplied by the Revenue Department; do not rely on an old document pack copied from a different fact pattern.

P.P.01 applies for VAT registration; P.P.20 is the later proof of registration

The Revenue Department’s electronic-form catalogue identifies P.P.01 as the “Form for Value Added Tax Registrant Under the Revenue Code.” That language matters. P.P.01 starts the registration process; it is not a generic company tax form and it does not by itself prove that VAT is active. The Department’s VAT-certificate guidance explains that, after it receives a P.P.01 application and complete supporting documents, it issues a VAT registration certificate, P.P.20. Keep the P.P.20 and the application record as different evidence with different uses.

This distinction prevents a common operational error: a commercial team sees a submitted P.P.01 and begins issuing invoices as if the registration position is settled. The safer sequence is to confirm the tax basis, file correctly, retain the official acknowledgement, confirm the registration outcome and effective status, then activate invoice templates and monthly VAT controls. If the facts change during that sequence, resolve the company or premises record rather than forcing an outdated P.P.01 through the process.

Validate the VAT basis before completing P.P.01

Resolve any mismatch in company name, address, authority or operating facts before it becomes part of the tax record.

Settle the VAT basis and filing clock before completing P.P.01

The form is the last step of a tax decision, not the first. The Revenue Department says that a person or entity regularly supplying goods or services in Thailand with annual turnover exceeding THB 1.8 million is subject to VAT, subject to the relevant exceptions. It also distinguishes businesses that are exempt and businesses that are dealt with under Specific Business Tax. Review the current VAT threshold and classification guidance against the actual goods, services, customer locations and expected transaction dates before selecting a filing route.

Where the threshold has been exceeded, the filing timing needs immediate attention. Where the business is below the threshold, confirm whether a voluntary-registration mechanism is actually appropriate. P.P.01.1 exists for specified categories under the Revenue Department’s rules; it should not be added automatically just because the company wants VAT status. The applicant must identify its real legal basis, not shop for a form that appears to produce the preferred result.

Before any tax filing, complete the entity’s basic record under the Thai company formation requirements . VAT registration cannot be used as evidence that a company is properly incorporated, permitted to carry on a foreign-restricted activity or bank-ready.

Reconcile the company facts that P.P.01 will put into the tax record

Build a short reconciliation sheet before the form is populated. It should identify the legal company name in the official record, taxpayer identity details, head-office and business-location addresses, contact details, nature of activity, relevant start date, director or authorised signatory, and the person empowered to submit. The aim is not to create a new business narrative. It is to ensure the same objective facts will appear consistently in the DBD record, P.P.01, address evidence, accounting system and later bank KYC file.

Three mismatches cause disproportionate trouble. First, an address that differs by unit number, building name or owner evidence. Second, an authorised person who is not supported by the company’s current signing condition or authority document. Third, a business description that is much broader or materially different from what the company has registered and will actually invoice. Correct the source record or reframe the factual description before filing; do not submit a vague description merely to avoid a decision.

Check P.P.01 against the records an authority will cross-reference

The fastest form completion is not necessarily the fastest registration if the DBD, address and signing records conflict.

Use the current Revenue Department route and evidence list for this exact fact pattern

The Revenue Department’s Thai VAT-registration page describes two channels: an internet application route and a paper submission at the registration office for the establishment. Its page is maintained separately from older English summaries, so check the current instructions, the applicant’s eligibility for the route and any Thai-language requirements before relying on a remote workflow. Retain the submitted version of P.P.01, any reference number, the supporting documents actually used and the official response.

The pre-submission control should also identify the company’s first taxable transaction and the person responsible for keeping the post-registration records. This connects the application to a real operating date. A filing that states a business start date, premises or activity that the finance team cannot later substantiate is vulnerable even if the form was accepted electronically. Keep a version-controlled copy of the final application and evidence pack, not a mixture of screenshots from different drafts.

For a company, the documents behind a VAT application should reconcile to the incorporation file. The company documents behind a VAT application are not substitutes for the tax-office evidence, but they are the first place to detect a wrong company name, capital description, director authority or address. This is especially important for a foreign-owned company, where a tax application can later be compared with bank and ownership documents.

Do not bulk-submit multiple tax applications just because they use nearby terminology. A company tax ID, VAT registration, Specific Business Tax registration, payroll registration and industry licence are separate tasks. Complete P.P.01 only where VAT is the correct conclusion, then schedule the other tasks according to their own trigger and evidence requirements.

The P.P.01 completion test: can the company defend every material field?

File when the VAT basis is correct, the deadline or voluntary route is understood, and every material fact on the application is supported by the current company and premises record. The completion evidence should include the official acknowledgement and, when issued, P.P.20—not a private PDF marked “submitted.” Then move immediately to invoice configuration, document retention and monthly VAT controls.

Pause and obtain a targeted review when the business has uncertain premises, an exempt or SBT-adjacent activity, a cross-border service model, a significant mismatch between Thai and English records, or a change to directors or authorised signatories. In those cases, the risk is not that P.P.01 is difficult to type; it is that an incorrect tax record will be used as a reference point by the next authority or counterparty.

File only when the company record and tax case tell the same story

A pre-filing check can resolve the address, authority and activity issues that commonly create a separate repair cycle.
