Residential business route selection

Using a Home Address for a Singapore Business: Home Office and Home-Based Business Rules

Choose from the work and people at home, then settle the corporate address separately.

Running business administration at home and running a small home-based trade are different residential-use arrangements. The Home Office Scheme requires registration and allows limited non-resident participation; the Home-Based Business Scheme allows qualifying resident-run activities without housing approval, with no non-resident employees working there.

Select the route from the people, work and physical impact at the home. Then check business registration, the proposed company address and any sector rules separately. A postal address or online sales channel does not decide the operating permission.

Key takeaways

  • Choose by the activity carried out at the residence, rather than the business name.
  • Home Office registration is for administration; its staffing allowance does not authorise a shop or workshop.
  • Home-Based Business conditions do not allow outside employees to work at the home.
  • No housing approval is needed only while the relevant conditions are met; ACRA and sector obligations remain.

Compare what each residential route actually permits

The current URA pages for the Home Office Scheme and Home-Based Business Scheme draw the main distinction below. HDB operates corresponding arrangements for its flats. In both cases the home remains primarily a residence.

Decision point Home Office Home-Based Business
Purpose at the home Small-scale office and administrative functions Qualifying small resident-operated activities
Housing application Register with HDB or URA as appropriate No housing approval while all scheme conditions are met
People working there Eligible resident operator; up to two non-residents engaged at the unit Eligible resident operators; no third-party operation or non-resident employees
Customer-facing use No client or customer visits under the scheme Only suitable activities within the small-scale and neighbourhood conditions
Examples to test Administration for consultancy, technology or a trading business Small-scale baking, sewing or limited private tuition

The last row is a starting point, not a transferable approval. A trading-office description does not authorise goods storage under Home Office rules. A small-scale baking example does not authorise commercial catering under Home-Based Business rules. The actual operation must continue to fit.

Write down the business address you want to file, but assess the home activity independently. This helps avoid choosing whichever scheme appears to have the easiest application instead of the scheme that describes the work.

Choose the residential route from the real operation

Identify who works at the home, what happens there and whether the intended company address needs a separate arrangement.

Use three scenarios to expose the practical boundary

A resident runs an administrative desk with an outside assistant

Consider Home Office registration if the work remains administrative and the other conditions are met. Include a non-resident director or partner in the two-person limit, not just employees. Plan meetings and operational services elsewhere; the staffing allowance does not remove the restriction on client visits.

A resident offers a small personal service or tuition

The HDB Home-Based Business examples include hair and beauty services excluding massage, and private tuition for no more than three students at a time. The home-based route has no outside-employee allowance. HDB also excludes animal sale, grooming and boarding businesses. Check the precise activity rather than broad labels such as “wellness” or “education”.

If additional staff or a commercial teaching operation is needed, registering as a Home Office does not convert the residence into a salon or tuition centre. The requirement that fails is the intended premises use, not the absence of an application form.

A resident sells food prepared in a domestic kitchen

SFA’s current home-based food rules say a qualifying home-based food business does not presently require an SFA licence, but must comply with food laws. It cannot offer catering, supply SFA-licensed food retailers, sell home-prepared food at or to temporary fairs, or offer ready-to-eat raw seafood. A larger order can therefore change the permissible sales model before it changes the kitchen equipment.

A resident baker approached to supply a café should test that customer channel before accepting the order. Moving the company’s postal address elsewhere does not turn the domestic kitchen into a licensed food establishment. The relevant food operation needs an appropriate route and premises.

A company address cannot expand what a home may physically be used for. For a mixed business, list each operation and where it occurs: administration, preparation, storage, service delivery and customer collection. Assess every location used.

Two residential business routes and their limiting conditions The administrative route requires Home Office registration and limited outside participation. The resident-trade route needs no housing approval only while the Home-Based Business conditions hold. Business administration at the residence Register Home Office Limited outside people No customer visits Small resident-operated trade or service Home-Based Business conditions apply No outside employees Keep domestic scale
These routes classify residential activity. Corporate filings and sector permissions sit alongside either route.

Separate business registration, company address and privacy

“No HDB or URA approval required” is a housing statement with conditions. It does not settle whether the business must register with ACRA. The ACRA registration rules cover regular activities for profit, including home-based and online ventures, subject to the applicable exemptions. A branded home business should not infer an exemption simply from its small size.

If a company is chosen, it needs a compliant registered office. The local-company filing guidance distinguishes the registered office from the place where operations occur. Check the difference between a company office and operating address before assigning the residence to a corporate filing field.

For Singapore company registration , decide whether the home is to serve as the registered office, an operating location or both. Assess the Home Office address permission where relevant, and ensure the company can receive communications and meet its record and access obligations. A home-based activity exemption alone should not be treated as approval for every corporate address purpose.

Privacy is a separate practical choice. ACRA’s data policy statement identifies the company’s registered office as publicly available information. A personal contact address mechanism does not hide a residential address that is also filed as the company’s registered office. Consider that consequence before selecting the address, especially where the household does not want its location associated publicly with the business.

Changing a public-facing contact detail also leaves the premises question intact. Keep a small location register with the legal entity, filed office, actual operating site and permissions or conditions supporting each use.

Decide what address the company should publish

Coordinate the entity’s registered office with the residential operating arrangement and the household’s practical requirements for mail, access and privacy.

Recognise when the business needs another premises arrangement

Review the model when an outside worker needs to come in, equipment ceases to be domestic, deliveries become frequent, goods accumulate or neighbours experience disruption. These facts are more useful than a self-selected description such as “microbusiness”. The housing conditions concern the effect on the residence and estate.

For Home-Based Business use, the published conditions prohibit heavy non-domestic equipment, large-scale storage and distribution-centre activity. Keep resident-only operation and the character of the dwelling central to the assessment. Online ordering does not prevent a physical impact from packing, collections or couriers.

For Home Office use, the relevant limit is administrative activity at home . Registering the office does not authorise the main trade to move there. HDB’s Home Office FAQ permits administrative use for a business whose other operations must take place elsewhere; preserve that separation as the company grows.

If a condition cannot be met, reduce or stop the affected activity and assess suitable alternative premises. Obtain the relevant property and sector permissions for the new location before moving operations. A larger company or a different registered office address does not itself cure an unsuitable residential use.

Choose the route with a four-question test

Ask: what work happens at the home; who works there; what physical impact does it create; and what separate corporate or sector requirements apply? Use the answers to select the route rather than beginning with a preferred form.

Choose Home Office registration for a qualifying administrative office with the permitted participation and use. Choose the Home-Based Business route for a suitable small resident-operated activity that meets all of its conditions. Where the facts require a shop, team workspace, production site or other commercial operation, assess an appropriate premises arrangement instead.

Keep a dated description of the chosen operation and the specific facts supporting it. Reassess when one of those facts changes. This turns the scheme comparison into a practical decision the household and business can maintain.

Build the company around a workable operating arrangement

HSJGlobal can support incorporation and corporate address coordination once the residential activity, ownership and record responsibilities are clear.

Frequently asked questions

Is the Home-Based Business Scheme the same as Home Office registration?

They address different residential uses and have different staffing and application rules. Select by the work actually carried out at the property rather than using the names interchangeably.

Can I hire an assistant under the Home-Based Business Scheme?

No non-resident employee may work at the residential premises under that scheme. A different registered office elsewhere does not change that restriction on work at home.

Does a small home business always need a company?

ACRA registration and the choice of business structure depend on the circumstances. A qualifying housing arrangement does not itself require incorporation or establish a registration exemption. Assess the business registration task separately.

Can I use a Home Office licence to run a home bakery with outside staff?

The Home Office staffing allowance is attached to administrative office use. It cannot be transferred to food preparation at home. Apply the home-based food and housing conditions to the kitchen operation.

Does filing a personal contact address keep the company’s home office private?

Not if the same residence is the company’s registered office. The corporate address is publicly available through ACRA information products; personal contact-address rules are a different mechanism.
