PAYMENT CLASSIFICATION AND WITHHOLDING
Withholding Tax for Indonesian Companies: Identify the Tax Before Making Payments
Decide what the payment represents before choosing a tax article or releasing the vendor amount.
An Indonesian company should identify withholding tax by the income being paid, the recipient’s tax status and the applicable special rules—not by the invoice heading alone. Employee or individual-service income, domestic corporate services, property rent and non-resident income can follow different routes. Classify the transaction and check the evidence before approving the amount sent to the recipient.
The common-rate examples below were checked against DGT sources on November 3, 2026. They are starting points with stated conditions, not instructions to deduct one percentage from every supplier payment. Exemptions, final-tax regimes and treaty entitlement can change the result.
Key takeaways
- Establish the legal income recipient and tax residence before selecting a domestic or non-resident route.
- A service invoice, royalty, interest payment and land/building rent require different classification checks.
- A treaty claim needs substantive entitlement and the current documentation trail, not just an overseas address.
- Reconcile gross amount, withholding, recipient payment and filing evidence as separate figures.
Identify the payment and the recipient before the rate
Create a payment-classification sheet before the bank instruction. Record the payer, legal recipient, tax identifiers and status, contract, invoice, actual deliverable, income period and proposed payment date. Explain whether the payment buys a service, a right, use of property, employee work, a return on debt or something else. An invoice label such as “support” does not answer those questions.
The company identity established through company registration requirements in Indonesia belongs in the payer record. It does not determine the overseas recipient’s tax residence or the character of an intercompany charge. Keep the entity setup file connected to the payment record without using incorporation documents as a substitute for transaction analysis.
Classify what is earned before selecting a percentage. Distinguish a corporate supplier from an individual service provider, and a non-resident enterprise from an Indonesian resident entity. A foreign name, a foreign-currency invoice or payment to an overseas bank does not alone settle tax residence or the applicable income article.
Ask the commercial owner to explain mixed or unclear contracts. A payment may combine different rights and services; any allocation needs a defensible basis. Do not split an invoice merely to reach a preferred tax result. Where the facts remain uncertain, give the issue to the tax reviewer before the payment is released.
Classify the planned payment
Bring the contract, recipient facts and actual deliverable before choosing a withholding route.
Use a conditional tax-route matrix for common payments
Read the matrix with the linked primary sources and the actual transaction. The rates shown are common statutory starting points for the described facts; they are not a complete schedule of Indonesian taxes. VAT is a separate analysis, and a special final-tax treatment or valid exemption must be assessed before using a general withholding route.
| Payment facts | Route to assess | Common starting treatment | Condition that changes the decision |
|---|---|---|---|
| Employment or relevant individual-service income | PPh 21 framework | Use the applicable recipient category and calculation method | Employee status, tax residence, pay elements and final-period rules. |
| Covered services paid to a resident corporate supplier | PPh 23 | Commonly 2% of the relevant gross service amount | Confirm the service is covered; check final-tax or exemption treatment and the applicable base. |
| Covered use of assets other than land/buildings | PPh 23 | Commonly 2% of the relevant gross amount | Asset type, finance-lease or other applicable exceptions. |
| Covered interest or royalty paid to a resident recipient | PPh 23 | Commonly 15% of the relevant gross amount | Recipient status and specific exclusions or special rules. |
| Land/building rental income | Final PPh under PP 34/2017 | 10% of the gross rental value under that framework | Confirm the transaction falls within the rental rule and identify all amounts within its base. |
| Covered income paid to a non-resident recipient | PPh 26 | General Article 26(1) starting rate: 20% of gross, subject to applicable relief | Treaty article, entitlement, Indonesian establishment and special provisions. |
Do not use the service row for construction merely because the contract supplies a service; specialised final-tax treatment needs its own review. Likewise, dividends, purchases, imports and sector-specific income require their own classification. The absence of a row here is not evidence that withholding or collection is unnecessary.
Keep the tax route and the tax base together. For land/building rent, PP 34/2017 addresses amounts connected with the rented property, including specified related charges. Check the actual contract and any exclusions rather than automatically taxing only the line named “base rent.” For a service payment, establish the applicable gross base and VAT treatment rather than assuming the invoice total always equals the withholding base.
A special rule must be tested before the general service rate is used. Record the legal basis for an exemption or final treatment and the supporting document’s validity. A vendor’s request for payment without deduction is a commercial statement, not by itself evidence that the payer has no withholding obligation.
Test treaty entitlement before reducing non-resident withholding
For a foreign recipient, identify the domestic tax result, then examine the actual treaty provision and its conditions. A genuine enterprise-service payment, a royalty and interest may fall under different articles. Consider whether an Indonesian permanent establishment or effective connection changes the analysis; do not assume that every foreign invoice is exempt as business profits.
The current procedural basis is PMK 112/2025 . The DGT implementation notice specifies the Form DGT framework, transitional validity for qualifying earlier forms and the Coretax route for foreign-resident documentation. Use the current process and applicable transition rule, rather than copying an older e-SKD instruction without checking it.
The income-article and treaty-documentation assessment should connect the agreement, recipient, residence evidence and substantive entitlement. Where beneficial ownership is relevant, the residence form alone does not decide it. Keep the analysis and the procedural evidence as separate parts of the same file.
Documentation supports an eligible treaty treatment; it does not create eligibility. Identify who reviews the substantive conclusion and who completes the current administrative steps. If support is missing, obtain a documented tax decision before applying a reduced rate or zero withholding. Do not invent a treaty rate from the recipient’s country name.
Record the period covered by the evidence and the payment it supports. A document accepted for one recipient or period should not be assumed to cover a different group company or later transaction. Keep any post-payment correction or refund route separate from the decision on what the payer can support at release.
Calculate the recipient payment from the agreed tax basis
After classification, reconcile the contractual amount with the tax base and the net payment. For a simplified illustration only, assume a covered domestic corporate service with a confirmed 2% rate, an IDR 10,000,000 gross withholding base, no VAT in the example and no exception. Withholding is IDR 200,000 and the recipient receives IDR 9,800,000. The withheld amount must be dealt with through the applicable remittance and reporting process.
If the commercial agreement instead promises the recipient a net IDR 10,000,000 and a gross-up is legally and contractually appropriate, dividing by 0.98 gives approximately IDR 10,204,082 gross and IDR 204,082 withholding, rounded to whole rupiah for this illustration. The agreement, applicable base and actual rounding rules need review before applying that calculation.
| Illustrative term | Gross base | Withholding at 2% | Recipient amount |
|---|---|---|---|
| IDR 10 million is the gross amount | IDR 10,000,000 | IDR 200,000 | IDR 9,800,000 |
| IDR 10 million is the promised net amount | Approximately IDR 10,204,082 | Approximately IDR 204,082 | IDR 10,000,000 |
These invented figures explain the difference between gross and net terms; they are not evidence that a real invoice qualifies for 2%. Other taxes, reimbursements and contract components are deliberately outside the simplified example. Agree who bears the tax before the invoice becomes a payment dispute. A bank transfer of the gross invoice value does not remove a withholding liability that the payer should have addressed.
Resolve the gross-to-net instruction
Check the agreed tax-bearing clause, base and recipient amount before bank release.
Release and close the payment through a traceable tax record
Before release, record the selected tax article, basis, rate, exception or treaty support, triggering event, recipient amount and approval. The tax trigger may require analysis beyond the intended cash date, so ask the reviewer to identify the applicable period rather than assuming every obligation starts when the bank transfer is made.
- Approve the classification and retain the contract and recipient evidence.
- Calculate the gross base, withholding and net amount using the supported treatment.
- Arrange the applicable withholding evidence, remittance and return actions through current tax administration.
- Allocate the current payment and filing dates to a named person, including any applicable holiday or special-rule adjustment.
- Reconcile the accepted tax evidence, bank payment and ledger entries, and provide the recipient’s withholding evidence as required.
Do not copy payment dates or software steps from an older DGT overview merely because its tax-rate discussion remains useful. Use the current administrative framework and live Coretax guidance for the relevant obligation. Keep the due-date basis with the payment sheet, along with the person responsible for executing it.
If a classification error is discovered after release, identify the affected amount and period, obtain tax advice on the correction, and reconcile any revised withholding, return and recipient settlement. Do not issue an unrecorded second transfer or silently change a locked calculation. Preserve the original and corrected records with an explanation.
Approve withholding only when facts, treatment and evidence agree
For each payment, identify the recipient and income, test special treatment, resolve any treaty claim and calculate the supported gross-to-net result. Escalate a mixed contract, uncertain residence, unsupported exemption or unclear tax-bearing clause before authorising a result that depends on it.
Close the file when the payment and tax records reconcile and the applicable actions have accepted evidence. The withholding decision belongs in the payment approval record. It should be reproducible from the contract, recipient facts and reviewed calculation, rather than depend on a remembered percentage from the last invoice.
Build the payment tax evidence file
Connect the approved treatment with withholding evidence, remittance, filing and accounting records.
Frequently asked questions
Does a VAT invoice settle income-tax withholding?
No. Analyse VAT and income-tax withholding separately for the actual transaction and reconcile both in the payment record.
Can a vendor choose the tax article on its invoice?
The invoice is evidence, but its label does not determine the payer’s legal treatment. Review the contract, actual income and recipient facts.
Does every foreign payment use 20%?
No. Article 26(1) has a general starting rate for covered income, while treaty entitlement and other applicable provisions can change the outcome.
Can the previous supplier’s treatment be copied?
Use it only as a review prompt. A different recipient, service, property, period or exemption can require a different result.
