Workwear Factory Setup in Indonesia: Entity, Industrial Site, and Approvals

A lab coat, branded technician shirt, high-visibility jacket, and flame-resistant coverall may share a sewing floor but do not share the same classification or product-release burden.

First decide whether the Indonesian factory will make ordinary work clothing or safety-protective equipment. Ordinary work jackets, laboratory coats, overalls, and uniforms generally point to the garment classification, including KBLI 14111 when cut and sewn from textile. KBLI 2025 expressly excludes protective and flame-resistant clothing from that class and places safety-protection equipment, including protective and anti-fire clothing, in KBLI 32904. A foreign investor must confirm ownership eligibility for the exact activity, establish the PT PMA, secure an industrially valid site, obtain the current OSS outputs and industrial verification, and close building, environmental, workplace, and product-conformity gates. Do not claim protection until the hazard, design, materials, tests, marking, and production-control evidence supports it.

Draw the workwear and PPE boundary

Begin with intended use. Ordinary workwear identifies a worker, protects personal clothing from routine dirt, supports hygiene, or provides pockets and a consistent appearance. Protective clothing is designed and represented as reducing a defined safety risk: flame or heat, limited flame spread, chemicals, biological agents, electrical arc, poor visibility, weather, cuts, or another hazard. A bright colour alone does not prove high-visibility performance, and an inherently flame-resistant fibre alone does not prove a protective garment.

Prepare a claim-and-hazard register for every product family. State the user, task, foreseeable environment, hazard, severity, body area, performance claim, applicable Indonesian and destination-market requirements, test standard, class or level, limitations, compatible equipment, care, service life, and withdrawal criteria. If the product has no protective claim, say so clearly in specifications and marketing.

Assess the entire garment. Fabric certificates do not validate seam thread, fasteners, reflective material, pockets, badges, transfers, elastic, reinforcement, design coverage, or sizing. Laundering can change reflectivity, flame behavior, shrinkage, and seam performance. A purchaser’s logo placement can reduce required visible area or damage a protective layer. Control customer customization through technical approval.

Products that combine functions require compatibility assessment. A high-visibility flame-resistant coverall must meet the claimed requirements together, after the specified conditioning. If it interfaces with gloves, helmets, respiratory equipment, fall protection, or boots, identify gaps, overlap, snagging, electrostatic concerns, and movement. Product design should follow a documented hazard assessment rather than a catalogue feature list.

Define misuse that can reasonably be anticipated. Users may roll sleeves, open a zip, add a nonapproved badge, repair a tear with ordinary thread, wash at the wrong temperature, or continue using a damaged garment. Design and instructions should reduce those risks and state inspection, repair, cleaning, storage, and replacement rules. Where the purchaser launders garments centrally, qualify that process and identify who tracks service cycles. A product that passed when new may no longer protect after uncontrolled care.

Select KBLI and confirm foreign ownership

KBLI 2025 places ordinary textile garments, including workwear such as laboratory coats, work jackets, and uniforms, within the general garment grouping; cut-and-sewn textile production normally points to 14111. The classification expressly excludes protective and flame-resistant clothing and directs it to subgroup 3290. The five-digit KBLI 32904 covers equipment for safety protection, including protective clothing, anti-fire clothing, fire-protection clothing, and other listed personal safety equipment.

This boundary can affect more than the deed. KBLI 32904 may display supporting business licences in OSS for particular defence or security products; those outputs are not automatically relevant to every protective garment, but they demonstrate why the exact scope must be read. A high-visibility vest for road crews is not a ballistic vest. Select the specific product scope and inspect every displayed prerequisite and PB UMKU.

Wet coating, textile finishing, printing, embroidery, ordinary garment manufacturing, protective equipment, trading, importing, or testing can be distinct activities. Build a product-process-code matrix and include only genuine operations. If one site makes ordinary and protective workwear, segregate projects, assets, capacity, evidence, and reporting sufficiently to show how each licensed activity operates.

Confirm foreign ownership for each code under the current investment list and live OSS. Preserve a dated memo with the code, description, exclusions, shareholding, location, risk output, supporting licences, planned capacity, and conclusion. A general statement that “manufacturing is open” is not an adequate board record.

Build the PT PMA and accountable product model

The PT PMA file should align shareholders and percentages, directors and commissioners, beneficial owner, address, business objectives, capital, tax, bank authority, and OSS projects. Allocate formal responsibility for regulatory compliance, product design, technical file, supplier approval, testing, release, complaints, recall, and corrective action. A product claim without an accountable decision owner is a governance failure.

Current investment procedures generally require at least IDR 2.5 billion placed and paid-up capital per PT PMA unless another rule applies. The planned investment value is separately above IDR 10 billion, excluding land and buildings, per five-digit KBLI and project location. If the site has 14111 and 32904, assess each project and the manufacturing-line treatment on evidence.

Support paid-up capital with shareholder, remittance, bank, share, and ledger records. Current rules restrict movement from the company account for twelve months except for allowed assets, construction, and operations. Model when specialist fabrics, reflective tape, laboratory work, equipment, fit-out, payroll, and customer receivables consume cash.

The Indonesia company-registration route for foreign ownership should also determine who is manufacturer of record, brand owner, importer, exporter, and after-sales contact. Contract manufacturers need written authority and specifications; brand owners need oversight and access to production and test evidence.

Qualify the industrial site and production controls

Industrial manufacturers are generally expected to locate in industrial estates, subject to specified exceptions. Verify zoning, estate approval for 14111 and, where relevant, 32904, address, occupancy right, building approval and proper-function certificate, electrical and fire capacity, ventilation, loading, worker welfare, security, and expansion. Protective-product materials may increase storage and fire-control demands.

Design flows for material identity and segregation. Quarantine incoming fabrics and components; separate approved, rejected, and expired lots; protect reflective or coated material; control humidity or light where specified; restrict branded or protective labels; and prevent ordinary trims from entering protective styles. Cutting remnants and rejected protective garments should have authorized disposition that prevents resale as conforming product.

Special processes need validation and site controls. Seam sealing, bonding, reflective-transfer application, coating, laundering, embroidery, and printing can affect protection. Control ventilation, heat, pressure, dwell, chemistry, water and wastewater, calibration, maintenance, and operator competence. If those stages are outsourced, qualify and monitor the subcontractor to the same technical requirement.

Factory safety remains separate from product safety. Provide machine guards, needle and sharp-tool control, ergonomics, fire systems, electrical checks, chemical safety, evacuation, first aid, incident reporting, and worker training. A company manufacturing PPE still has to protect its own employees through the Indonesian occupational-safety system.

Create the protective-product conformity file

The technical file should contain intended use and limitations, risk assessment, drawings, size and coverage, bill of materials, component certificates, construction specification, applicable standards and regulations, test reports, marking, labels, user information, care, packaging, supplier controls, production plan, inspection and test plan, change history, complaint process, and retention period. Keep versions linked to sold lots.

BSN lists active standards for protective clothing, including SNI ISO 13688 for general requirements and an Indonesian adoption of ISO 20471 with its amendment for high-visibility clothing. Other hazards have other standards. The existence of an SNI does not by itself prove mandatory application or suitability. Confirm current mandatory rules, purchaser requirements, destination market, edition, class, test method, and conformity route for each product.

Precondition tests as required. Colour, laundering, abrasion, flexing, ageing, or contamination can reduce performance. Test the garment or assembly where the method requires it, not only supplier fabric. A certificate from one material lot cannot support changed fabric weight, coating, thread, seam, reflective layout, transfer, supplier, or care cycle without technical assessment.

Production controls should verify identity, layout, measurements, seams, component placement, visual area, labels, and any routine tests. Establish lot definition and sample plan. Final release must be independent enough to stop shipment. Nonconforming protective items require controlled rework and retest or destruction; discount sale without the claim can still create risk if branding or appearance implies protection.

Plan post-market controls before the first delivery. Record customer, site, product code, size, lot, shipment, and contact so affected users can be reached. Define complaint triage, incident escalation, sample preservation, regulatory and customer notification, field correction, withdrawal, and recall authority. Conduct a traceability exercise using a simulated component defect and measure how quickly the team identifies affected garments and customers. Insurance should be reviewed against the exact claims, markets, and contractual indemnities.

Close factory and product approval gates

Government Regulation 28 of 2025 governs risk-based licensing. Low risk generally uses the NIB; medium-low adds a self-certified Standard Certificate; medium-high requires verification before commercial operation; and high risk requires the specified permit. Review the live OSS output separately for 14111, 32904, and every project location.

Industry Ministry Regulation 37 of 2025 links industrial licensing with SIINas. Verification can inspect KBLI fit, site, raw materials, water and energy, machines, capacity, investment, workforce, and production readiness. Keep project-specific layouts, machine assets, capacity, people, component lists, and evidence clear where ordinary and protective lines share infrastructure.

The approval register also covers environmental, building, fire, electrical, machine and workplace safety, chemical and waste controls, imported machinery, customs, employment, industrial reports, applicable product regulation, standards, and destination-market conditions. OSS may display supporting licences for certain products within 32904; treat each as a scope question, not as a generic requirement for all workwear.

Before first revenue, apply the Indonesia pre-operation licence gate before first revenue alongside product release. Management should sign that the exact factory activity may operate, the style may carry its claim, the lot passed controls, the label and instructions are correct, and invoice or export documents match the licensed seller.

Budget for evidence, not only sewing

An anonymous check of publicly marketed Indonesian PT PMA packages on 28 August 2026 found broad basic incorporation and registration pricing around IDR 20–80 million. Scope varies, and this is neither an official tariff nor an HSJ Global quotation. Protective-product classification, studies, testing, and approvals can sit outside basic packages.

Budget premises, fit-out, cutting and sewing, specialty seams, heat or bonding equipment, ventilation, laboratory and conditioning, calibrated instruments, fire and chemical controls, software and traceability, test samples, destructive tests, third-party laboratories, certification where applicable, technical experts, audits, freight, customs, training, recruitment, spares, and ramp-up waste. Include secure destruction of rejected branded or protective output.

Working capital can be material because technical fabrics and components have minimum orders and long lead times. Model deposits, qualification lots, repeat testing, customer approval, payroll, inventory, shipping, receivables, warranty, and recall contingency. A component change caused by shortage may trigger retesting and delay revenue; include that scenario.

Quote ordinary and protective products with different cost architecture. Protective styles need technical-file maintenance, controlled sourcing, lot traceability, release evidence, and liability management. If the selling price does not fund those controls, the model encourages unsafe shortcuts. Price customization and small orders for the engineering work they create.

Use a lifetime-cost view for protective contracts. The commercial scope may include wearer fitting, issuance records, periodic inspection, laundering, repair, replacement, collection, and destruction. These services can improve safety and recurring revenue, but they add logistics, software, trained personnel, and liability. State which party owns each obligation and price it. A low unit price that omits service-life management can be more expensive for the customer and riskier for the manufacturer.

Use a hazard-to-shipment setup sequence

  1. Classify the claim. Separate ordinary workwear from each protective function and define users, hazards, limitations, and markets.
  2. Approve KBLI and ownership. Test 14111, 32904, other processes, investment-list eligibility, OSS risk, and supporting licences.
  3. Structure the PT PMA. Align governance, accountable product roles, capital, project value, brand, contracts, importing, exporting, and liability.
  4. Qualify the site. Verify estate acceptance, building, fire, utilities, material controls, specialist processes, workforce, and expansion.
  5. Complete factory approvals. Close OSS, SIINas, environment, building, safety, employment, equipment, customs, and reports.
  6. Build conformity evidence. Approve standards, design, materials, suppliers, tests, marking, instructions, traceability, and change control.
  7. Commission controlled production. Validate equipment, settings, competence, inspection, tests, nonconformity, destruction, and records.
  8. Release shipment. Sign legal-operation and product-lot gates, then verify contract, invoice, label, export, and customer evidence.

Run a formal change board after launch. New reflective tape, fabric source, seam, logo location, care cycle, size, machine, subcontractor, or protective claim can affect classification, test validity, certification, labels, licences, and cost. No buyer request should bypass that assessment.

Is all workwear classified under KBLI 14111?

Put ordinary and protective workwear in separate decision columns.

A phased strategy may be rational: start with ordinary workwear, build production discipline, and add protective products only after specialist competence, equipment, suppliers, tests, approvals, and insurance are ready. The correct choice is the scope the company can lawfully produce and truthfully claim—not the broadest wording a customer might request.
