Reporting engagement design

Accounting Services for Singapore Companies: Reporting and Compliance Scope

Turn a general accounting quote into a set of records, reports, submissions and evidence of completion.

A company receiving monthly bookkeeping may still need separate annual financial statements, tax computations, tax submissions, XBRL conversion, GST work or an audit. Define the accounting engagement by outputs and filing responsibility, not by the phrase “annual compliance”. Whether an exemption applies must be assessed for the specific obligation.

Key takeaways

  • Bookkeeping produces the ledger that later reporting depends on; it is not every statutory submission.
  • Audit exemption does not automatically remove financial statement preparation or filing duties.
  • Tax filing and ACRA filing are distinct workstreams with different evidence of completion.
  • A provider needs complete underlying records, and directors retain their responsibilities.

Specify the output behind each service label

Service Inputs needed Expected output Completion evidence
Bookkeeping Sales, bills, bank data and explanations Reconciled ledger and supporting schedules Agreed-period close and unresolved-items list
Financial statements Closed ledger, estimates and disclosures Statements under the applicable framework Reviewed and appropriately approved set
Corporate tax Accounts and tax-specific adjustments Computation, schedules and relevant return Filed return acknowledgement
XBRL Final statements and filing classification Mapped and validated filing data Accepted ACRA submission
Audit Statements and audit evidence Independent audit work and report Signed auditor’s report when required

Ask what “preparation” means in the quote. It may cover producing a draft while excluding submission, answering regulator queries or amending earlier periods. Establish who approves the figures and who has the authorisation to file before the deadline arrives.

A newly incorporated business should establish its reporting period and record ownership alongside Singapore company setup . Waiting for the first tax notice can leave a year of unexplained transactions to reconstruct.

For a monthly close, agree a ledger, bank reconciliations, receivables and payables ageing, and an exceptions report as applicable to the business. For the year end, identify which financial statements, notes and supporting schedules will be prepared, who reviews estimates and who signs the final set. A quote for “accounts” should not leave the reporting framework and final deliverables undefined.

Define the volume and complexity assumptions as well as the output. The number of bank accounts, currencies, invoices, inventory locations, employees and related parties can change the processing required. Specify whether historical catch-up, migration and opening-balance reconciliation are included. Those activities should not silently displace the routine current-period work the company expects.

Define the reporting deliverables

Match the business activity and records to the outputs your provider must prepare.

Keep audit, preparation and filing exemptions separate

ACRA’s small-company audit guidance distinguishes audit exemption from financial statement filing. The small-company framework tests private-company status and relevant quantitative conditions, with additional group analysis. A subsidiary should not look only at its own small revenue and ignore the group.

The financial statement filing page contains requirements by company type and size, including XBRL requirements from 19 October 2026 onwards. Determine the applicable filing classification and current taxonomy at the filing date. Audit exemption does not settle the separate financial statement filing requirements . Solvency, company type and other conditions need separate analysis.

The financial statement preparation and component requirements help distinguish the reporting output from a bookkeeping export. Neither a trial balance nor a dashboard is automatically a complete annual set.

The current ACRA filing matrix separates simplified XBRL plus the director-authorised PDF for smaller non-publicly accountable companies from full XBRL for other companies required to file. The smaller-company test uses both revenue and total assets not exceeding S$500,000, with the applicable consolidation basis. This is a filing-format classification, not the small-company audit test. The accountant should document which matrix row applies before preparing the submission file.

Build a close calendar that supports tax filing

IRAS’s corporate return guidance sets 30 November as the annual Form C-S, C-S (Lite) or C deadline. Determine the relevant Year of Assessment and first-return treatment; the correct form depends on eligibility, not the cheapest service line.

The tax computation reconciles accounting profit with the applicable tax rules. Require a schedule of adjustments and claims so directors can understand the filed figures. An ECI obligation is a separate earlier estimate, and a GST registration or return is a different tax workstream again.

Choose a monthly or quarterly bookkeeping close that leaves time for missing invoices, bank reconciliation and judgemental items. A filing deadline is not a sensible document-delivery deadline. Agree a record cut-off and a process for late transactions.

Accounting information dependency map Source records feed the ledger. The ledger supports statements, tax computations and applicable GST reporting, while statements support XBRL or audit work. Records → reconciled ledger Statements Tax work GST work Separate review, approval and submission gates apply.
An information map, not a claim that every service or filing applies to every company.

Use a responsibility split that makes approval practical: management supplies complete records and explains transactions; the preparer processes and reconciles the information; the reviewer resolves reporting and tax judgements; the authorised filer submits the approved output. If one provider performs several roles, still record the separate approval points. A last-minute submission should not be the first time the company sees the figures attributed to it.

Review the filing calendar

Identify the records and approvals needed before the relevant tax and reporting dates.

Protect the evidence and the handover

IRAS recordkeeping rules require financial transaction records and supporting documents to be retained for at least five years from the relevant Year of Assessment. Keep accessible source documents, schedules and bank statements, not only the final tax return. Company-law and dissolution situations may require separate retention analysis.

Assign responsibility for sales completeness, expense explanations, inventory, payroll, related-party balances and foreign-currency information. If the provider receives only a bank feed, ask what process captures cash, non-cash transactions and unpaid invoices.

The engagement should specify software ownership, user access, export format, record custody and the steps on termination. Retain a usable ledger and supporting schedules so another accountant can continue without rebuilding the history.

When balances do not reconcile, keep an exceptions log with amount, cause, owner and resolution date. Escalate material estimates and unresolved transactions for approval before statements or returns are signed off; do not conceal uncertainty in a miscellaneous account.

For example, a director’s cash injection may need to be distinguished from sales revenue, share capital or a loan. The supporting bank entry alone will not always settle the correct classification. Request the subscription, loan agreement or other relevant evidence and obtain an accounting conclusion. This illustrative exception shows why asking for source explanations is a substantive part of accounting work.

For an e-commerce business, reconcile gross sales, refunds, platform charges, payment settlements and foreign exchange rather than posting only the net bank receipt as revenue. For an inventory business, agree who supplies stock quantities and valuation support. These are scope questions to resolve before engagement; they are not a claim that one generic monthly service includes every specialist reconciliation.

Accept accounting work against named deliverables

Select a scope that covers the company’s actual transactions, reporting obligations and authorisations. Separate routine processing, year-end preparation, tax, GST, filing conversion, audit and exceptional work. Avoid treating a generic bundle description as evidence that all tasks are included.

At each period end, collect the agreed reports and final reconciliations; for submissions, collect the actual acknowledgement. Resolve outstanding items and record the owner of the next deadline. The engagement is complete when the promised outputs and filing evidence exist, not merely when an invoice is paid.

Agree an accountable handover

Confirm output ownership, software access and evidence of submissions.

Frequently asked questions

Is XBRL included in every bookkeeping fee?

No. Require it as an explicit deliverable when the company must file in that format.

Does no revenue mean no records are needed?

No. Formation costs, bank charges, capital and other transactions can still require records and appropriate reporting analysis.

Can an accountant guarantee audit exemption?

Eligibility follows the applicable company and group facts, not the service package label.

Who should retain the records after changing provider?

Agree custody and obtain usable exports and source records so the company can satisfy continuing retention and reporting duties.
