Government Fees for Indonesian Company Registration: Confirm the Charge and Payment Evidence

Connect the legal tariff, official bill and paid receipt to the intended PT application.

Government fees for Indonesian company registration include an AHU establishment PNBP charge ranging from IDR 300,000 to IDR 5,000,000 per application for capital-partnership PTs, depending on authorised capital. That amount is not an all-in incorporation bill. Confirm the precise service and capital band, identify separately billed items, then obtain official paid evidence linked to your filing. A provider invoice or an unpaid billing code is insufficient.

Key takeaways

  • Use the deed’s authorised capital to test the tariff; investment plans and paid-in cash are different figures.
  • A state-payment reference should remain traceable even when a notary pays on your behalf.
  • A publication charge must be identified separately so a bundled allowance is not counted twice.
  • Close payment reconciliation and application completion separately; missing evidence needs an owner and a repair action.

Match the establishment tariff to authorised capital

For an ordinary capital-partnership limited liability company (Perseroan Terbatas, or PT), select the establishment charge using authorised capital (modal dasar) recorded for the application. The schedule applies to this service category; foreign investment status alone does not select a tariff. A single-person micro or small company has a different category.

Government Regulation PP 30/2026 took effect on 1 August 2026 and replaced the relevant earlier Ministry of Law tariffs. The following figures are from Annex I.A.1 , checked on 4 November 2026.

Authorised capital Establishment PNBP Charging unit
Up to and including IDR 25 million IDR 300,000 Per application
Above IDR 25 million, up to IDR 1 billion IDR 600,000 Per application
Above IDR 1 billion, up to IDR 5 billion IDR 1,500,000 Per application
Above IDR 5 billion IDR 5,000,000 Per application

These are one-off application charges, not an annual subscription. Exactly IDR 5 billion belongs in the IDR 1,500,000 band; an amount above that boundary belongs in the IDR 5,000,000 band. Do not choose a lower capital figure merely to reduce a charge: the deed, ownership structure and applicable capital requirements must remain valid.

Use the live AHU billing description and capital entry to confirm the selected service before paying. Historic FAQs, old voucher screenshots and a provider’s rounded allowance cannot override the current tariff. A discrepancy between the regulation and the live bill needs explanation before funds are released.

Separate publication, NIB and private charges

Keep each statutory service distinct. Annex V of PP 30/2026 separately lists IDR 100,000 per application for the company establishment/publication service in Berita Negara and its Supplement. Identify whether that item is being billed separately or already accounted for; avoid charging it twice.

For illustration, an establishment application with authorised capital above IDR 5 billion has IDR 5,000,000 establishment PNBP. If a separate IDR 100,000 publication item is also payable and evidenced, those two items total IDR 5,100,000. That subtotal is not a universal company registration price. It excludes private services and any other separately applicable approval.

The official NIB service standard states that issuance of the Business Identification Number (Nomor Induk Berusaha, or NIB) through Online Single Submission (OSS) carries no charge. A provider may charge for assistance, but must not relabel that service as a government NIB issuance fee. Separate sector, environmental or premises approvals need their own scope and charging basis.

For registering a company in Indonesia , the deed, AHU entity filing and OSS registration remain distinct outputs. Notary/deed work, translation, authentication and HSJGlobal professional work belong on separately identified private fee lines. Capital contributions and investment commitments are company funding requirements, not government registration charges.

VAT scope: the table reproduces statutory PNBP nominal amounts without adding a VAT percentage. It is not a tax-inclusive private service quote. Any VAT claimed on a professional or third-party invoice must be separately explained under the issuer’s applicable tax treatment; do not apply one blanket uplift to every disbursement. Keep the charge category visible through payment and handover.

Trace each government charge through separate evidence Establishment and separately billed publication items each require their own record. Match billing details and paid proof, then connect the records to the intended company application and output. AHU establishment tariff Publication if separately billed One record per charge item Billing request code, service, amount Paid proof NTPN, amount Link to company application/output
Reconcile each item separately: a correct bill, a successful payment and an issued company document answer different questions.

Reconcile each charge with its billing and paid record

Create one reconciliation row for each government charge, even when the notary pays on your behalf. The Treasury’s billing explanation defines a billing code as an identifier for a payment to be made. A billing code alone does not prove that the state received payment. Keep the original billing record alongside the paid record.

Record Capture Match against Leave unresolved when
Tariff selection Service category, capital band, applicable date Deed/application and current legal schedule Category or capital differs
Billing request Code, service label, nominal amount, expiry Authorised charge and application reference Amount or service is unexplained
Paid confirmation Payment receipt/BPN, NTPN, amount, date, channel reference The same billing transaction Only a vendor invoice or transfer screenshot exists
Application output Company name, application reference, deed and AHU output The intended company file and paid item Payment is linked to the wrong filing

Save the bank or collecting-agent payment evidence with its NTPN (Nomor Transaksi Penerimaan Negara) , the state receipt transaction number. The Treasury payment FAQ identifies successful-payment evidence as containing an NTPN. A client transfer to a service provider proves that transfer; obtain the onward state-payment evidence as well.

Pay through the channel shown for the official bill. Treasury guidance on collecting agents explains that state billing is paid through appointed collection channels. If the billing record uses an applicant or notary name rather than the company name, preserve an application reference or written reconciliation showing why that payer belongs to your file.

Agree in advance who retains the original receipts and what the handover contains. Payee and reimbursement controls for incorporation payments should cover advance funding, reimbursement of actual disbursements and treatment of an unused allowance. An allowance is not evidence that its full amount was spent.

Resolve a missing payment trail

Bring the bill, payment receipt and application reference together so the unmatched record can be identified.

Repair payment and application mismatches

Pause a disputed line rather than paying it again automatically. First establish whether the problem concerns the charge selected, settlement of the payment or use of the payment in the application; each needs different evidence.

  • Ask the filing notary to explain a wrong tariff band or service label against the deed and live bill before paying. Preserve both versions if a bill is replaced.
  • Ask the payment channel to trace a debited transaction when the NTPN or paid confirmation is missing. Retain its transaction reference and the original billing code; do not assume a second payment will repair the first.
  • Use AHU’s payment-confirmation route when voucher recognition is disputed, supplying the bank/voucher details and evidence requested by the current service. Keep the support reference and response with the application.
  • Stop file closure if paid evidence belongs to another company or the notary cannot connect it to your application. Obtain a corrected reconciliation and the actual output before accepting completion.

AHU’s published confirmation guidance identifies bank and voucher information as inputs for payment confirmation. Treat the current service interface as authoritative for submission fields. A confirmation or correction request does not guarantee a refund, transferable voucher or approval; obtain the applicable decision before recording a recovery.

Close the government fee file when both records match

Close the government disbursement file only when the legal charging basis, billing record, paid evidence and intended application can be followed without a gap. Separately confirm that the promised AHU company output has been issued and matches the deed. Payment completion and company approval are separate checks. A receipt cannot establish the company; an approval document does not explain every claimed disbursement.

Keep an unresolved-item list for missing receipts, unexplained extra charges or unrecognised payments, with the notary, payment channel or provider responsible for the next response. Accept only evidenced actual charges as reconciled. Preserve NIB issuance and any further licence outputs separately, so a settled establishment fee is never mistaken for full operating permission.

Complete the government charge handover

Use an itemised file of legal basis, bills, receipts and company outputs to resolve outstanding disbursement questions.

Frequently asked questions

Can one receipt cover more than one government charge?

Retain the full receipt and allocate every identifiable line to the relevant service. If the receipt shows only a combined amount, request the underlying itemisation and references rather than inventing an allocation.

Should I accept a redacted government payment receipt?

Request a copy that preserves the service, amount, date and identifiers needed to reconcile your transaction. A copy that hides those fields cannot close the evidence gap; protect unrelated personal information when sharing it.

Does an unused government-fee allowance belong to the provider?

The written engagement controls settlement of the allowance. Request an actual-disbursement reconciliation and apply the agreed adjustment or refund terms; an estimate alone does not establish an earned government payment.

Can I use a previous company’s bill to budget a new filing?

Use it only as a planning reference. Recheck the current service category, capital band and billing date for the new company. Preserve separate records for each application.
