For a local private company limited by shares submitted electronically on 22 August 2026, the official incorporation and one-year business-registration charges total HK$3,895 before any professional service, address, secretary, document or delivery cost.

A safe comparison therefore starts with a written “included, excluded or conditional” schedule. For a local private company having share capital, the Companies Registry fee schedule lists HK$1,545 for an electronic incorporation application and HK$1,720 for a hard-copy application. These are Companies Registry charges, not a formation agent’s professional fee.

The separate IRD Business Registration Fee and Levy Table shows HK$2,350 for a one-year certificate whose relevant commencement or submission date falls from 1 April 2026 through 31 March 2027. It comprises a HK$2,200 fee and HK$150 levy. The three-year total is HK$6,170, so a quote must state which certificate period it uses.

What should “all-inclusive” actually mean?

Treat “all-inclusive” as a claim that needs a defined boundary. It should name the company type, one- or three-year certificate, filing route, number and type of founders, share structure, documents, secretary term, address term, mail service, Significant Controllers Register work, government disbursements and delivery. It should also list every event that falls outside the boundary.

A physical common seal should not be presented as an unavoidable government fee. The Companies Registry confirms that keeping and using a common seal is optional . Likewise, incorporation documents are not the same as an operational licence or bank-ready evidence pack. That official possibility is not the same as the provider’s refund policy.
