The fastest way to compare Hong Kong company formation quotes is not to request more quotes. It is to make every provider quote the same company and the same completion state. Without one founder brief, the lowest proposal may assume an individual shareholder, electronic filing and no address, while the highest includes a corporate shareholder, registered office, secretary, records and a year of mail handling.
Build the comparison in three passes: align the inputs, normalise the cash totals, then test the deliverables and responsibilities. This separates genuine price differences from different scope. It also exposes unanswered questions before payment, when they are easiest to resolve.

How do you create one cost baseline?
Separate government money from provider money. The Companies Registry fee schedule lists HK$1,545 for electronic incorporation of a local company with share capital and HK$1,720 for a hard-copy application. The IRD fee table lists HK$2,350 for a one-year Business Registration Certificate where the relevant submission is made from April 1, 2026 through March 31, 2027.
For the common electronic, one-year scenario, enter HK$3,895 in every quote before comparing services. If one provider includes it and another does not, the spreadsheet still shows the same baseline. Do not apply that total to a different filing date, hard-copy route, certificate period or entity type. Record the verification date because statutory charges can change.

Which quote columns should be compared?
Use four status columns for every line: included, excluded, conditional and unanswered. Attach a cash amount to an exclusion and both a trigger and rate to a conditional item. After the cash totals are normalised, score only factors that change the founder’s outcome. A practical 100-point model can allocate 30 points to complete statutory scope, 20 to registered-office and mail operation, 15 to document and records handover, 15 to provider verification and response quality, 10 to renewal and exit transparency, and 10 to price. Adjust the weights before viewing final totals so a preferred provider is not rewarded retrospectively.
Award points for evidence rather than adjectives. “Fast support” earns no score until the provider states a channel, service hours and response target. “Full company kit” earns no score until each document is named. “Compliance included” earns no score until the company secretary term, filings, registers, mail actions and out-of-scope events are listed. Some failures should be gates, not deductions. Define handover evidence. A certificate-only handover is not equivalent to an operational corporate record set.

Before signing, reconcile the proposal, invoice and engagement letter. They should identify the same entity, currency, taxes, government charges, service period, deliverables, assumptions and renewal basis. State who owns each post-incorporation task. Replace sales-language phrases with measurable milestones: documents approved, valid submission made, official certificates received, records delivered and ongoing services activated.
The winning quote is not necessarily the broadest. It is the lowest normalised total that reaches the founder’s defined completion state without an unowned legal or operational gap.
