How to Start Metal Can Factory in Indonesia: PT PMA, Permits, and Cost

One industrial code covers several cans, but each end use changes the acceptance gate.

A foreign-owned metal can manufacturer can investigate a PT PMA under KBLI 25940, which covers food and drink cans, chemical containers and metal closures. The project still needs a real site and the OSS licence state required for its scale and process; food-contact suitability is a separate product question. Specify the can before choosing the route

A metal can factory could make two-piece beverage cans, three-piece food cans, paint tins, drums or a metal closure. The official KBLI 2025 code 25940 description includes food and drink cans, paint and chemical containers, drums and components, as well as closures such as crown corks and lug caps. The code survived the 2020 to 2025 conversion one to one. That broad industrial classification does not prove that the same coating, hygiene controls or buyer tests suit every end use.

Start the plant brief with the finished container, size, closure, substrate, internal coating and buyer use. If a company only fills food into a purchased can, its activity is not automatically can manufacturing. If it fabricates cans and fills them, it has two physical outputs and must test both lines of activity. The invoice, production diagram and installed machinery should describe the same business as the OSS filing.

This is a procurement gate rather than a claim that one more national licence attaches to each row. A buyer can reject a legally manufactured can if it fails seam, coating or pressure tests. Obtain a signed acceptance specification before ordering a line whose tooling is expensive to change.

Form the PT PMA and establish the permit path

Foreign shareholders normally evaluate a PT PMA, with eligibility checked for code 25940 and any additional manufacturing, coating, filling or trading activities. Confirm the current foreign-equity position in OSS and the investment-business-fields schedule; do not infer it from the broad word “metal”. The company deed, AHU legal-entity approval, tax identifier, NIB and operating licence state are successive but separate evidence points.

Identify direct and ultimate owners, directors, commissioner, authorized signatories and the entity that will own or lease the premises. PP 28/2025 controls the risk-based licensing framework. Determine the specific OSS requirements after the code, scale and parcel are entered: NIB, standard certificate or business licence, any sector conditions and PB UMKU where relevant. Do not copy a risk level from a different project and call the NIB an unconditional factory permit. Save dated screenshots or official outputs of each state so the commissioning team knows what remains open.

Treat coating, site and environment as one design decision

Canmaking may combine stamping, welding, washing, coating, curing, printing and packaging. The presence, capacity and chemicals used in those steps determine the ventilation, wastewater, fire, waste and environmental inputs to the site assessment. The industrial-sector standards under Regulation 37/2025 also require the project to test industrial-estate location and any actual exception. A generic office address is not evidence of a factory location.

Demand a site pack containing the parcel and land-right evidence, spatial suitability, utility capacities, landlord permissions, applicable PBG/SLF records, environmental screening and a process-flow drawing. Determine where coating material, solvent and scrap metal will be stored and who manages each waste stream. These are project facts for the responsible specialists to use; this article does not prescribe a uniform environmental instrument. If coating is initially outsourced, state this in the filed manufacturing narrative and contracts. Bringing coating in-house later may change site equipment and environmental assumptions even if the finished-can code remains the same. Likewise, a nominally “dry” metalworking plant should not rely on a no-wastewater assumption if washing or surface treatment is planned.

If the OSS activity and the physical line diverge during review, fix the operational description first. Reconcile the machine list, material flow, output and parcel before amending a code or resubmitting a site application. If the landlord cannot supply building evidence, pause the installation schedule and obtain a written remediation path, cost owner and deadline. If an environmental consultant asks for a different production capacity, make one controlled revision to the plant plan; contradictory capacities across the deed, OSS and study create a later commissioning problem. These are recovery steps tied to documentary mismatches, not a claim that all approvals share one queue.

Distinguish a factory permit from can release

For food cans, an internal lacquer and seam system must be compatible with the food and thermal process specified by the customer. Indonesia has a current BPOM food-packaging regulation issued in 2026 ; assess the actual material and contact conditions against the applicable text with the product specialist. The empty-can manufacturer should not present a finished-food marketing authorization as its own canmaking permit.

Require three sign-offs: the line is allowed to operate at the named parcel; the can batch meets the agreed physical and material specifications; the customer’s filling and storage process accepts the container. One certificate cannot stand in for all three. Maintain substrate and coating lot traceability so a complaint can be narrowed to affected runs instead of shutting down every product.

For chemical containers, the customer’s fill substance changes the compatibility and transport discussion. Avoid applying a food-contact test list to a paint tin merely because both are inside KBLI 25940. Conversely, a paint-can acceptance record is not evidence that a lined can is suitable for food. This fork is the main reason the project dossier must name its market before any cost claim.

Put a rejected batch through a different recovery path depending on the defect. A seam dimension problem may call for tooling adjustment and new closure tests; a coating failure may require isolating a substrate or lacquer lot and retesting compatibility; a label error calls for controlled artwork and inventory reconciliation. Those are buyer-quality responses, not corrections to a KBLI filing. If a plant expands from paint tins to food cans, do not rely on an acceptable historical seam test alone. Update the material, cleaning and customer acceptance dossier before claiming a food-contact product can be released.

Build a permit and cost schedule by dependency

For a standard eligible PT PMA, the supplied HSJGlobal Essential company-formation baseline is IDR 29.5 million one time as approved on 7 September 2026. It includes defined deed and AHU coordination, AHU PNBP up to IDR 5 million, basic NPWP and OSS/NIB assistance, for one qualified address and up to two low or medium-low risk codes. Calculate first-year cash by adding only verified signed or quoted components. Do not add the AHU allowance twice to the IDR 29.5 million figure. State whether site work, testing and any additional licence application are within each supplier’s scope; ordinary proposals often exclude equipment foundations, electrical upgrades and production trials. Recurring costs should include rent, power, environmental monitoring where required, preventive maintenance, accounting and reporting as applicable.

The release timetable is best expressed as gates: specification and code; ownership and PT formation; named parcel and OSS conditions; installation and commissioning; customer acceptance. Document preparation and machinery sourcing may overlap, but installation and commercial operation each depend on the permissions applicable to that stage. An unverified promise of “factory ready in ten days” hides the longest lead item, which may be the coating line, utility upgrade or environmental approval.

At the company gate, enter the IDR 29.5 million baseline only if eligibility is confirmed; at the plant gate, enter supplier and property quotations as they arrive; at the launch gate, record the accepted can specification and any testing invoices. Commit to the metal can plant only after the three releases

A viable 25940 project has a defined can and end use, an approved ownership and company route, and a parcel whose operating conditions match the real coating and metalworking line. Follow it with a budget that can be traced from corporate fee to vendor and site invoices, keeping capital outside the fee total.

Before signing an unconditional tooling order, secure the regulatory site and OSS path and obtain the first customer’s release criteria. Stop if food-contact suitability, environmental scope or the live permit state is unresolved. A company established on paper cannot absorb the commercial loss from tooling a can that cannot be made or sold as specified.
