Define the pipe application and saleable product

A plastic pipe factory budget cannot be reduced to the price of an extruder. The product application, pipe diameter range, wall thickness or rating, resin, required output, dies, calibration and cooling system, haul-off, cutter, belling or socketing equipment, pressure testing and site infrastructure all change the design. A foreign investor should define the line by the product it must deliver to the customer, then work backwards to machine and factory requirements.

Create a product schedule showing whether the factory will make pipes, hoses, tubes, fittings, sockets or mixed components. For each SKU, record the material grade, size range, pressure or load requirement where relevant, colour/additives, customer specification, intended market and whether the product is intended for potable water, gas, chemicals or another controlled application. The application is a compliance input, not merely a sales label.

Do not assume that all pipe products share one approval path just because they are made from PVC, PE or PP. The test regime for a pressure-carrying product differs from that for a drain or a protective duct. Pipe and fitting factories often use several processes in one site: extrusion for straight lengths, coiling for smaller flexible tubing, injection moulding for fittings, socketing/belling or machining, printing/marking, and packaging. Do not assume that a code for the principal extrusion output automatically resolves every additional product or service. Where an activity is material to revenue or operation, document it and verify its appropriate registration.

A foreign-owned company should check PT PMA eligibility and current investment conditions for the exact proposed activities before finalising the shareholder plan. Do not use a broad label or an older KBLI conversion as proof that the code, foreign ownership and licence scope are all approved. For AHU and legal-entity disbursements, check the current official requirements and payment interface. The PP 30/2026 regulation record covers non-tax state revenue for the Ministry of Law and became effective on 1 August 2026. Do not add included PNBP a second time or copy an older fee quote without checking the current scope and official amount due.

The total plant investment should be assembled only after comparable line quotations and site details exist: company setup and extra disbursements + core pipe line + dies/tooling + installation and freight + utilities and civil works + product testing/certification + pre-launch costs and working capital. That formula exposes what is known and what is missing. It does not manufacture a market average from specifications the investor has not provided.

A transparent budget labels each number as an approved price, a current quote, an estimate or an unresolved variable. If the supplier has not confirmed the line output at the required pipe size and material, keep the figure open rather than pretending the press or extruder capacity is sufficient.

Engineer the extrusion line and product test plan

Pipe extrusion is an integrated process: resin preparation and feeding, melting and die flow, sizing/calibration, cooling, haul-off, cutting or coiling, marking, inspection and packing must work together. A change in material, diameter range, wall thickness or output rate changes the die, cooling, puller, cutter and test programme. Ask the supplier to base capacity on the actual pipe specification, not just the largest diameter the catalogue lists.

Agree a run-off or acceptance test with the supplier before purchase. It should identify the resin or agreed material, target sizes, line speed, stable run period, dimensional sampling, allowable scrap, utilities, staff training and defect-handling procedure. A brochure output rate cannot replace a witnessed or documented test under agreed conditions. Confirm what happens if the installed line misses a critical specification.

The factory should also plan resin lot traceability and controlled formulation changes. If additives, colour or recycled inputs are used, specify the allowed recipe and material records. Keep trial settings, instrument calibration and final product release in one controlled system so the line can demonstrate why a batch was accepted.

For pressure pipe or another critical application, a robust test plan may include performance or durability tests beyond basic dimension checks. The exact methods, test pressure, conditioning, sampling and pass/fail criteria must come from the applicable standard or customer specification. Do not invent a universal pressure value for every pipe material or size.

Do not accept the line solely because it extrudes pipe-shaped product. Commission it against the saleable specification, the downstream joint system, the product-test plan and the agreed production capacity.

Require a documented acceptance test

Before awarding the line, define target pipe sizes, material, stable output, dimensional tolerance, application tests and supplier acceptance obligations.

Verify the site and operating-approval path

A pipe factory’s site requirements differ from those of an office or low-utility workshop. Long extrusion lines need straight-line floor space for extruder, die, sizing, water tanks, puller, cutter and pipe stacker; fittings add moulding cells and mould storage. Resin silos or bulk handling, water circulation, compressors, electrical supply, drainage and space to hold long pipe bundles may be as important as the machine footprint.

Verify permitted land use, the approved building function, PBG/SLF status where applicable, access for long loads and the feasibility of renovations before committing to a property. A certificate should be checked against the actual property, use and intended modifications, not accepted on the basis of a building owner’s verbal assurance.

Environmental approval should be screened against the actual plant, the site and its impacts. Do not automatically assign AMDAL, UKL-UPL or SPPL from the fact that the plant extrudes plastic; confirm the applicable result through the current process and rules. If there will be washing, treatment, recycling of collected waste, printing or chemical use, add those details to the environmental brief rather than omitting them from the site scope.

Under PP 28/2025, business licensing is risk-based and includes basic requirements, business licences and supporting licences. Use the current OSS workflow for each activity and location to see what is generated. The NIB is not a universal substitute for all standards, licences, site approvals or product permissions. Maintain a tracker with required output, owner, evidence, verification status and the point when it must be fulfilled.

Make commissioning sequential. Resolve site/building feasibility before installation; close any required pre-operation permissions before the stage where the rules require them; then conduct the supplier acceptance test and product-specific validation before commercial delivery. These are different gates and should not be collapsed into a single “factory ready” milestone.

A launch decision should be based on evidence across product scope, legal structure, site, line capacity and product release. Before committing the first major deposit, compare the supplier’s final configuration with the selected KBLI, the actual site layout, utility commitments, OSS outputs, environmental screening and customer acceptance plan. A change in pipe size range or product application can affect several of those workstreams at once.

For every open point, record a named owner, source/authority, supporting document, due date, budget consequence and the stage it blocks. A site-use issue may block a lease; an incomplete utility upgrade may block installation; a product test may block sale. Distinguishing those impacts makes the plan more useful than a general list of “permits pending”.

Use Indonesia company registration guidance to scope the entity formation work, then retain separate evidence for the pipe line, site and product. The company may be formed while a manufacturing site or product validation remains unfinished; that is a status to manage, not a reason to mark the whole project as operational.

Release the factory only when the exact pipe or fitting can be produced at the selected site, the relevant permissions are in the required state, and the product can pass its defined acceptance checks. If any of those dependencies is open, keep the affected commitment conditional until it is resolved.

A project file should finish with a dated readiness record: product scope, code basis, ownership structure, premises findings, licence outputs, supplier acceptance results and remaining conditions. Reopen the relevant checks when the company adds a product family, factory location or materially different process.
