Define products, materials, and KBLI
The first setup document should be a product-and-material register. For each SKU, record whether it is worn on a person, clothing, or pet; its primary metal; fineness or alloy specification; genuine or imitation stones; pearl content; production steps; outsourced steps; and intended sales channel. Add intermediate products such as cast blanks, chain, findings, or cut stones if the Indonesian company will sell them. This evidence prevents the retail word “jewelry” from concealing several licensed activities.
KBLI 2025 code 32112 covers jewelry whose principal material is gold, platinum, or silver and which is worn on the body, clothing, or a pet, including parts and fittings. Rings, necklaces, bracelets, earrings, brooches, precious-metal belts, and buttons are examples. It expressly excludes imitation jewelry. The classification does not automatically authorize upstream production or refining of precious metal, which belongs to a different industrial family.
KBLI 32111 covers cutting, grinding, and polishing gemstones and similar material, including jewelry diamonds, agate, imitation diamonds, and color enhancement by irradiation. KBLI 32114 covers pearl working and pearl jewelry. KBLI 32113 covers non-wearable precious-metal valuable goods such as tableware, trophies, medals, household decoration, and religious articles. KBLI 32119 includes stated residual precious-metal articles and engraving scopes. Base-metal costume jewelry belongs to KBLI 32120.
A vertically integrated project may need more than one code. Refining dore, recovering precious metal as a sold output, manufacturing base metal, producing chemicals, operating a customer-facing shop, wholesaling third-party goods, or running e-commerce are not absorbed merely because they support a jewelry brand. Map who owns inputs at every step, who invoices the customer, and whether toll manufacturing, repair, customization, recycling, import, export, wholesale, or retail is a separate revenue activity.

Form the entity and partnership
Foreign shareholders normally establish a PT PMA with eligible five-digit business purposes, a registered Indonesian address, directors and commissioners, tax registration, beneficial-owner reporting, and OSS projects. Screen each manufacturing, trading, repair, and service code under the current investment list. Do not insert an Indonesian nominee merely because the project handles precious materials. The registered shareholders and beneficial owners must reflect the real economics and control.
Presidential Regulation 49 of 2021 places KBLI 32111, 32112, 32113, and 32120 in fields open to large business through partnership with cooperatives or micro, small, and medium enterprises. Current OSS pages repeat the partnership condition for the relevant scopes. Partnership is a substantive operating relationship, not necessarily equity. A PT PMA may remain foreign owned where otherwise eligible, while implementing a documented partnership that gives the cooperative or MSME genuine work, supply, capability, or market participation.
Define the partner’s function before incorporation economics are approved. Possible models include training and qualifying artisan workshops, procuring documented components, subcontracting suitable non-core steps, developing local designs, supporting shared equipment, or building an offtake program. The arrangement should identify products, specifications, price method, capacity, quality acceptance, intellectual property, material custody, audit, payment, development milestones, safety, confidentiality, and termination. Under current BKPM rules, a PT PMA is generally a large enterprise with a total investment plan of more than IDR 10 billion, excluding land and buildings, for each five-digit KBLI and project location, subject to aggregation and sector rules. The generally applicable minimum issued and paid-up capital is IDR 2.5 billion per PT. Preserve a schedule reconciling subscribed capital, shareholder funding, project expenditure, and OSS investment figures; none of those amounts is the price of incorporation.

Select a secure industrial site
An industrial estate is normally the starting location for an industrial company, subject to the current exceptions. The lease review must establish spatial conformity, permitted industrial use, building status, landlord and estate consent, utility availability, truck and staff access, environmental infrastructure, fire arrangements, and permission for exhaust, gas, chemical, vault, security, and wastewater works. A retail unit may support a showroom but is rarely a substitute for a licensed production site.
Build a room-and-risk schedule from the process flow. A typical precious-metal route may include secured receiving, quarantine, assay or verification, vault storage, design and wax work, melting and alloying, casting, forming, machining, soldering, stone setting, polishing, cleaning, plating, final assay or inspection, packing, scrap collection, and secured dispatch. Separate clean design and inspection zones from heat, fumes, polishing dust, acids, solvents, and wastewater. Provide safe gas storage, local exhaust, machine guarding, emergency systems, eyewash and wash facilities, and qualified electrical and fire design.
Security begins with architecture. Define public, staff, production, high-value, chemical, waste, and dispatch zones. Use controlled access, visitor management, appropriate CCTV retention, intrusion alarms, dual control for sensitive movements, calibrated weighing points, tamper-evident containers, secure cages or vaults, and separation of customer-owned from company-owned material. Test insurer requirements before final design; a facility can satisfy ordinary building rules yet fail an underwriter’s precious-stock conditions.
Plating, pickling, electrocleaning, casting, and polishing can generate metal-bearing wastewater, hazardous residues, fumes, and combustible dust. Provide the environmental consultant with process chemistry, maximum storage, expected throughput, water and energy balance, emission points, effluent characteristics, recovery equipment, and waste destinations. Outsourcing a step may simplify the site, but qualify the vendor’s authorization and preserve chain-of-custody records. Do not show a high-impact line as “future” while installing its utilities during a low-impact approval.
Obtain licences and technical approvals
OSS generates the risk-based licensing output from the activity, scope, enterprise scale, location, and project facts. Current KBLI 32112 data classify precious-metal jewelry manufacturing as medium-low risk across enterprise scales. The ordinary operating route is the NIB plus the Standard Certificate based on the company’s statement. The statement carries legal responsibility: it does not waive the industrial standard or the obligations displayed in the project output.
Current OSS obligations for 32112 include periodic validated industrial-data reporting, safety across tools, process, production, storage, and transport, periodic calibration records or independent product test results, an evacuation SOP, and an ISO 9001 quality-management certificate. Confirm the operative wording, transition timing, and evidence expected in the company’s own OSS output. Design the quality system early enough that certification is not treated as paperwork after commercial launch.
Large-scale KBLI 32111 gemstone processing is currently medium-high risk. It requires the NIB and the applicable Standard Certificate after verification for operational and commercial activity. The description also includes gemstone color enhancement through irradiation. If the project uses irradiation, OSS displays supporting approvals concerning construction, operation, decommissioning, or exemption for a consumer-goods production facility. Those radiation controls are separate from ordinary lapidary cutting; obtain specialist confirmation from the competent nuclear regulator before site or equipment commitment.
Factory readiness also depends on spatial conformity, the applicable environmental approval or management document, industrial-estate or exception evidence, building approvals and proper-use status, fire and occupational-safety compliance, machinery and pressure-system controls where relevant, wastewater and emissions arrangements, and hazardous-waste management. Environmental screening uses the combined land, capacity, process, emissions, effluent, hazardous-material, and location facts. A medium-low business-licence classification does not mean low environmental impact.
Maintain an approval register that distinguishes an application receipt, draft, unverified output, verified certificate, effective permission, and recurring condition. Record the issuing authority, project code, activity, address, capacity, process, validity or reporting cycle, accepted evidence, responsible owner, and stop condition. Reconcile each record against the deed, NIB, environmental file, building evidence, machinery list, and actual shop floor. This prevents an NIB issued for the right company but the wrong location—or a Standard Certificate covering jewelry assembly but not a later gemstone process—from being treated as blanket authority.
Imports and exports need customs classification, valuation, origin, restricted-goods, and documentary review for the specific metal, stone, chemical, equipment, and finished product. Build custody and quality controls
Create a perpetual material ledger that connects supplier lot, declared origin, owner, purchase or consignment terms, assay or certificate, gross and fine weight, storage location, production issue, work in process, finished output, recoverable scrap, process loss, return, and shipment. Set tolerances by process and investigate variances promptly. Daily floor sweeps, filters, polishing residues, crucibles, casting trees, and rejected pieces may contain valuable metal; their custody, treatment, and environmental status need documented rules.
Use segregation and dual control where value and fraud risk justify it. Customer-owned metal should not disappear into company inventory. Separate alloy, fineness, color, recycled-content, and origin claims. Restrict recipe changes and substitutions through authorized master data. Calibrate balances and assay or test equipment on a defined schedule, protect system access, retain adjustment history, and reconcile physical counts to production and financial records. Insurance, auditor, customer, tax, and regulatory needs should be considered together when setting retention and evidence standards.
The product file should include drawing, dimensions, alloy and fineness specification, stone identity, treatment disclosure, setting and pull criteria, surface finish, plating specification where used, solder controls, hallmark or marking instructions, labeling, packaging, destination-market restrictions, and approved test methods. Avoid unsupported claims such as a karat value, recycled percentage, origin, “nickel-free,” “conflict-free,” natural stone, untreated stone, or hypoallergenic performance. Independent assay or gemological evidence should be matched to the lot and claim it supports.
Supplier due diligence should trace the contracting entity, beneficial owner where risk warrants, licence, source, sanctions exposure, invoice, transport, customs evidence, and material certificate. A failed assay, unexplained weight loss, substituted stone, broken security seal, late subcontractor return, damaged parcel, unusual customer payment, or mismatch between customs and production documents should freeze the affected lot. The investigation must preserve people, timestamps, scale readings, camera references, samples, system events, communications, and disposition approval. Finance should not post a convenient scrap or process-loss adjustment until production, security, quality, and material-control owners agree on the evidence. Escalate suspected theft, fraud, sanctions, money-laundering, safety, or environmental events under specialist advice and the company’s reporting rules.
Partnership production needs the same control architecture. Issue materials to a cooperative or MSME against a recorded quantity and specification, define permitted subcontracting, provide safe-work and quality training, inspect output, reconcile returns and scrap, and pay under a transparent acceptance method. Budget capital and working cash
Jewelry projects fail when they model machines but ignore material value, security, yield, and customer terms. Keep six budgets: entity and recurring compliance; partnership development; premises and approvals; equipment and commissioning; precious-material working capital; and commercial launch. Reconcile these budgets to—but do not confuse them with—the PT PMA paid-up capital and OSS investment-plan thresholds.

Obtain Indonesian quotations for every block. Equipment prices need freight, duty and tax treatment, installation, calibration, training, qualification, spares, and service. Premises prices need deposits, estate fees, fit-out, security, environmental systems, and reinstatement. Add professional work for environmental, building, safety, quality, customs, tax, security, and radiation matters where applicable. Government processing charges and adviser scope should be itemized, not bundled into a false fixed “licence fee.”
Model metal-price and foreign-exchange movement, purchase-lot minimums, consignment terms, customer deposits, fabrication charges, process losses, scrap return timing, rejected work, insurance deductibles, and buyer payment days. Run scenarios for company-owned metal, customer-owned metal, and mixed custody. A high-margin income statement can still produce a severe cash shortage if the company funds valuable inventory for months before shipment and collection.
Approve the launch scope
Choose among three defensible launch models. A design-and-assembly plant outsources casting, plating, or stone work to authorized suppliers and lowers initial technical complexity. An integrated 32112 plant controls casting through finishing but needs deeper environmental, safety, security, and working-capital capability. A multi-code precious-products campus adds gemstone, pearl, refining, retail, or other lines only when each activity has its own ownership, partnership, site, licence, system, and funding conclusion.
- Approve the product register. Freeze launch materials, process steps, claims, owners, and sales channels.
- Approve entity conditions. Record every KBLI, foreign-investment conclusion, capital figure, and cooperative or MSME partnership obligation.
- Approve the site. Accept spatial, estate, building, environmental, utility, safety, security, and insurance evidence before irreversible commitment.
- Approve operational authority. Confirm effective NIB, Standard Certificate status, technical permissions, reporting setup, and any dealer or customs duties.
- Approve reconciliation. Prove a pilot batch from verified receipt through WIP, quality release, scrap recovery, shipment, invoice, and cash collection.
The board’s go/no-go paper should attach the product and KBLI memo, PT PMA and UBO records, partnership agreement and implementation plan, site evidence, process and environmental design, licensing output, security plan, quality system, supplier and material controls, capital reconciliation, equipment quotations, and rolling cash forecast. Practical questions
Does the MSME partnership require an Indonesian shareholder?
Not by itself. It is a partnership condition for the business field. Implement a real cooperative or MSME commercial and development relationship; separately verify whether any ownership limit applies to each code.
Is an NIB enough for a KBLI 32112 factory?
No. The current medium-low route also uses a Standard Certificate statement, and the factory must satisfy environmental, industrial-site, building, safety, quality, reporting, and any process-specific requirements.
Can the PT PMA sell directly to consumers?
Only after the sales channel, trading code, premises, tax, consumer, customs, payment, and PPATK obligations are mapped. A manufacturing code does not automatically authorize every wholesale, store, or online transaction.
