Singapore CSP Training and Proficiency Test: Applicable Requirements
Assign the correct participant and keep course, test, RQI and firm-registration evidence separate.
ACRA’s current CSP registration page requires at least one director, owner or partner to complete the prescribed AML/CPF/CFT course and proficiency test within six months before applying. The firm must separately satisfy its business-registration, RQI and fit-and-proper conditions. Passing the test does not itself register the firm as a CSP.
Key takeaways
- Select a participant who holds the required director, owner or partner role.
- The six-month evidence window runs back from the registration or renewal application.
- Course completion precedes the test; preserve evidence of both.
- RQI qualification and appointment need their own checks and cannot be inferred from a training certificate.
Determine which role carries the training obligation
The ACRA CSP requirements page , updated 9 April 2026, states that at least one director, owner or partner completes the programme. It also says RQIs and CSP employees are not required to complete that particular training requirement, although firms may send them as part of their wider training obligations.
Read that statement by role. Someone who is both an RQI and a director should not treat the RQI label as a reason to disregard the director/owner/partner requirement. Where older guidance or an individual’s particular registration conditions create uncertainty, obtain ACRA clarification before relying on an exemption.
| Person or entity | Requirement to distinguish | Evidence to retain |
|---|---|---|
| Director, owner or partner selected by CSP | Prescribed programme within the relevant application window | Course completion and test outcome |
| RQI | Eligibility, fit-and-proper status and active appointment | Professional evidence and registration record |
| Employee | Role-appropriate internal training and controls | Attendance and competence records |
| CSP firm | Firm registration and continuing obligations | Approved registration and expiry date |
Identify the required participant
Distinguish director, owner, partner, RQI and employee roles in your intended CSP structure.
Schedule backwards from the application date
ACRA describes a prescribed course followed by an online proficiency test. Its current page lists a 3.5-hour live webinar with preparatory material and a one-hour test with 40 multiple-choice questions. Complete the course before the test. Confirm the current provider arrangements rather than treating a booking confirmation as completion evidence.
The CSP renewal instructions also require the programme within six months before renewal. Renewal can be initiated up to 60 days before expiry. Book early enough to allow a reattempt and still keep the evidence inside the applicable six-month window.
A practical planning sheet starts with the intended application date, the participant’s qualifying role and the last acceptable course/test completion dates. Add the available course session, planned test date and a reserve date if another attempt is needed. Check the actual application timing again if the submission is delayed: a certificate that was current when the project began may no longer be inside the six-month window.
The current CSP registration page lists S$200 for the course and S$45 per test attempt. One course and one attempt therefore total S$245 at the listed amounts, before any separately applicable provider terms or tax treatment that should be confirmed at booking. This is training expenditure, not the firm’s registration fee, RQI registration fee or a fee for commercial compliance advice.
Keep the firm application and RQI qualification distinct
The RQI registration guidance calls for qualifying professional or experience evidence and fit-and-proper status. It explains limited situations where filing for one’s own entity or related corporations does not require RQI registration. Do not extend an own-company filing exception to a commercial service for unrelated clients.
A firm undertaking company formation first needs its underlying entity through Singapore company registration , then any CSP registration required by the services it supplies. The entity’s UEN and a course certificate are not substitutes for CSP approval.
The CSP appointment and regulatory duties help define the service perimeter. List each intended service and responsible person so the training exercise supports the business actually being registered.
Before relying on a qualification route, compare the individual’s current membership or experience evidence with the RQI requirements page and governing regulations. Some routes require both the membership certificate and evidence of current status. Professional credentials can expire or change; retain the evidence used for the application rather than assuming a past appointment proves continuing eligibility.
Plan the registration evidence
Coordinate the underlying entity and CSP application records with the relevant people.
Test the records before registration expires
Retain the participant’s name and role, course date, provider, test date and successful outcome, application date and active RQI appointments. The renewal page requires training and test records as well as the appointed RQI list. Record the successful test outcome separately from a booking receipt. A complete compliance file should show the outcome.
If registration has expired, ACRA says the CSP cannot file transactions for clients while expired. Its renewal instructions describe a 60-day post-expiry renewal period; that period should not be advertised as permission to keep filing. Escalate an expiry or missing endorsement promptly and follow the actual portal status.
The renewal process also requires attention to the appointed RQIs’ endorsement. ACRA’s renewal instructions describe a 14-day endorsement period after submission and payment; an application can lapse if the required endorsements are not completed. Put that follow-up on the calendar and check the firm’s resulting status. Paying the registration fee does not by itself prove the renewal has been approved.
Apply only with current, role-matched training evidence
Confirm the correct participant, the six-month timing and the separate eligibility evidence before submitting. If the participant’s role has changed or the evidence is outside the window, resolve that gap rather than recycling an old certificate.
Maintain a renewal calendar and wider staff training programme. Registration training is a defined gate; ongoing AML/CPF/CFT controls still need to work during client onboarding and service delivery.
Resolve application gaps before submission
Bring the course dates, test result, RQI details and registration timetable.
Frequently asked questions
Can one certificate establish RQI eligibility?
No. RQI registration requires the applicable qualification or experience evidence and other conditions.
Do all staff need this exact registration programme?
The current CSP page assigns the programme to at least one director, owner or partner. Wider staff training obligations remain a separate question.
Can the test be taken before the course?
ACRA’s current instructions require completion of the prescribed course first.
Does a renewal grace period permit client filings?
ACRA states that an expired CSP registration prevents client filings. Check the actual renewed status before resuming.
