GST cancellation and cut-off
Singapore GST Deregistration: Cancellation and Final Reporting
Reconcile the effective date, retained assets and final tax account before closing the file.
Singapore GST deregistration ends registration from the date approved by IRAS, while final reporting and payment remain separate obligations. Establish whether cancellation is compulsory or elective, apply through myTax Portal, and keep complying until the last registration day. A quiet business period or a pending application is not permission to stop charging GST.
The final GST F8 needs a cut-off review of retained assets and pre-cancellation supplies, as well as ordinary transactions. Before applying, identify who will calculate those adjustments, file outstanding returns and keep access to the tax records. An approved cancellation alone does not prove the GST account is settled.
Key takeaways
- The business event and registration history determine the cancellation route.
- Use the approved effective date to change billing; the requested date may differ.
- The retained-asset threshold concerns a defined population and its combined market value.
- Treat return submission, tax settlement and record retention as separate completion records.
Establish why GST registration should end
First distinguish a permanent cessation from a quiet trading period. Mandatory cancellation applies to specified events, including business cessation, stopping taxable supplies without intending to resume, a whole-business transfer or certain changes in entity form. The application is due within 30 days of the relevant event. Use IRAS’ cancellation criteria to identify the trigger rather than selecting a convenient date from the accounts.
A business continuing to trade has a different analysis: it must establish that it is no longer liable to register. A low recent month is weak evidence. Build a supported outlook for the next 12 months and check any continuing reverse-charge liability. If registered voluntarily, the minimum two-year commitment also matters. IRAS’ voluntary-registration conditions explain why registration cannot simply be switched on and off around a large input-tax claim.
Record the actual reason, effective business event, evidence and decision-maker. A terminated contract supports a forecast differently from an owner’s unsupported intention to reduce sales. If there is a business transfer, identify the buyer and whether it has its own registration obligation. Do not describe the seller’s GST number as an asset the buyer can automatically continue using.
A company’s legal registration and GST status are separate records. Company formation in Singapore creates the corporate entity; cancelling GST does not dissolve it. A company remaining on the register still needs an owner for its continuing corporate and tax obligations.
Is cancellation compulsory or elective?
Identify the trigger and supporting evidence before changing your invoicing or filing routine.
Apply through the authorised tax account
Use the Cancel GST Registration digital service in myTax Portal with appropriate GST authorisation through Corppass. Gather the business cessation or transfer information, relevant supporting records and a contact who can answer queries. Save a copy of what was submitted and its acknowledgement so the requested date is distinguishable from IRAS’ actual decision.
IRAS states that applications not needing further review are processed immediately; otherwise it notifies the cancellation status within 10 working days. The GST digital-service directory gives this service timing. This is not a promise that your final account, payment and refunds will all be completed within the same period.
Continue the existing compliance workflow until the approved last day of registration. Submitting a cancellation request does not authorise you to stop charging GST. Tell the invoicing team to wait for the confirmed effective date, and keep a separate task for returns falling due while the request is being reviewed.
If the external tax agent will stop acting after cancellation, agree who retains portal authority for follow-up correspondence. Include the acknowledgement references, open queries and next due dates in that handover. Keep a company-controlled copy of the final computation so a replacement adviser can explain it without rebuilding the entire reporting history.
If the requested date and approved date differ, revise the transaction review rather than forcing the approved result to match a spreadsheet. Check which invoices, deliveries, asset holdings and payments fall on each side of the actual boundary. That boundary determines what the final GST review must capture.
Create a cut-off ledger for the final GST F8
GST F8 covers the final prescribed accounting period through the last day of registration, which precedes the effective cancellation date. It must be submitted and the GST accounted for within one month of the period end stated on the return. Outstanding returns and tax do not disappear when cancellation is approved. The final-return rules specify that separate close-out obligation.
Prepare the final return from a cut-off ledger rather than merely copying the last ordinary GST F5. IRAS requires additional attention to retained business assets and supplies performed before cancellation but invoiced and paid only afterwards. Its GST F8 completion instructions identify the relevant additions and reporting boxes.
| Reconciliation bucket | Evidence to examine | Release question |
|---|---|---|
| Sales near cancellation | Contracts, delivery or completion evidence, invoices and receipts | Was the supply delivered or performed before the approved boundary? |
| Retained assets | Inventory, fixed-asset register and original input-tax records | Does the cancellation asset adjustment apply? |
| Purchases and adjustments | Valid supplier records, prior claims and credit notes | Is the claim or correction permitted and recorded once? |
| Tax account | Outstanding returns, notices, payments and refunds | Is the final liability reconciled to the portal? |
Use a worked calendar to prevent an off-by-one error. If an approved cancellation is effective May 1, the last registration day is April 30. For a final accounting period ending April 30, the one-month deadline is May 31. This is an illustrative calculation of the stated rule; the period and due date on your issued return remain the operational reference.
Assign a reviewer to the late-billed supply review . An unpaid invoice and an unbilled completed job are not the same accounting item. Search delivery logs, project completion records and open customer orders so the final-period exercise is not limited to invoices already posted.
Test retained assets without confusing value and tax
IRAS’ final asset adjustment applies to specified retained assets where input tax was claimed or deemed claimed, and certain assets received as a transfer of a going concern. If their combined open market value exceeds S$10,000, output tax is generally due on that value at the prevailing rate, subject to the published exceptions. The cancellation asset rules should be read before calculating a residual balance.
The threshold is not a deduction from the taxable value. In a simplified illustration with qualifying retained equipment worth S$18,000 and a 9% rate, the adjustment is S$18,000 × 9% = S$1,620, not S$8,000 × 9%. This assumes the assets fall within the rule and no exception applies. It is a calculation example, not a client case or a valuation opinion.
Use open market value at the relevant date, not the asset’s original cost, book value or an owner’s desired sale price. Build a short valuation file identifying condition, comparable prices and who reviewed the estimate. A depreciated accounting value of zero does not establish that a usable asset has no market value.
Separate the asset universe before testing the threshold. Trace which items had input tax claimed, which fall under deemed-claim treatment and which came through a qualifying business transfer. Escalate property, mixed-use assets, missing purchase evidence or a purported going-concern exception for an individual tax review. The arithmetic is easy only after the classification is correct.
Reconcile the asset schedule to the figures actually reported. Where the F8 instructions apply, the relevant asset and supply values go into Box 1 with the corresponding output GST in Box 6. IRAS’ return-completion guidance supplies that reporting link; retain the supporting schedule with the return.
Could retained assets change the final bill?
Check the asset population, input-tax history and valuation before submitting the GST F8.
Control the switch in invoices and recover errors promptly
From the effective cancellation date, stop charging and collecting GST. Update the billing system, recurring invoice templates and customer instructions together. IRAS’ GST learning material on cancellation explains the continuing record-keeping obligation, including retaining transaction records for at least five years. Export the records before cancelling an accounting subscription.
For supplies straddling the cut-off, preserve the original transaction evidence and establish the proper tax treatment before reissuing documents. A later invoice date does not necessarily remove a supply from the final reporting review. Similarly, cancellation does not make a prior unsupported input-tax claim correct.
When an error is discovered in a filed return, use IRAS’ GST error-correction process to determine the appropriate correction, including GST F7 where required. Do not assume an adjustment can be pushed into the next normal return after the business has exited the registration system. Retain the original filing, correction computation and submission evidence.
Missed GST F8 filing can trigger estimated assessments, penalties and recovery action. IRAS’ late-filing rules for F5 and F8 apply to the final return as well. Paying an estimated amount does not substitute for filing the correct return; diarise both the missing submission and the tax-account follow-up.
Payment is another completion check. The GST late-payment rules distinguish overdue tax from the filing itself. Keep enough access and an agreed payment or refund channel to settle the account, instead of closing every administrative service as soon as the cancellation notice arrives.
Close the GST file with four separate records
Treat the exit as complete only when the file contains the cancellation decision, the final-return acknowledgement, reconciled tax-account evidence and a retained supporting archive. A screenshot showing that the business is no longer GST-registered proves only one part of that sequence.
If the company will remain inactive, assess its continuing dormant-company filing responsibilities separately. If it will close, coordinate tax, bank and corporate closure in a sequence that allows remaining liabilities and refunds to be resolved.
Stop and obtain a targeted tax review where the cancellation basis is uncertain, assets cannot be valued reliably or pre-cancellation supplies cannot be reconciled. Preserve the issue and its owner in the handover. The objective is a supportable final account, not simply removing GST from the next invoice.

Frequently asked questions
Can a company cancel GST registration but keep trading?
Potentially, where it is no longer liable for registration and satisfies the applicable cancellation conditions. Its ongoing trading and projected supplies must support that position; cancellation does not itself prevent a later registration obligation.
Does an outstanding GST refund mean the cancellation application failed?
No. Registration status and the processing or reconciliation of a refund are different matters. Follow up the refund and preserve the relevant access and evidence before completing corporate or bank closure.
Can we use book depreciation as the final asset valuation?
Not by itself. Depreciation allocates accounting cost; the cancellation asset test uses the relevant open market value. Keep a separate supported valuation where the adjustment applies.
What if a customer asks for a tax invoice after cancellation?
Identify when the goods or services were supplied and how the transaction was treated in the final return. Resolve the document and tax treatment using the actual transaction evidence, rather than charging GST automatically through an old template.
