IMPORTER ELIGIBILITY

API-U Indonesia: What General Importers May Import and Trade

Turn an onward-trade plan into a product-specific import decision before placing an overseas order.

An API-U general importer in Indonesia may import goods for onward trading or transfer when the goods, importer and transaction satisfy the applicable rules. API-U does not authorise every commodity. Check the exact product classification, condition and restrictions, then obtain any required approvals before committing to shipment. Own-production imports instead fall within the API-P purpose described in Articles 3 and 7 of the import-policy regulation .

Key takeaways

  • A resale plan still needs a product-specific eligibility check; “general importer” does not mean every product is open.
  • Choose the importer purpose from your own use of the goods, including whether you will sell them to another business.
  • Retain the HS reasoning, condition evidence and current approvals together for each catalogue line.
  • Check the 2025 and 2026 amendments before relying on old API-change or approval-handling instructions.

Match the goods flow to API-U or API-P

The decisive distinction is the intended use of the imported goods. Article 7 of Permendag 16/2025 assigns API-U to business entities importing for trading or transfer, while API-P covers specified goods for their own production needs. Article 3 requires a choice between the two API types. A company cannot treat them as interchangeable options on individual invoices.

A distributor buying components to sell to Indonesian factories is carrying out onward trade even though its customers will use those components in production. By contrast, a manufacturer importing inputs for its own production starts from the API-P purpose. The customer’s industry does not decide the importer’s category; the importer’s actual goods flow does.

API-U describes the commercial purpose of an import, not a blanket product authorisation. Separate the question “why are we importing?” from “may this exact product be imported by this entity?” A correct answer to the first does not settle the second.

API-P goods are generally subject to a resale or transfer prohibition, with specific statutory exceptions. These include certain remaining inputs, qualifying used capital goods, and approved complementary, market-testing or after-sales goods. Those exceptions require their own conditions; they do not turn an ordinary production import into unrestricted trading stock. Record the intended use before choosing an importer identity.

Check the purpose before choosing API-U

Bring the intended buyer, goods flow and existing importer record into the discussion so the category matches the transaction.

Screen each product before calling it tradeable

Indonesian Customs distinguishes unrestricted, restricted and prohibited imports and directs users to the Indonesia National Trade Repository to check the goods. Its explanation of import prohibitions and restrictions makes clear that unrestricted goods still carry customs obligations. Use the following routes as a purchasing screen, rather than a list of permanently approved commodities.

Product result API-U purchasing decision Evidence to retain
Unrestricted for the identified product Continue with customs, tax and business-activity checks. A dated HS and description review, including goods condition.
Restricted for the identified product Proceed only if the applicable importer category and required approvals are satisfied. The current commodity rule and each required approval or verification output.
Prohibited for the identified product Stop the proposed ordinary import route. The prohibition entry and the product characteristics that bring it within scope.

For ordinary imports, the default under Article 33 is goods in new condition ; departures depend on a specific legal route. Used, refurbished, returned, sample and demonstration goods need a deliberate condition and purpose review. A supplier describing an item as “working” or “as new” does not establish its legal condition. Customs also identifies used clothing as a prohibited-import example.

For restricted goods, check the commodity-specific rule for whether API-U holders are eligible, whether an import approval or registered-importer status is needed, and whether surveyor verification applies. Read the scope and exceptions alongside the HS entry. An approval belonging to another product, another importer or another permitted use cannot settle your transaction.

This distinction needs to survive inside the catalogue: a restriction result belongs to a defined product and route. One approved line does not establish that every variation, material, model or later shipment follows the same route.

Route goods proposed for API-U onward trade Identify the product and condition, then stop prohibited goods, obtain approvals for restricted goods, or continue customs checks for unrestricted goods. Verify the importer and sale requirements before proceeding. Goods proposed for API-U onward trade Identify HS, description and goods condition Prohibited Stop this import route Restricted Required approvals first Unrestricted Customs still applies Verify importer identity and domestic sale requirements
Apply the product route to each catalogue line; API-U purpose alone cannot resolve a restriction.

Build a product eligibility record for your catalogue

Before asking a supplier to ship, create one eligibility record for each product or genuinely equivalent product group. The record should let a purchaser, customs representative and compliance reviewer reach the same conclusion without relying on a sales email saying “API-U accepted”. The fields below are a practical review method, not a new government form.

  • Identify the physical goods: commercial name, model, material, composition, function and technical specification. Attach enough supplier evidence to distinguish similar products.
  • Record the proposed Indonesian HS code and the reasoning that connects the description to that code. Resolve classification uncertainty before using a restriction search as clearance.
  • State condition and intended flow: new or otherwise, onward sale or own use, supplier country, shipping route and proposed entry point.
  • Capture the dated restriction result, governing commodity rule, eligible importer type and any approval, surveyor or other technical requirement.
  • Assign each required output to its responsible party and record the exact holder, covered goods, validity and any shipment limits. Mark unresolved fields as a purchase hold.
  • Record the domestic sale checks and the person responsible for confirming that required product permissions cover the goods actually received.

A component offered in two materials may need two classification reviews. A product sold under two brands may need separate product-permission checks even if its customs heading is unchanged. These are review triggers, rather than claims that a particular licence is always required. The purpose is to catch a material change before a familiar catalogue name hides it.

For medicines and cosmetics, Customs identifies BPOM permissions as a separate regulatory issue. Where the product result refers to standards, quarantine or another technical authority, add that workstream to the record. Passing the importer-category test does not settle whether the product may be distributed in the intended form.

Treat unresolved product eligibility as a purchasing issue before it becomes a cargo issue. Request missing specifications, correct the classification or obtain the required output; do not replace a missing approval with a supplier assurance.

Resolve the product gap before cargo moves

Use the product specifications and restriction result to identify the evidence still missing from your purchasing decision.

Confirm the NIB and customs identity behind each shipment

The Business Identification Number, or NIB, must carry the correct importer function. Customs registration guidance treats importers as having met registration requirements after obtaining an NIB functioning as API and customs access, and stresses consistency between OSS business data and tax data. Check the actual record and current access, rather than relying only on possession of an NIB PDF.

The company’s legal formation remains a separate foundation. Its identity and activities should be consistent across the underlying records used for company registration in Indonesia , the NIB and import documentation. An established company can still have an unresolved importer or product-permission issue.

Keep the NIB number, importer type, legal name, Taxpayer Identification Number and customs status together in the shipment file. When these do not reconcile, correct the originating record before proceeding. The distinction between registration outputs is developed further in linking importer identity to customs readiness .

A customs representative can help submit documents, but appointing one does not establish that your company is the eligible importer for the product. Identify the importer of record expressly in the commercial arrangement. Check whose approvals support the shipment and who retains the compliance evidence after clearance.

Keep API changes and approval conditions under control

The framework checked on November 4, 2026 is Permendag 16/2025 as amended by Permendag 37/2025 and Permendag 18/2026 . A working instruction based only on the earlier 36/2023 framework needs updating. The 2026 amendment covers application handling, reporting and sanctions, among other provisions; check the amended text when managing an approval.

Changing API type can affect existing import permissions. Under Article 8 as replaced in 2025, API-U to API-P changes have stated conditions, electronic declarations and validation. Existing import licences or relevant explanatory approvals are revoked electronically upon the change. Review outstanding purchases and approvals before requesting the change; do not assume they migrate with the NIB.

For stock already imported under API-U, the amended Article 8 preserves the ability to trade or transfer it after the API-U to API-P change. Preserve the earlier import documents so that the stock history can be established. This rule does not authorise new API-P imports for ordinary resale.

Maintain a review trigger for new products, changed specifications, non-new condition, a different importer or a changed permission. Also check whether applicable reporting has been submitted and whether an approval remains active. A permission that existed when a supplier quote was accepted may no longer support the intended shipment.

Release API-U purchase orders only after product clearance

Start with the goods flow, then clear the product, then confirm the importer and shipment evidence. Use API-U where the business imports for onward trade and the exact product route permits that importer to proceed. Keep purchasing approval separate from a commercial decision that the goods are attractive to sell.

Release the order only when the eligibility record identifies the goods, establishes the applicable restrictions and condition rules, and accounts for every required output. Hold the transaction if classification, importer eligibility or an approval remains unresolved. If the plan changes to own-production use or a different API type, reassess the route and outstanding permissions before committing to shipment.

Frequently asked questions

Does an Indonesian customer’s production use make my import API-P?

Assess your company’s transaction. Buying goods to sell to that customer is onward trade; the customer’s later production use does not itself define your importer purpose.

Can I rely on the supplier’s HS code?

Use it as an input. Check that the proposed Indonesian classification matches the actual material, function and specifications before relying on the restriction result.

Does API-U let me import refurbished goods?

API-U does not resolve goods condition. The ordinary rule requires new goods; a proposed non-new import needs a specific applicable route and its conditions.

Can one approval cover every item in a catalogue?

Only the scope of the actual approval can answer that. Match the holder, goods description, classification, validity and any quantities or shipment conditions to the proposed transaction.

Does a later API change erase the history of existing stock?

Keep the earlier import evidence. The amended rules distinguish API-U stock imported before a change from new imports under the later category; stock history remains material.
