Set the assembly depth and KBLI scope

Start with a manufacturing responsibility matrix. List the movement, dial, hands, case, crystal, crown, gasket, battery, strap, buckle, packaging, firmware if any, and customer documentation. For each item, state who designs it, who owns the tooling, where it is made, who performs incoming inspection, and what transformation occurs in Indonesia. Then map casing, hand setting, dial fitting, battery installation, lubrication, closing, water-resistance testing, regulation, engraving, strap fitting, final inspection, and packing.

The current KBLI 26520 description covers wrist, pocket, pendant, wall, alarm, panel, and other clocks or watches, including watches containing radioactive substances. It also covers movement parts, jewels, dials, plates, hands, bridges, springs, cases—including precious-metal cases—outer protectors, chronometers, stopwatches, time recorders, time switches, and related stated devices. A genuine watch-assembly line can therefore sit within 26520 when the actual process and output match.

The exclusions are commercially important. Smartwatch manufacture belongs in the communications-equipment family and is currently described under KBLI 26399. Nonmetal straps made from textile, leather, or plastic point to the 1512 family; precious-metal straps point to 3211; and non-precious metal straps point to 3212. Standalone repair and maintenance, retail, wholesale, online trade, battery manufacture, and production of separately sold electronic modules may require additional codes.

Do not use the phrase “local assembly” as a substitute for facts. Repacking or adding a strap to a finished imported watch may not support the same manufacturing, customs-origin, local-content, or customer claim as casing and testing an imported movement. Rules for Indonesian origin, certificates of origin, government procurement, local content, and destination-market marking have their own tests. Obtain a written conclusion before printing “Made in Indonesia” or using a percentage claim.

Form the PT PMA and supplier model

Foreign investors generally establish a PT PMA to own the Indonesian line, employ operators, import components, contract with suppliers and customers, and invoice sales. Design the site and assembly line

An Indonesian industrial company generally locates in an industrial estate, subject to current exceptions. Before the lease becomes irreversible, verify spatial conformity, estate acceptance, building status, utilities, fire systems, loading and employee access, environmental infrastructure, and permission for fit-out. Match the OSS project location to the actual production unit. A showroom or ordinary office cannot stand in for a precision factory.

Obtain permits and supporting conditions

OSS currently classifies KBLI 26520 as medium-low risk for all displayed enterprise scales. The ordinary risk-based route combines the NIB with a Standard Certificate based on the business actor’s statement of compliance. Self-declaration is not a waiver. The company must satisfy the industrial standards and ongoing obligations attached to the exact project, location, and scale.

Current OSS obligations include validated industrial-data reporting every six months, safety for tools, process, products, storage, and transport, a user manual covering care and troubleshooting, a warranty card, letter, or electronic code demonstrating minimum malfunction support, periodic calibration procedures and records for quality equipment, periodic independent laboratory product testing, an evacuation SOP, and ISO 9001 certification. Build those deliverables into design transfer and after-sales operations before the first commercial batch.

The current 26520 page also displays supporting approvals for construction, operation, decommissioning, or exemption of a consumer-goods production facility. Because the KBLI description includes timepieces containing radioactive substances, assess those entries if radioactive luminous material or another controlled source is proposed. An ordinary nonradioactive assembly line should document its material declarations and obtain confirmation of whether an exemption or other conclusion is needed rather than applying a nuclear-facility label blindly.

Smartwatches follow a separate route. KBLI 26399 covers smartwatch manufacture, and radio, Bluetooth, cellular, Wi-Fi, GNSS, data, battery, software, cybersecurity, electronic-system, telecom-device certification, labeling, and market-access questions may follow the actual design. A conventional quartz watch does not become a smartwatch merely because it uses a battery; connectivity, functions, and product architecture drive the difference.

Close the site-dependent approvals for spatial use, industrial-estate location or exception, environment, building and proper use, fire, workplace safety, machinery, chemicals, emissions, wastewater, and waste. Imported machinery, movements, batteries, cases, and chemicals need correct customs and restricted-goods screening. Product and package claims need testing and any mandatory Indonesian or destination standard. Keep a condition register showing the evidence, authority, status, owner, due date, and stop rule.

Control quality and traceability

Create an approved master for each model and variant: movement, movement holder, dial, hands, case, crystal, crown, stem, gaskets, battery, strap, buckle, coating, adhesive, lubricant, markings, packaging, tools, assembly sequence, torque or press settings, tests, acceptance limits, manual, and warranty. Request Indonesian quotations with taxes, translations, travel, government charges, third-party tests, audits, and renewals separated. Equipment prices need freight, duty and tax treatment, installation, qualification, calibration, software, training, spares, and service. Model a pilot, base case, and deeper-localization case. Deeper localization should be funded only when volume, capability, environment, quality, and cash economics support it.

Choose the launch depth

Choose the lowest assembly depth that creates a real, controllable product and supports the commercial promise. Casing imported movements can build Indonesian production skill without immediately manufacturing precision movement parts. Local case, dial, hand, or strap sourcing can follow through controlled supplier development. Smartwatch, plating, radioactive-material, and movement-manufacturing projects should be separate expansion gates because they change the code, technical risk, site, or capital model.

  1. Approve the BOM and transformation. Identify every imported, local, captive, and outsourced component and process.
  2. Approve the entity and permits. Reconcile the deed, 26520 scope, NIB, Standard Certificate, site, environment, and conditional approvals.
  3. Approve the line. Qualify suppliers, tools, stations, environment, operators, tests, and data capture for the selected depth.
  4. Approve claims and origin. Match accuracy, water, durability, material, local-content, and origin statements to accepted evidence.
  5. Approve the warranty loop. Demonstrate serial trace, service diagnosis, parts availability, escalation, and corrective-action feedback.

The go/no-go pack should contain the PT PMA and UBO file, activity memo, investment reconciliation, supplier and tooling agreements, customs flow, site evidence, environmental and building conclusions, live OSS outputs, quality system, ISO plan or certificate status, BOM and revision, equipment qualification, calibration, independent tests, pilot records, manuals, warranty instruments, origin review, cost scenarios, and rolling cash forecast. If management cannot explain what Indonesia transforms, what each permit covers, and which serial numbers use each component revision, the assembly business is not ready to launch.

Does KBLI 26520 cover smartwatches?
