Online LLC Formation in Arizona: Steps and Provider Checks

Control the account, follow the government transaction and require a complete provider handover.

Online LLC formation in Arizona has five working stages: establish account control, prepare Articles of Organization, submit and pay, complete statutory agent acceptance, and collect the accepted state record. You can file through Arizona Business Center yourself or appoint a provider. In either route, separate the provider’s progress messages from the Arizona Corporation Commission’s filing decision.

Agree who receives official emails and who will control future filings before submission. An order confirmation or payment receipt alone does not establish that the LLC has been formed.

Key takeaways

  • Arizona Business Center is the current ACC online filing portal; use official links to enter it.
  • An online agent acceptance request follows submission. Arrange availability before starting the transaction.
  • A provider’s platform access must be handed over deliberately; it is separate from legal membership in the LLC.
  • Keep the submitted version, receipt, government decision and final filed record as distinct evidence.
  • Check professional renewals and optional extras separately from state filing charges.

Choose who controls the online transaction

Choose an account arrangement that you can continue using after the provider’s engagement ends. The ACC’s January 2026 announcement confirms Arizona Business Center, or ABC, as its online business filing portal. Enter the official ABC portal through an ACC link rather than an advertisement or an unsolicited payment message.

For self-filing, use an email account you control and can monitor. When delegating, ask whose ABC account will submit the formation and how you will receive future access. Obtain this answer in writing before paying. A shared password is a poor substitute for assigning the appropriate portal role.

The current ABC tip sheet says the person completing online formation automatically receives the platform’s authorized-owner role, with controls for assigning an owner and managing authorized filers. This portal role controls filing access; it does not establish legal ownership of the LLC. If a provider files, require a documented transfer or access assignment to your designated person.

Separately settle who may sign for the business. The ACC’s business protection guidance describes authorized-user controls and an LLC Signing Authority Form. Do not assume that being a portal contact, organizer or statutory agent gives someone every form of legal authority.

Prepare the right Arizona LLC filing

Use the transaction for a new Arizona LLC when creating an Arizona entity. An LLC already formed elsewhere may instead need foreign registration; “foreign” here concerns its formation jurisdiction, not its owner’s nationality. Confirm the entity and transaction type before entering payment details, using the ACC’s entity and filing FAQs .

Resolve the legal name, principal address, statutory agent and management structure before opening the workflow. The ACC’s current startup instructions place the name-availability route under File, then Name, then Check Name Availability. A favorable name result is not a trademark clearance or a completed formation.

Review only the information the transaction requires. Arizona’s Articles of Organization statute calls for member or manager disclosures that depend on management structure. Have the required names and addresses ready, confirm the agent’s Arizona details and verify the agent email directly. Review public-facing address choices before submitting: filed names and addresses can be public records. Do not upload an internal operating agreement or extra identity documents merely because a provider’s generic checklist includes them.

Submit, pay and clear the agent acceptance gate

Approve the completed filing information before the submitter commits it. Save that version and the selected processing option, then retain the transaction reference and payment receipt. As checked on October 23, 2026, the ACC FAQ states USD 85 for online Articles of Organization. This is the stated government online filing amount for one formation, not a provider’s professional price or a complete business budget.

The ACC payment rules state that filing fees are nonrefundable and cannot be transferred to a different document. Ask a provider to identify its own charge separately and explain what happens to each charge if the engagement is cancelled or the filing is rejected. Do not infer a provider refund from the state’s rules.

For online appointments, agent acceptance follows submission . ABC emails the designated agent, who must accept within three days, or 72 hours, to avoid automatic rejection under the current tip sheet. Confirm receipt with the agent promptly. This is an acceptance deadline, not an approval promise. The FAQ distinguishes online acceptance from the acceptance form used for paper filings; do not substitute a paper sequence for the live online process.

Track government action and retain formation proof

Treat government status as a separate workstream from the provider’s order tracker. In ABC, use Submission History, View All, then the pending filing’s Action menu and Track Status, as described in the tip sheet. Its File Tracker shows the current stage and an estimated processing date. An estimate can change; no provider should turn it into a guaranteed formation date.

If a provider says “submitted,” request the government transaction reference and evidence of the actual stage. A paid invoice supports payment; an agent’s acceptance supports that appointment; neither alone proves that Articles of Organization have become effective. Under Arizona law, the LLC is formed when its articles become effective.

If the filing is rejected, obtain the government notice and agree who corrects each defect, whether correction work is included, and what evidence will confirm resubmission. Approve revised entries before they are sent. Keep the original and replacement versions so the transaction remains traceable.

After the ACC accepts the filing, obtain the filed articles, approval correspondence and entity identifier. Check the effective date, spelling and recorded details against the version you approved. Retain the government record independently of the provider’s dashboard. Most filed documents can be obtained through the business’s Document History according to the ACC FAQ; request a certified copy only if a recipient requires one.

Use a control-and-proof handover map

Use this map as an engagement acceptance test. It is a recommended allocation of work, not a government filing form. The owner retains the decision to approve information and spending; the provider performs only the agreed tasks. Mark each row complete only when its evidence is available outside the provider’s account.

Two routes, one evidence standard
Stage Self-filing route Provider route Control and proof to retain
Account and scope Keep a monitored email and record your chosen filing route. Name the submitting account and agree owner access after formation. Written scope; named contacts; agreed access assignment.
Before submission Approve the final entries and processing choice. Send the exact completed version for your approval; identify extras. Approved version; itemized invoice; cancellation and refund terms.
After submission Monitor the state reference and contact the agent. Provide state evidence and coordinate the agent response. Receipt; transaction reference; dated acceptance follow-up.
At completion Download records and verify ongoing account access. Deliver the filed record and carry out the agreed role assignment. Filed articles; effective date; tested access; list of open tasks.

Before appointing a service, verify the contracting business and payment recipient . Request its legal name, physical contact details and written description of whether it is acting as filing agent, statutory agent or adviser. Compare those details with the contract and invoice. A private provider should not imply that it is the ACC or that purchasing its service is mandatory.

Review the deliverables and renewal terms together: submission only or accepted filing follow-up; statutory agent service period; address and mail handling; EIN assistance; document access; future subscriptions; cancellation method; and data export. Ask which work is excluded and who pays for corrections. Set out the provider’s refund conditions without assuming approval, banking or licensing is covered.

The FTC’s small-business scam guidance warns about government impersonation, pressure to pay and fake invoices. Pause an unexpected demand and verify it using independently obtained contact details. Keep the message and invoice if something is inconsistent; a polished website or official-looking seal is insufficient evidence of authority.

Self-filer and provider control handover Two routes keep owner approval before submission, then converge on agent acceptance, government action and delivery of filed records with owner access. Payment alone is not completion. Self-filer Provider Own email Agree roles Review data Owner approves Submit Provider submits Agent accepts Within 72 hours Government action Check actual status Filed record Check effective date Records + owner access
Both routes need an agent response after submission and a government record. Provider completion should include the agreed portal access handover.

Finish online LLC formation in Arizona with a clear handover

Close the formation engagement against evidence, then allocate the remaining work. Follow the approval letter’s publication instructions and record who will complete them; online submission does not remove Arizona’s post-filing publication rules. Keep proof if newspaper publication applies. Maintain accurate agent and contact details so later legal notices and official messages reach the right person.

If an employer identification number, or EIN, is included, confirm eligibility for the IRS online application separately. Its conditions include a U.S. principal place of business and the responsible party’s SSN or ITIN. An Arizona filing does not make every overseas founder eligible. The Form SS-4 instructions permit “foreign” or “N/A” on line 7b when the responsible party has neither number and is ineligible to obtain one; use the applicable alternative application route. The IRS issues EINs free, while assistance can be a professional service.

Arizona LLCs do not file the corporation annual report under the ACC FAQ. A statutory agent renewal or optional provider subscription is therefore not automatically an Arizona LLC annual-report fee. Keep a separate list of genuine ongoing obligations and authorized private services, with the payee and cancellation terms.

Formation also does not guarantee a bank account, permission to work in the United States, platform acceptance or approval to trade online. Assess tax registrations and local, premises, professional or activity permissions separately. For broader purchasing questions, read the general online LLC provider-check guide . For assistance with entity setup, review HSJGlobal’s U.S. company formation services and define the deliverables before authorizing work.

Questions before proceeding

What if the agent never receives the acceptance email?

Have the submitter check the address entered, and ask the agent to inspect its email folders and ABC account promptly. If the request cannot be resolved, contact the ACC using its published details rather than waiting for the acceptance window to expire.

Should I submit a second formation if the payment page freezes?

First check whether the original transaction appears in your account and whether payment was taken. Preserve the reference or error message and ask the ACC about an uncertain transaction before creating a duplicate.

Does changing the service provider change the statutory agent?

Only if the statutory agent appointment is also changed through the applicable state procedure. Ending a formation-service contract does not itself update the public record; identify any separate agent engagement before cancelling.

Can I withhold review because a provider offers a standard template?

Review the entries that will be filed in your LLC’s name. A template does not confirm that its addresses, authority or entity choices match your circumstances. Get an explanation before approving any information you do not understand.
