Malaysia Company Registration Packages: What to Compare
Test three market configurations against the work your company actually needs.
A Malaysia company registration package should be compared by the work it commits to complete, the people it accepts and the charges it leaves open. A filing price, a first-year secretary bundle and a constitution-inclusive registration service cover different tasks. Choose the scope first, then compare the amount for that scope.
The three anonymous market references below were checked on October 30, 2026. They concern ordinary Sdn. Bhd. formation and secretarial services; they are neither HSJGlobal prices nor guaranteed all-in quotations. Two totals are transparent combinations of published line items. Foreign corporate ownership, resident-director services and regulated activities need their own written acceptance and scope.
Key takeaways
- A package is usable only when it covers your actual shareholder structure and the deliverables you need; a cheaper ineligible plan is not a saving.
- The MYR 2,500, MYR 2,695 and MYR 3,110 references have different evidence and coverage, so their headline order does not establish value.
- Ask separately who prepares a document and who submits it. Filing financial statements does not establish that accounting or statement preparation is included.
- An included SSM amount must not be added again; an unexplained government-fee line must be clarified before you calculate an all-in total.
- The signed scope, renewal schedule and handover terms matter after incorporation, when the one-off registration work has ended.
Three market reference packages, with different coverage
Compare these three references as different service configurations, not a ranking of providers. All amounts are in Malaysian ringgit (MYR), checked on October 30, 2026. The first and third configurations are calculated examples made from separate public prices; the middle configuration is a publicly listed indicative bundle. None is an offer from HSJGlobal.
| Anonymous reference | Price and period | Evidenced coverage | Open items before acceptance |
|---|---|---|---|
| Filing-support combination | MYR 2,695 = MYR 1,399 app incorporation + MYR 1,296 for a 12-month secretary retainer, billed annually. Calculation example, not a quoted bundle. | Up to three directors/shareholders; registered office; annual-return preparation/submission; financial-statement filing; one resolution. Selected prices include SST; incorporation includes MYR 1,010 SSM charges. | Ongoing government filing fees and stamp duties excluded. Books, tax, audit and resident director outside this scope. Corporate shareholders cost extra. |
| First-year starter bundle | MYR 2,500, one-time indicative price including the first-year secretary. Exact amount confirmed in writing. | Registration, statutory documents and name search; SSM MYR 1,000 expressly included. | SST, registered office and annual filing coverage not stated in the public bundle. Current MYR 10 data-sharing coverage unconfirmed. Foreign-owner requirements reviewed separately. |
| Constitution-and-retainer combination | MYR 3,110 = MYR 2,150 one-off registration + MYR 960 yearly secretary. Calculation example, not a quoted bundle. | Registration expressly includes a constitution; the second line buys a yearly secretary service. | Government-fee allocation, SST, registered office and filing scope not established by these price lines. Other finance or director services are not counted as included. |
The filing-support reference is useful to an individual-shareholder founder who wants identified secretarial filing work. The starter bundle gives an initial registration-and-secretary anchor, but its indicative status and scope gaps require a written schedule. The constitution combination is relevant when constitutional drafting is a real requirement; a higher visible amount alone does not prove broader ongoing support.
The official baseline helps detect double counting. SSM’s current local-company incorporation guideline lists MYR 1,000 for incorporation and MYR 10 for company-data sharing under Direct Registration. A separate name-reservation route carries MYR 50; that is not an additional compulsory stage for every direct application. Where a package already includes MYR 1,010, adding that amount again overstates the comparison.
If a supplier mentions only MYR 1,000, ask how the current data-sharing component is handled. An unexplained MYR 10 is a quotation gap, not evidence that an extra charge will be collected. Likewise, do not add MYR 1,010 to the constitution combination merely because its public line does not allocate government fees. Obtain the allocation first.
These references exclude paid-up capital, working cash and refundable deposits from their service-price comparisons. Those funds serve a different purpose. A package may help establish the company without funding its business or meeting separate bank, licensing or immigration conditions.
Check the package’s starting assumptions
Share the ownership profile and the work you expect the formation service to complete.
Match the quote to your ownership and deliverables
Use the same founder profile when requesting each quote. State whether shareholders are individuals or companies, where they are based, how many directors and shareholders must be recorded, and whether you already have a suitable Malaysia-based director arrangement. A price for simple individual ownership cannot demonstrate the cost of checking an overseas corporate ownership chain.
In the filing-support reference, the selected secretary tier accepts local or foreign individual ownership; corporate ownership has an extra-charge rule. The starter supplier sends foreign-owner work for review. The constitution-and-retainer list does not establish a client-eligibility matrix. These are different acceptance boundaries, so none should be treated as a universal foreign-founder package.
Separate the underlying company formation task from additional services. During the company incorporation process in Malaysia , the core company particulars and incorporation output must be settled; a package should identify the applicant, the submission it will handle and the official result it will give you. A bank referral, a business address or a work-pass application is a separate deliverable with its own evidence.
Turn service labels into outputs
A useful scope schedule names the document or action, the quantity and the period. “Secretary included” leaves unanswered whether you receive only an appointment and retainer, transaction support, annual-return preparation, submission or statutory disbursements. Compare the work covered by a secretary retainer against the tasks expressly promised in the quotation, rather than treating every secretary line as interchangeable.
- For incorporation: identify the filing route, company particulars, shareholder/director allowance and the registration output to be delivered.
- For records: specify copies or certified copies, the number of sets and whether later replacement copies cost extra.
- For recurring work: distinguish preparation, approval, signature, submission and government filing charges for each named obligation.
- For access: identify the registered-office service period, handling of official correspondence and how records will be made available.
The constitution inclusion in the third reference is a concrete scope difference, but its usefulness depends on the document you need. Ask whether the service supplies a standard document, drafts agreed provisions or includes review of investor requirements. Do not assume that the word “constitution” purchases bespoke shareholder arrangements or an unlimited legal drafting service.
A package comparison becomes reliable when eligibility, outputs and duration sit beside the price. The decision route below puts those checks in order: an unresolved acceptance condition or missing core output should be settled before you argue over a small headline difference.
Compare the premium only after closing the gaps
The visible difference between MYR 2,695 and MYR 2,500 is MYR 195. The difference between MYR 3,110 and MYR 2,695 is MYR 415. Those are reproducible headline differences, not verified savings: the starter bundle leaves tax and filing details open, while the constitution combination leaves official-fee allocation open. A price gap becomes a value comparison only after the quoted scope is aligned.
| Comparison checkpoint | What to record | How it changes the choice |
|---|---|---|
| Eligibility | Accepted shareholder type, director arrangement and any corporate-owner surcharge. | Remove a configuration that does not accept your facts; do not compare it as if it were available. |
| Government and tax basis | Exact included government components; taxable service lines; whether stated prices are gross or net. | Resolve the basis before comparing payable amounts. An unknown line is not zero. |
| Annual work | Separate the retainer from preparation, submission and statutory filing payments. | Credit only named work that you will otherwise need to buy. |
| Documents and changes | Constitution scope, copy sets, resolutions, quantity limits and chargeable changes. | A useful extra can justify a premium; an unused extra does not reduce your workload. |
| End of term | Renewal date, current recurring rates, termination conditions and records handover. | Compare the next service period as well as the incorporation event. |
For each required output, mark the written quote “included”, “separately priced” or “not established”. Then ask each supplier to price the same unresolved items. Do not award a package credit for bank assistance when the promise is only a referral, or for accounts preparation when the promise is only filing. A narrower, explicit commitment can be easier to manage than a broad label with no completion test.
A founder who already has accounting support may value the first reference’s specified secretarial filings without buying a larger finance bundle. A founder negotiating ownership rights may instead need the third reference’s constitution scope clarified. Neither scenario establishes a best provider: it identifies the work to test in the engagement letter. If a required item is still unpriced, keep the configuration provisionally comparable rather than declaring it the cheapest complete solution.
Resolve the scope behind the price gap
Bring the open government-fee, filing and tax lines into one comparable written scope.
Fix renewal, tax and approval terms before signing
Ask for a renewal schedule tied to the service start date. “First year” may refer to a retainer period, while a filing obligation follows a different calendar. Confirm whether a task that falls after the retainer expires is included, when invoices are raised and whether prepayment creates a minimum term. The incorporation fee should not silently reappear as an annual charge.
At the verification date, the first configuration’s selected secretary reference is MYR 1,296 annually including SST; the starter supplier separately publishes secretary services at MYR 600 a year; the third configuration lists MYR 960 yearly. These component figures are neither guaranteed future renewal prices nor identical scopes. The starter’s separate retainer does not prove that the entire first-year bundle repeats on those terms.
Keep tax and third-party payments traceable
The first configuration expressly includes SST in its selected prices. The other two public references do not establish an SST basis. Tax unspecified should therefore remain an open quote field. Request the invoicing entity, each taxable service line, any applicable tax and the treatment of government disbursements. Do not add a blanket 8% to a government-inclusive headline or describe an unspecified price as tax-inclusive.
Request the invoice and engagement terms before payment: what is payable now, what is paid to an authority, what is refundable and what triggers extra work. Confirm the treatment of rejected names, incomplete KYC, a withdrawn application or a change of shareholder details. Public price lists do not establish a uniform refund policy, and a calculated combination does not create contractual rights against a supplier.
Define completion and the external decision boundary
For the incorporation work, SSM’s current incorporation guideline identifies the Notice of Registration and Notice of Approval delivered through the system and registered email. Ask your provider to supply those records, the submitted particulars and the agreed company records. A bank referral is not an approved bank account . Similarly, incorporation does not promise sector licensing or a work pass. Any bank, regulator or immigration authority keeps its own approval decision.
If you need a resident director, overseas document work, a business premises arrangement, accounting, audit, tax, e-Invoice, payroll, licensing or immigration assistance, request a separate line with its own limits. Absence from the selected package evidence is not proof that the provider cannot supply it; it means the quoted registration amount does not establish that coverage. Keep any capital or refundable security outside the professional-fee subtotal.
Before renewal or a later switch, establish who holds the statutory records, how you obtain copies, what handover requires and which outstanding charges may apply. Written handover terms make a low first-year price easier to assess because the comparison then extends to continuity, access and exit costs rather than the initial payment alone.
Choose a registration package you can verify
Choose the package that accepts your actual ownership and commits to the outputs you need at an agreed payable amount. Use the three market references as questions to put to a supplier: the filing-support combination gives identified annual work, the starter bundle needs its open items closed, and the constitution combination needs both fee allocation and document scope confirmed.
Proceed when the engagement letter identifies the company profile, deliverables, government-fee and tax basis, service period, renewal and handover terms. If an essential item remains “not established”, pause that comparison and request one revised written scope. A larger headline should earn its place through relevant work and responsibility; a smaller headline should survive the same checks before you rely on it.
Set a clear registration engagement
Confirm the agreed outputs, service period and responsibilities before giving filing instructions.
Frequently asked questions
Does a constitution inclusion mean investor documents are covered?
No. Ask whether it is a standard constitution or drafting to agreed requirements, and whether any shareholder agreement or investor negotiation is a separate engagement. The package label alone does not establish those deliverables.
Can I use one package for several companies?
Only if the written quote says so. The references compare an individual company configuration. Group structures, additional entities and work for their shareholders can change the acceptance review and service scope.
What if I change a director after approving the quote?
Notify the provider before submission and ask for the revised scope or change charge in writing. An incorporation allowance does not necessarily cover later changes, repeated KYC or new documents after the company is formed.
Can I compare a monthly retainer with an annual one?
Yes, if you show the same service duration and scope. Multiplying a monthly rate by twelve is a calculation, not evidence that the supplier bills annually, permits cancellation each month or includes the same filing work.
What should I retain after paying for incorporation?
Keep the accepted quote, engagement terms, invoices, official registration output and agreed company records together. They allow you to check that the supplier delivered the purchased work and distinguish a missing deliverable from a new request.
